Changes to the Agenda 5. Facilities Element to include an updated Parks Capital Project List Brian Levenhagen, Deputy Director from Parks, Recreation and Community Services gave a presentation on amending the Kent Comprehensive Plan and its park's capital facilities element to include an updated Parks Capital Project List. The City of Kent is currently exploring the possibility of enacting a Park Impact Fee on new development to pay for additional parks and recreation facilities to meet the increased level of service capacity needed to support growth. In order to charge a park impact fee, a parks project list must be Page 1 of 3 Land Use and Planning Board Land Use Regular January 11, 2021 Meeting Kent, Washington Minutes adopted as an amendment to the Kent Comprehensive Plan into the capital facilities element. Adding the park project list as an amendment to the capital facilities element of the Kent Comprehensive Plan does not obligate the City of Kent to enact a Park Impact Fee. The project list is derived from th which is already adopted into the Kent Comprehensive Plan and consists of projects that were adopted in the Parks 6-year CIP as part of the 2021-2022 City of Kent Biennial Budget. There were several questions from the board members regarding what the new fee will be and how it will work with the existing fees. There was discussion around the list and what the expected completion date would be for all projects. 6. Proposed 2021 Comprehensive Plan Map Amendment CPA-2018-1 Matt Gilbert, Deputy Director of Economic and Community Development, gave a presentation on the Proposed 2021 Comprehensive Plan Map Amendment for Kent 25 LLC. The City received an application several years ago that was put on hold while inter-jurisdictional conversations took place regarding the future of the parcel; the applicant has requested the City move forward with the application in 2021. The site is a vacant 13.2-acre portion of the 155 acre Bridges PUD th development, located at 12200 SE 304 Street. The site is in the jurisdictional boundaries of the City of Kent but is non-contiguous with the rest of the City and is surrounded by land within the City of Auburn. The site was previously approved for commercial PUD regulations. The approved commercial development was never constructed, and the owner now seeks to change the Comprehensive Plan Land Use Map designation of the site from US, Urban Separator to LDMF, Low Density Multifamily. 7. Transportation Master Plan (TMP) Document Update April Delchamps, Senior Transportation Planner for Public Works gave a presentation on the Transportation Master Plan document update. The portation vision for the next 20 years. This vision was crafted through extensive public outreach and interdepartmental coordination. The project lists as well as the policies and actions are two of the most tangible outputs of the Transportation Master Plan update, but numerous other elements are documented in the TMP. The TMP sets a framework for understanding, prioritizing, measuring, and constructing a multimodal transportation network to help Kent achieve its goals. 8.
