Chair Piecewicz called the meeting to order at 5:31 PM.

Chair Piecewicz and Commissioner Zaratkiewicz were present, Commissioner
Thomas had an arranged absence.

4. Auoroval of the Minutes
Commissioner Zaratkiewicz made a motion to approve the minutes
from the August 25, 2021 Civil Service Commission meeting. Motion
was moved and seconded by Chair Piecewicz; motion passed 2-0.
5. Consent Items to Accept
A. Email dated August 23, 2021 from Cmdr. Matt Holmes notifying the Chief that he
is retiring effective October 31, 2021.
B. Memo dated August 23, 2021 from Chief Padilla accepting the retirement of
Cmdr. Matt Holmes effective October 31, 2021.
C. Letter dated August 25, 2021 from Chief Padilla congratulating Anthony Munoz on
being hired as a Probationary Police Recruit Officer effective November 1, 2021.
D. Memo dated September 7, 2021 from Chief Padilla accepting the resignation of
Corrections Officer Daffdy Tyler effective September 3, 2021.

8. For the Good of the Order
Commissioners Piecewicz and Zaratkiewicz inquired about remote meetings and
Chief Examiner Winecka said she would further research the changes to the Boards
and Commissions ordinance and report back. She also advised them about the Civil
Service Conference and noted she would forward them the materials if they were
interested.
9. Adjournment
There being nothing further, Chair Piecewicz made a motion to adjourn.
Commissioner Zaratkiewicz seconded the motion; motion passed 2-0. Meeting was
adjourned at 5:39 PM.

Entry-level police officer candidate Adrian Fuller was contact by email on 8/31/2021
with a request to complete a Personal History Questionnaire in Guardian, Kent PD's
background investigation platform. Candidate Fuller had completed a PHQ previously
in Guardian for another law enforcement agency. His prior PHQ could have been
shared with KPD in Guardian, satisfying the requirement for him to submit this
document, however a misspelling in his email address prevented this from occurring. I
had been in regular contact with Candidate Fuller who had been responsive to requests
and other correspondence.
On 9/15/2021 while reviewing the Personal History Questionnaires that were due on
9/14/2021, the background investigator conducting the review noted that Candidate
Fuller's PHQ was incomplete in Guardian. They then authored a removal for the
perceived failure of Candidate Fuller to respond to the request to complete the above
referenced PHQ.
This issue has been addressed with Guardian and Candidate Fuller's email address in
his profile corrected showing his completed PHQ
I respectfully request that Candidate Fuller be added back to the Entry Level Police
Officer Eligibility list and that his eligibility date be adjusted to account for the period
that he was not included on the list.

Re: Rescheduling the November and December 2021 Meetings
Dear Commissioners:
Over the past few years, you have agreed to move the Civil Service Commission
meetings ahead one week for both November and December in order to avoid the
meetings falling directly before the holidays.
If approved, the November meeting will take place on Wednesday, November 17,
and the December meeting will take place on Wednesday. December 15. The
meeting will still begin at the regular time of 5:30 p.m. in Chambers West.
