5. Comprehensive Plan Amendment Capital Facilities Element
Incorporate Park Project List/Impact Fee Study Public Hearing
Brian Levenhagen, Deputy Director of Parks, Recreation and Community
Services gave a brief review of the material he covered in the January 11,
2021 LUPB meeting.
Mr. Levenhagen explained that the City of Kent is currently exploring the
possibility of enacting a Park Impact Fee on new development to pay for
additional parks and recreation facilities to meet the increased level of
service capacity needed to support growth. In order to charge a park impact
fee, a parks project list must be adopted as an amendment to the Kent
Comprehensive Plan into the capital facilities element. Adding the park
project list as an amendment to the capital facilities element of the Kent

Comprehensive Plan does not obligate the City of Kent to enact a Park
Impact Fee. The project list is derived from the 2016 City of Kent Park and
to the
Kent Comprehensive Plan and consists of projects that were adopted in the
Parks 6-year CIP as part of the 2021-2022 City of Kent Biennial Budget.
Ali Shasti questioned why Kents fees per residence is so much lower than
Issaquah and Sammamish. Mr. Levenhagen talked about differences in
available developable land and consultant recommondations.

6. The Bridges Comprehensive Plan Amendment CPA 2018-1 - Public
Hearing
Matt Gilbert, Deputy Director of Economic and Community Development gave
a presentation on the Bridges Comprehensive Plan Amendment.
Mr. Gilbert explained that the City received this application for amendment to
the Comprehensive Plan Land Use map in
the proposal was tabled until the 2021 docket review process. No other Land
Use Plan Map changes were proposed for this cycle.
The site is a vacant 13.2-acre portion of the 155-acre Bridges PUD
development, located at 12200 SE 304th Street. The site is in the
jurisdictional boundaries of the City of Kent but is non-contiguous with the
rest of the City and surrounded by land within the City of Auburn. The
proposal site was previously approved for commercial development,
development was never constructed, and the owner now seeks to change the
Comprehensive Plan Land Use Map designation of the site from US, Urban
Separator to LDMF, Low Density Multifamily.
There were several public speakers and all agreed on three points; the
decision should be made by The City of Auburn after the de-annexation from
The City of Kent, Oakpointe originally advertised that this site would be
developed as commercial property and that the public notice given for this
application was not satisfactory.

Brian Ross of Oakpointe spoke and indicated that while this area had been
previously approved for commercial development, demand for commercial
uses has wane so that providing additional housing at this location was more
desirable.
Mr. Gilbert conceded that the comments were sensible and explained that
annexing/de-annexing The Bridges from Kent to Auburn has been under
serious consideration by the cities since 2018. As the current jurisdiction
with responsibility for The Bridges neighborhood, Kent was legally obligated
annexation, but as talks had stretched on for many months, they now wished
to proceed. He further explained that the public notice was given according
to the requirements of the Kent City Code.
The members discussed the issues and considered delaying their
recommendation to allow for additional public comment, but came to the
conclusion that the residences would be able to comment at the City Council
meeting so delaying the decision would not limit participation, or delay the
other comprehensive plan amendments from going before the council.
MOTION: Recommend City Council approve 2018 docketed comprehensive
plan amendment CPA-2018-1, as proposed by the applicant.

7. Comprehensive Plan Amendment Updated Transportation Master
Plan and Transportation Project List - Public Hearing
April Delchamps, AICP, Senior Transportation Planner for Public Works gave a
review of the material she presented at the January 11, 2021 LUPB meeting.
Ms. Delchamps explained that the Transportation Master Plan (TMP) details
through extensive public outreach and interdepartmental coordination. The
project lists as well as the policies and actions are two of the most tangible
outputs of the Transportation Master Plan update, but numerous other
elements are documented in the TMP. The TMP sets a framework for
understanding, prioritizing, measuring, and constructing a multimodal
transportation network to help Kent achieve its goals.
There were no comments from the public nor discussion among the board
members.

MOTION: Adopt Ordinance No. _____, amending the Capital Facilities
Element of the Kent Comprehensive Plan to incorporate an updated
Transportation Project List, and amending the Kent Comprehensive Plan to
replace the content of the Transportation Element with the updated
Transportation Master Plan.
