Proposed Change Add anchor system in accordance to the 1994 Lk Fenwick Aerator plan set. Payment includes all material, equipment, tools, and labor necessary to supply and install the system. II. Reason and Background for Change Contract drawings for project 18-3003 proposed using the existing anchor system (based on 1994 plan sheets [attached]). During project construction, divers were unable to locate the existing anchor system due to the condition of the lake bottom; the existing float was being held in place by a 2" HDPE air supply line only, allowing it to drift. City of Kent capital projects manager consulted with Tetra Tech who suggested using the 1994 anchor system plan to construct a method of securing the new float. This method was approved through City of Kent PW management. III. Method of Payment NEW PAY ITEMS [:]Not applicable Sch No . Item Description I Anchor System Total Est. The newer aeration system is designed to provide a more widespread and higher level of oxygen distribution in the lake than the previous system. Consequently, it will have significantly more oxygen flowing through it than the previous system, which will make it much more buoyant. Although the previous system did stay anchored as it was supposed to without the anchoring system, the risk of leaving the new system unanchored, and the potential cost to re -sink it or replace it if it is damaged when it floats, as well as probably pay a higher anchoring cost in the future, would justify the proposed cost of installing an adequate anchoring system and eliminating that risk. Let me know if you have any questions. It sounds like we have not had an anchoring system in place since the original installation in 1994. Conceptually, I understand the need; however, if the old system worked without it, why can't we go without it on the new system? Thanks, Chad Chad Bieren, P.E. As a result we requested our contractor to provide and install the system as designed in the original system's plan set from 1994. The contractor is able to procure all of the required materials for the anchoring system and has provided the attached pricing for all required procurement, assembly, preparation, and in -water installation. They are estimating 5 days to complete this work. The total proposed cost is $47,043.84. After discussion and review of the proposal with Jason and Brian, we feel like this proposed cost is reasonable for this difficult tasks of handling and rigging the 3,500 lb blocks above ground, floating them in to place on specialized docks, and then carefully lowering them to their desired location. Cable installation, connections, and anchoring will all take place under water. 2 Please let me know if you are okay with preparing a change order and proceeding with this work and their proposed cost. I am available if you would like to discuss or need any additional information.
