CITY STAFF MEMBERS PRESENT:Rob Brown& Eric Peterson.
1.Call to Order
The meeting was called to order at 5:45PM, with Wendy Gravespresiding.
2.Roll Call
Joe Cimaomoand Julie Dunnwere absent.Connie Stolpp (new member) attended.
3.Changes to Agenda
Rob Brown added 6b. to today’s agenda. List of construction project for 2020.
Approval of Minutes

December 30, 2019meeting minutes were reviewed,and approvedMel Roberts
moved to accept the minutes and Aaron Dentseconded the motion.The minutes
were approved by the board.
5.Mayoral Proclamation: May Bike Everywhere Month
Proclamation will be readby MayorRalphat April 21, 2020 council
meeting
Proclamation will be published on the website
Motion to submit to mayor's office for review, make changes, send
advanced copywas recommended by Wendy Graves, seconded by Lynell
Mooney and voted in favor by KBAB.KBAB members to attend City
Council meeting.
Bike riders to make a show at the April 21 meeting for reading of the
proclamation.
6.City of Kent Update
a. New members selected by Rob Brown and will be swornin by City Council on
February 4 @ 7:45 p.m.

b. City of Kent 2020 Construction Projects beginning spring
1. Meet Me On Meeker corridor plan from Kent-Des Moines Road to First.
Next phase in front of Driving Range to Russell Road.Sidewalk and separated bike
facilityon driving range side only.
2. Paint and replace existing street lines (not bike lanes—they are plastic
coated).
3. Reservoirprojecton west hill.
4. Seal cracks in asphalt

5. Willis and Fourth Round-About begins in June/July with 3 months
construction time.

6. Raise 76Avenue near Blue Origin 2.5 feet above 100-year flood plain.
No shoulder widening.

7. Overlay residential streets along James east of 64

8. Waterline project on Reith Road. Military and 42Street.
9. Lake Fenwick aerator replacement with bigger and better.
10. New pedestrian crossing at James and west of second to access train
station. Flashing light.Sound Transit grant.
11. Pump station on Washington Avenue to be relocated.
TMP layout is the master list. TIP changes the list for projects that qualify for
grants.No changes in the TIP this year.
City of Kent is working on 18 grants with PSRC (Puget Sound Regional Council).
Question about putting a bicycle participant count on the KBAB or City of Kent
website to inform public of number of bicyclists and encourage more bicycling in
Kent.
Mel Roberts stated that he has counted 30 –50 bicyclists at Foster Park and 200 –
400 in the summer.

Wendy Graves, Andy Sobczyk, Aaron Dent and Lynell Mooney terms expiring. Send
Rob Brown an email if you wish to be re-admitted to the KBAB board for another 2-
year term.
8.2020 KBAB Events Discussion
May 15, 2020 Bike To Work Day
Polling at Foster Park
.1 to .2 percent on roads are bicyclists (Traffic count—Eric Peterson)
CTR not a good way to capture bike riders (one week during the year
count). State of Washington is in the process of completely
overhauling CTR program.
Council meeting are a way to request more bike lanes.
Cascade Bike Club Tax ID okay to use, but they didn’t think we would
need it
Smith Bros to supply refreshments (Wendy Graves)
Put event on Cascade Bike Club’s website or “map”.
Mel Roberts will check with Kaiser Permanente for Bike to Work Day.
Hand out business discounts
Baked goods (not donuts).
