Arts Commission Minutes Commissioners: Chair Dan Cox, Vice Chair Suzanne Smith, Treasurer Gerard Philpotts, Secretary Susan Bagrationoff, Secretary Christy Caravaglio, Bayard DuBois, Tonya Goodwillie, Campbell Kristenson, Susan Machler, Linda Mackintosh, Colleen Maloney, Hal O’Brien, Michael Taskey, Sandi Westman, (Sherelle Owens, Alternate) March 11, 2020 5:30 p.m. Centennial 402, 400 West Gowe Street Item Description 1. Call to order – Staff called the meeting to order at 5:33 p.m. 2. Roll Call – Excused: Dan Cox, Susan Machler, Colleen Maloney, Sherelle Owens 3. Changes to the Agenda – Addition of Give Me Culture application from Tall Firs Cinema. 4. Guest – Charlie Rathbun, Program Coordinator with 4Culture, spoke about the Creative Consultancies program that is funding our downtown art planning process. Staff announced that we were awarded $20,000 in the second year of the program (in addition to the $15,000 we received in 2019). Commissioners requested more involvement and improved communications from consultant Lucia Neare. 5. February Minutes – Michael Taskey made a motion to approve the minutes as written. DuBois seconded and the motion carried unanimously. 6. Treasurer’s Report – Staff routed the January Month End report for review. 7. Performing Arts Committee A. Spotlight Series 2019-2020 - Seattle Rock Orchestra – 383 people attended (85% capacity) - Carlene Carter – 238 attended (68% capacity) - We Shall Overcome – Fri., March 13, CANCELLED due to state restrictions to help prevent the spread of COVID-19. - Catapult – Thurs., March 19, CANCELLED due to state restrictions to help prevent the spread of COVID-19. B. Spotlight Series 2020-2021 – No updates 8. Public Art -2020-2024 City Art Plan – Accepted by Council Committee of the Whole on 3/10, moving on to full council Consent Agenda. B. Gallery -Student Art Exhibit (March 16 - 27), Art Walk (March 24, 5-7 p.m.) C. Kent Creates: -Kaleidoscope exhibit – June 30 deadline -Promotions -Possible future partnership with Environmental Engineering – upcycling theme? D. Portable Collection donation Mackintosh made a motion to accept the watercolor print donation of “Diversity” by Anthony Gipe. Westman seconded and the motion carried unanimously. 9. General updates/other business A. Give Me Culture Application -Maple Valley Youth Symphony Orchestra – Caravaglio made a motion to approve the application for two orchestra summer camps at the full funding amount of $1,000. Kristenson seconded and the motion carried unanimously. -Tall Firs Cinema – Caravaglio made a motion to fund production of the Jetpack City film at the full request amount of $1,000. Taskey seconded. After discussion, O’Brien made a motion to amend the amount to $500. Goodwillie seconded. The amendment of the motion passed with seven Yeas and two Nays. Vice Chair Smith called for a vote on the amended motion and it unanimously passed. B. Kent Downtown Partnership Mural – The KDP seeks Arts Commission advice on a mural for the east-facing wall of the old JC Penney building: A historical mural or something new. The Commission prefers a new commission. C. SOCO Culture – This weeks scheduled meeting was cancelled amidst COVID-19 concerns. D. Kent School District – No report. 10.
