Absent:
1. Call to Order/Roll Call:
Commission Chair Taylor called the meeting to order at 5:00 pm.
2. Changes to Agenda:
None
3. Approve Minutes dated November 18, 2020:
Approved
4. Public Comment (if any):
None
5. Confirmation of Commission meeting dates and times for 2021:
Director Parascondola shared a PowerPoint slide titled "Commission "Netiquette"
Reminders" to recap what is allowable during remote meetings. Next was a
PowerPoint slide titled "Confirmation of 2021 Meeting Dates/Times" regarding the
current and future state of meetings based on the Public Meeting Act's extension
of remote meetings due to COVID. Meetings' dates and times as the fourth
Wednesday of the month at 5 pm were discussed. When in-person meetings
occur, the time will move to 6 pm from 5 pm. Q&A occurred.
Action: Motion proposed to adopt 2021 Parks Commission meeting schedule.
Commissioner Duggan moved – Commissioner McClung seconded. Motion passed
unanimously.
6. Confirmation on approach to officer elections for 2021:
Director Parascondola shared a PowerPoint slide titled "Confirmation of Officer
Elections." The Director recapped and discussed:
"Per Bylaws" of the Commission
February 2020 meeting motion to move Elections to June 2020
May 2020 meeting motion to defer the Chair and Vice-Chair vote until King
County enters phase 3 of the COVID Pandemic.
June 2020 meeting vote to elect Chair and Vice-Chair
Director Parascondola discussed options for future state processes for elections.
A decision will be made at the March meeting as to when elections will be held.

7. 2021 City Council Retreat:
Director Parascondola shared with the Commission the Draft Agenda for the City
Council Retreat on February 5, 2021. Q&A occurred. No actions or decisions
made.
8. General Departmental Updates:
Director Parascondola shared
2020 Commission Accomplishments
Pending vacancies within the Commission
Updated the Commission on the "Stay at Home Restrictions" and its impact
on Parks programs
Strategic planning involving the Commission's engagement in 2021
Q&A occurred. No actions or decisions made.
9. Commission Planning – Next Steps:
Director Parascondola recapped the work the Commission began with Consultant
Randy from "Third Sector" before the pandemic. With new Commissioners being
appointed in Feb, this topic will be recapped and addressed in March regarding
restarting the work. Q&A occurred. No actions or decisions made.
10. Director/Commission Updates:
Clark Lake – most of the debris from the falling trees has been removed. The
bridge is to be rebuilt.
Riverbend - when the driving range project is complete, there will be a new trail
loop.
11. Adjournment:
Commission Chair Taylor concluded the meeting at 6:49 pm.
