BOARD MEMBERS PRESENT: Board Chair, Cheryl Koubik; Vice Chair, Wendy
Graves; Board Secretary, Lynell Mooney; Board members: Karen Chandler, Aaron
Dent, Mel Roberts, Andrew Sobczyk.
CITY STAFF MEMBERS PRESENT: Dan Hansen.
1. Call to Order
The meeting was called to order at 5:45 PM, with Cheryl Koubik presiding.
2. Roll Call
John Otakie was absent.
3. Approval of Minutes
The minutes of the March 25, 2019 meeting were reviewed. Wendy Graves moved
to accept the minutes as written and Karen Chandler seconded the motion. The
minutes were approved by the board.
4. City of Kent General Updates
Ordinance 2.62 Creation to codify Resolution 1298 creation of KBAB:
The ordinance was approved April 2, 2019. 30 days past that acceptance the ordinance
will become active.
Dan Hansen passed out the numbered board member positions. They are numbered to
avoid empty chairs on the board.
Mel Roberts moved to accept the official positions and Andy Sobczyk seconded the
motions. The measure to accept the official positions as numbered was unanimously
accepted.
Fill Open Board Positions
Four applicants are interested in the open positions.
Interurban Trail Closed
Interurban trail is closed for an undetermined amount of time as the 228th corridor is
constructed. A notice will go out through social media for re-opening.
212th/Green River Trail passage under bridge
East of river trail passage under 212th will be worked on for about 2 days.

Meeker Westbound to Green River Trail
KBAB asked for signage to indicate closure of GRT during the Frager Road and Kent’s
Downey Farmstead Project and to direct trail-users to the trail detour routes.
Kent’s Downey Farmstead Project
Frager Road is unincorporated King County. There will be no changes to the trail
connection as is designed. (KBAB had asked for the Frager Road trail to continue
several feet more to the Hwy 516 pedestrian bridge south of the project.
Railroad Spur and Interurban Trail Crossing (south of 180th)
Cheryl Koubik reported that the rails and trail meet at an angle that causes bicycle falls.
City of Kent Parks is working with representative of the Union Pacific to mitigate this
hazard. (KBAB was going to write a letter, but Dan Hansen reported after the meeting
that City of Kent Parks is in touch with the representative.)
5. Puget Sound Regional Council Update
No meeting in April. Next meeting scheduled for May 2019.
6. Mayoral Proclamation for Bike Everywhere in May.
Mel Roberts prepared a proclamation for City Council and the Mayor to initiate at
the next City Council meeting. The majority of the board members did not accept
the proposal. However, discussion will continue.
7. Adjournment
At 7:00 PM, Cheryl Koubik declared the meeting adjourned.
