A. Payment of Bills - Authorize
MOTION: I move to authorize the payment of bills received through
9/15/21 and paid on 9/15/21 and authorize the checks issued for
payroll 9/1/21-9/15/21 and paid on 9/20/21, all audited by the
Operations and Public Safety Committee on 9/21/21.

B. INFO ONLY: July Monthly Financial Report
Financial Planning Manager Michelle Ferguson presented the July financial
report.
Sales tax revenues are coming in stronger than anticipated and Utility Tax
revenue saw an increase during July due to the change in the process to
receipt the revenue.
Ferguson explained why B&O tax revenues appear to be coming in under
budget.
Ferguson reviewed the revenues that will probably not make it to the
budgeted projections and provided an overview of the Capital Resource,
Criminal Justice, Sewer Utility and Liability Insurance revenues and
expenditures.
C. Media Forensic Software Contract - Authorize
Chief Padilla and Detective Sagiao provided the Council with details on the
Media Forensic Software contract with Gladiator Forensics and provided
responses to the Council's questions regarding safeguards and rules of
evidence regarding obtaining and accessing the data.

comprehensively analyze wireless data in direct support of criminal
investigations and missing persons cases.
MOTION: I move to authorize the Mayor to sign a contract with
Gladiator Forensics, LLC to purchase software, equipment, licenses,
and maintenance fees for a total cost of $139,298.52 for an initial
five-year term, with options to extend the contract annually
thereafter up to a maximum contract term of ten years, subject to
final terms and conditions acceptable to the Police Chief and City
Attorney.
