4. Changes to the Agenda
No changes but there was discussion about returning to in-person meetings
in September. Kent Staff will follow-up with members when plans are firmed
up.
5. Code Amendments to Comply with House Bill 1220
Hayley Bonsteel gave a presentation about House Bill 1220 and a proposed
zoning code amendment to comply with the new regulations. During the
regular legislative session of 2021, the state legislature passed House Bill

1220, supporting emergency shelters and housing through local planning and
development regulations.
The bill defines new parameters for the zoning of Indoor Emergency Shelters,
Permanent Supportive Housing, and Transitional Housing, some of which are
already met in Kent City Code. Staff presented a draft set of code
amendments to comply with the remaining provisions of HB 1220, including
allowing facilities in a greater range of zones with restrictions related to
intensity of use.
There were several questions from the board. Kathi Jones asked about the
current inventory of supportive or emergency housing beds/units. Ms.
Bonsteel provided a slide that showed that there were roughly 200 beds
available as of the last count a few years ago. Sally McDonough and Shane
Amodei had questions regarding the proposed 1,000-foot setback in single-
family areas from schools and other facilities. There was some discussion
regarding whether churches and daycares should be added to the code
verbiage. After discussing, it was agreed to leave the verbiage as is because
of the improbability of being able to compile a complete list of sensitive
properties. Michael Purewal had concerns regarding home values decreasing
if larger facilities were to be built in single-family residential neighborhoods.
Ms. Bonsteel clarified that the code doesn't allow multi-family construction in
single family zones.
MOTION: Recommend Kent City Council adopt amendments to Chapter 15
of the Kent City Code consistent with House Bill 1220, as recommended by
staff.
