STAFF MEMBERS PRESENT: April Delchamps and Dan Hansen. 1. Call to Order The meeting was called to order at 5:45 PM, with Cheryl Koubik presiding. 2. Roll Call Frank Boosman, Karen Chandler, John Otakie and Mel Roberts were absent. 3. Approval of Minutes The minutes of the January 28, 2019 meeting were reviewed. Wendy Graves moved to accept the minutes as written and Andy Sobczyk seconded the motion. The minutes were approved by the board. 4. City of Kent General Updates Ordinance 2.62 Creation to codify Resolution 1298 creation of KBAB: Dan Hansen emailed the draft version that will be reviewed by the Public Works Committee on March 18. Stormwater force main project (W James St & Lakeside lane revisions) Dan Hansen presented the current West James project for KBAB members commented:  Shorten merge lane  Include green paint in merge area  Signs that indicate bike crossing (green paint) 5. History of Green River Train Detour  Dan shared the FEMA Levee Project scope for 2019-2020 and past planning discussion to retain bicycle facilities during the closure of the Green River Trail. Trail will be reconstructed near Van Doren’s Landing park as part of the levee project.  KBAB requested repair of the 212th sidewalk and City of Kent Maintenance will provide repairs, so the detour route is bike safe. Report of Research of City Code Language for Motorized Traffic No detour procedure or policy in city code. No traffic control manual for City of Kent. 7. Design Standards for Detours: Motorized and Non-motorized Comparison Again, no official code for the City of Kent that addresses detours. 8. Sound Transit Station Access Grant April Delchamps shared a significant change in the grants offered by Sound Transit. Previous KBAB recommendations may or may not fit into the new grant criteria. The screening process has also changed. April distributed a fact sheet about the ST grant process. Items contributed to ST grant list:  Smart bike cages and charge stations for e-bikes included in light rail specifications for new light rail stations. (A KBAB recommendation from 2018)  Old Lincoln Park ‘n’ Ride pedestrian wayfinders to Kent Station  James Street Bike Lanes  Kent Des Moines/30th Avenue to new light rail station bike lanes  Second Avenue pedestrian crossing on James Street  Lighting on north and south sides near Star Lake Park ‘n’ Ride (under viaduct) 9. Transportation Improvement Plan (TIP) Dan Hansen distributed a project list for the TIP and asked KBAB members to review. 10. Adjournment At 7:00 PM, Cheryl Koubik declared the meeting adjourned.
