BOARD MEMBERS PRESENT: Board Chair, Cheryl Koubik; Vice Chair, Wendy
Graves; Board Secretary, Lynell Mooney; Board members: Aaron Dent, Ales
Koubik, Daren Osborn, John Otakie, Mel Roberts, Andrew Sobczyk.
CITY STAFF MEMBERS PRESENT: Hayley Bonsteel, Rob Brown, Danielle
Butsick, April Delchamps, Erik Preston.
1. Call to Order
The meeting was called to order at 5:45 PM, with Cheryl Koubik presiding.
2. Roll Call
Julie Dunn was absent.
3. Approval of Minutes
The minutes of the July 29, 2019 meeting were reviewed. Mel Roberts moved to
accept the minutes as written and Wendy Graves seconded the motion. The
minutes were approved by the board.
4. City of Kent Update
Interurban Trail will remain open until October 2019 (S 228th Project).
5. Rally the Valley Project: Economic & Community Development
Danielle Butsick (Senior Planner) and Hayley Bonsteel (Long Range Planning
Manager)—KBAB Contact: April Delchamps
Overview of planning program to creating the Kent Valley as a better and easier
place to work.
• Better connectivity
• Utilizing current bicycle and pedestrian walkways
• Way-finding signage
• Encourage multi-model transportation to work/play
• Coordinate with KBAB for project planning in October 2019
o S 212th sidewalk improvement
o Shared use path or buffered bike facilities
o East-west connections
• Coincide with King County for funding opportunities
• Deadline is January 2020

6. Transportation Master Plan (TMP)
April Delchamps reviewed the TMP with KBAB members:
• Driving by residents
• Multi-modal level of service (MMLOS)
o Complete streets analysis in December 2019
o KBAB to submit list of priorities
o Layer network and review conflicts
• Send event ideas to April Delchamps
• Website is KentTMP.com and email is TMP@kentwa.gov
• Transportation Advisory Board needs residents for service
7. Bicycle Events
• Street use permit—Rob Brown to research
• Traffic control
