1. Call to Order
The meeting was called to order at 4 p.m., with Chair Haffner presiding.

3. Changes to the A enda
Carmen Goers moved to approve the agenda as presented, seconded by Jeff
Piecewicz. The motion passed unanimously with a vote of 4-0.
4. Approval of Minutes dated May 13 2021
Goers moved to approve the minutes dated May 13, 2021, seconded by Zenovia
Harris. The motion passed unanimously with a vote of 4-0.
S. Amendments to Bylaws
Pat Fitzpatrick, City Attorney, provided an overview of the changes to the bylaws that
reflect the change to the meeting schedule, the date of the election of officers in
addition to adding a provision for remote meetings. Piecewicz moved to approve the
amendments to the bylaws, seconded by Goers. The motion passed unanimously with
a vote of 4-0.
6. Nomination of Officers for 2022
Zenovia Harris nominated herself for Chair.
Carmen Goers nominated herself for Vice Chair.
Jeff Piecewicz nominated himself for Secretary.

Haffner moved to elect Zenovia Harris as Chair, Carmen Goers as Vice Chair and Jeff
Piecewicz as Secretary for the term of January 1, 2022 - December 31, 2022,
seconded by Piecewicz. The motion passed unanimously with a vote of 4-0.
7. Financial Reports
A. City of Kent. Michelle Ferguson, City of Kent Budget Manager, presented
the ShoWare Center Operating Fund through September 30, 2021. Ferguson
explained the transfers in from the Capital (Lifecycle) Fund and General Fund.
Ferguson advised expenditures are standard and there is a one month lag in revenue
being documented. Ferguson explained the CARES Act funds received for reopening
costs.
Ferguson reviewed the Kent Special Events Center Public Facilities District Fund
through September 30, 2021 and also provided additional details on the revenues
and expenditures. Ferguson reviewed the monthly sales tax collections and provided
a comparison between 2020 and 2021.
B. accesso ShoWare Center. Arletta Voter, Director of Finance, provided
details of the accesso ShoWare Center Year to Date through 3rd Quarter 2021 Actual
to Budget Comparison. Voter advised total Direct Event Income, Adjusted Gross
Income and Net Income is better than budget.
S. OperationUpdate
A. General Manager Update. Tim Higgins, General Manager advised of an
increase in maintenance and also advised that they are anticipating coming in under
budget by the end of 2021. Higgins talked about challenges caused by supply -chain
issues and staffing challenges.
Higgins provided an overview of upcoming 2021 and 2022 events.
B. Marketing Update. Kelly Spreitzer-Saucer, Director of Sales and
Marketing, advised of the recent job fair held in partnership with the Kent Chamber
and Kent Downtown Partnership.
Spreitzer-Saucer talked about the new walk-through metal detectors, cashless
transactions, smoke -free practices and COVID-19 procedures.
C. City of Kent Update. City of Kent Economic and Community
Development Director, Kurt Hanson updated the board on City of Kent economic
development.
9. Seattle Thunderbirds Update
Thunderbirds President, Colin Campbell provided an update on ticket sales, the draft
and corporate partners.
10. Other Busine
A. Term Limits. Fitzpatrick provided a review of why the City Council
imposed term limits on boards and commissions, including the Public Facilities District
Board. Fitzpatrick provided specifics on how long members can serve, what is

required before they can be reappointed, and what happens if there are no qualified
applicants. Additionally, the recruitment process was reviewed.
Fitzpatrick went over each of the members' term expirations dates and advised
whether they are eligible to serve an additional term.
Fitzpatrick conveyed that the City Council and Mayor are all very appreciative
of the service of all the board members.
