The City receives periodic complaints regarding rooster noise; however,
enforcement of the public nuisance section listed above has proved
challenging. As the nuisance is crowing, code enforcement officers must
observe and record the crowing first-hand in order to issue citations. Many
other cities including Auburn, Renton, and Federal Way ban roosters within
city boundaries. A simple ban would be easier to enforce, as officers would
only need to observe presence of a rooster. Following research and
consultation with Legal, staff believes a Zoning Code amendment is needed,
and recommends specifically banning roosters in Kent City Code 15.08.070.
There were public comments from Dan Sutton and Erika Overall regarding a
specific address in their neighborhood with excessive birds. The City is aware
of this property and currently they are under criminal investigation for an
alleged cockfighting operation. This amendment will give Kent Code
Enforcement more options for removing the excessive birds.
It was decided to table the request to ban geese brought up by Ms. Overall at
this time since there have been no other complaints about geese.
The motion was approved with an amended to include a 30 day period in
which to remove the roosters from properties.
MOTION: Recommend the Kent City Council adopt a proposed amendment
to Kent City Code 15.08.070, on the keeping of animals, to specifically ban
rooster ownership in the City of Kent.

6. Kent Housing Options Plan and Mobile Home Park Study Results
City staff have been working on the creation of the Kent Housing Options
Plan (KHOP) since late 2019 as part of a grant funded by the state
legislature. The project included data collection, public outreach, and
identification of strategies to increase residential building capacity. Kent's
this study were summarized by Dawn Couch from Berk Consulting, who ran
the study to try to better understand the conditions and needs of this unique
housing type. Findings included high levels of satisfaction with life in mobile
home parks, as well as significant issues such as pests, overcrowding, and
deferred maintenance. Dawn described the tools the City can utilize to
address issues, and city staff followed up with a presentation on KHOP policy

direction including mobile home park preservation policy based on the results
of the study.
The data, outreach, and strategies have all previously been presented to
th
LUPB. The full draft plan will be returning to LUPB on May 10, 2021, for a
public hearing.
