The City of Seattle Seattle Police Department AMENDMENT NO. 1 'I TO Memorandum of Understanding- Contract Contract #20-00579 THIS AGREEMENT is made and entered into by and between The Seattle Police Department (SPD), a department of the City of Seattle, hereinafter referred to as "SPD", as represented by the Chief of Police; and the City of Kent: The original Agreement is amended as follows. All other terms and conditions of the original Agreement, as amended, remain in effect. ARTICLE IV: SCOPE OF WORK The Scope of Work for this Agreement is amended as described in Attachment C, which is attached to and made part of this amendment. ARTICLE V: PAYMENT 1. Compensation The Subrecipient shall incur authorized allowable expenses in accordance with the Project Budget, as detailed in Attachment C. The Subrecipient may request additional reimbursement up to the amount of interest accrued on their portion of the grant award. The City will provide quarterly statements to the Subrecipient, once the interest balance accrued equals at least $1,000. Reimbursements will not be made for interest accrued that is less than $1,000. Reimbursements can be requested, up to the total amount of interest accrued, after the initial quarterly statement has been sent, to perform tasks in accordance with the Project Budget, as detailed in Attachment C. NOW THEREFORE, the parties hereto have executed this Amendment to the Edward Byrne Memorial Justice Assistance Grant by having their representatives affix their signatures below. Consultants/Contracts Name of Contract/Consultant Computation Cost TOTAL: $0.00 GRAND TOTAL: $41,529 Program Narrative Surveillance Equipment- We currently have two PODS that are deployed within high crime areas in the city. Our department has seen successful cases investigated and prosecuted of high profile criminals as the result of this surveillance equipment. We have identified the need for two or more POD systems and currently do not have the funding available to purchase them. The 2019 JAG funds will allow us to double our capacity to use these systems. Use of Force Simulator Enhancement and Training -We were able to purchase the FATS system in 2015, however, there are ongoing updates and equipment enhancement required to ensue usability and relevance for training for our officers. Our department, the city and our community has voiced its desire for prioritizing use of force training and state of the art force training technology. These funds will allow us to keep up with the maintenance and needs for improvement of this system over time. Access to Technology- Our detective unit is busier than it has ever been. Whether additional caseloads to manage, more call outs to respond to, detectives are often away from their desk working on investigations. We only have two lap tops available for detectives to sign out and use in the field. There is a need to have many more available. Funds will allow us to increase the number of lap tops available so that detectives may more efficiently process cases and investigations remotely. Project Design and Implementation The Kent Police Department engages with our community through various events to include a community based "use of force task force" where department leadership and community members meet once a quarter to discuss use of force issues, concerns, recent incidents, and upcoming events and information. One priority of this group is ongoing use of force training of our officers as well as transparency and open communication. This group has even gone through the FATS system demo. Meetings will occur to maintain communication and 2019 JAG funds will allow us to provide updates to the system and provide better training for our officers. Grant Award Modification This is a request from our training center - to move the allocated $10,985 from equipment for the FATS Use of Force Training Simulator to Supplies to fund simunition ammo for training purposes. We have allocated FATS funds in other JAG grants and are no longer in need of enhancements to the system. We have a dire need for simunition for ongoing less lethal training opportunities.
