BOARD MEMBERS PRESENT: Board Chair, Cheryl Koubik; Vice Chair, Wendy
Graves; Board Secretary, Lynell Mooney; Board members: Julie Dunn, Ales Koubik,
Daren Osborn, John Otakie, Mel Roberts, Andrew Sobczyk.
CITY STAFF MEMBERS PRESENT: April Delchamps, Erik Preston.
1. Call to Order
The meeting was called to order at 5:45 PM, with Cheryl Koubik presiding.
2. Roll Call
Aaron Dent was absent.
3. Approval of Minutes
The minutes of the June 24, 2019 meeting were reviewed. Mel Roberts moved to
accept the minutes as written and John Otakie seconded the motion. The minutes
were approved by the board.
4. Welcome New Board Members and City of Kent Employee
Julie Dunn, Ales Koubik and Daren Osborn were introduced as new board members.
Introductions all around.
Erik Preston is City of Kent’s new city traffic engineer and will be the new city
designee for KBAB. Rob Brown’s replacement.
5. Puget Sound Regional Council
Attended by Mel Roberts. PSRC is opening voting positions and asking for people.
2019-20 monies available for four-county projects. 10 percent set aside of
program designed funds for non-motorized transportation. Collects bike and
pedestrian counts.
Erik Preston has submitted to Council to be admitted as “all other cities” seat.
6. City of Kent General Updates
TMP Planning Period Begins
Action Item: April Delchamps will send links to City of Kent webpage to access
Transportation Master Plan (TMP) to Lynell to publish in minutes and on August
Agenda.

Action Item: April Delchamps will set up all KBAB member to “Box” account to download
maps.
Action Item: Identify bike facilities priorities for TMP.
TMP Ideas:
• Bike facilities start and stop areas. Identify them and prioritize connectivity
May Bike Everywhere Proclamation and Events
Agenda Item for August: Proclamation wording to submit prior to January 2020 to Mayor
Ralph
Agenda Item: Brainstorm for August meeting for event ideas for May and Kent Parks.
Ideas for events:
• bike for business coupons and discount vouchers for month of May
• vacate a street for an event
• tour of Kent for bike facilities locations
7. Adjournment
At 7:00 PM, meeting was declared adjourned.
