Parks and Recreation Commission Kent, Washington Meeting Minutes Draft Pending Date: May 26, 2021 Time: 5:00 p.m. Place: Remote Meeting Attending: Chair Scott Taylor, Jennifer Ritchie, Kathleen Meehan, Roberto Arellano, Jr., Sarah Veele, Seong Yoon Director Julie Parascondola Absent: Vice-Chair Richard Minutoli, Bonnie Williams, Chad McClung, Edith Gonzales, Kristie Duggan 1. Call to Order/Roll Call: Commission Chair Taylor called the meeting to order at 5:00 pm. 2. Changes to Agenda: None 3. Approve Minutes dated April 28, 2021: Approved 4. Public Comments (if any): None 5. Update to Boards and Commissions: Director Parascondola provided an update to the Commission regarding the new operating framework policy for the City of Kent’s thirteen Boards and st Commissions. June 1 City Council Workshop will be going over the policy to be approved through the Committee of the Whole then to City Council. Committee of the Whole will be discontinued in favor of returning to Committees structure effective September of 2021. Q&A occurred. No actions or decisions were made. 6. Confirmation of Virtual Meeting Times: Polling was done with Commission to determine if they preferred to move the start time to 5:30 pm or 6:00 pm for the remaining Virtual meeting. Q&A occurred. A vote was taken: 5 votes - 5:30 pm. 1 Vote - 6:00 pm Sarah Veele - Motion to move the start time of the meeting to 5:30 pm. Jennifer Ritchie - Second 7. Transition to In-Person Meetings: Director Parascondola requested feedback as to when the Commission would be willing to come back to an in-person meeting schedule and what that will involve under the governor and state guidelines during the pandemic. Q&A occurred. No actions or decisions were made. 8. Commission Mission/Purpose Project: When the Commission transitions back to in-person meetings, Randy Brinson from Third Sector Company, Inc. will be invited back to continue the work that began before the pandemic regarding the mission and purpose of the Commission. Q&A occurred. No actions or decisions were made. 9. Riverbend Golf Complex Update: Director Parascondola shared the Riverbend Golf Complex PowerPoint presentation with the Commission. Q&A occurred. No actions or decisions were made. 10. Lake Meridian Life Guard Program Update: Director Parascondola shared information with the Commission regarding the industry-wide Life Guard shortage and a high reluctance for Life Guards to apply due to the pandemic. Q&A occurred. No actions or decisions were made. 11. Director/Commission Updates: Futsal court at West Fenwick will need to be temporarily closed due to safety concerns. The onboarding for the new Commissioners is forthcoming. 12. Adjournment: Commission Chair Taylor concluded the meeting at 7:00 pm.
