permission to test for the rank of Commander and that the
following process and weights be applied:
- Work Performance Rating (WPR)- final weight of 50%
- The assessment center will consist of four exercises and will have
a final weight of 50%. A cumulative passing score of 65% is
required to be placed on the list.

Chair Piecewicz called the meeting to order at 5:43 PM.
2. Roll Call
Chair Piecewicz and Commissioner Thomas were present, Commissioner
Zaratkiewicz was absent.
3. Changes to the Agenda
There were no changes to the agenda.
4. Aooroval of the Minutes
Commissioner Thomas made a motion to approve the minutes from the
tune 23, 2021 Civil Service Commission meeting. Motion was
seconded by Chair Piecewicz; motion passed 2-0.
S. Consent Items to Accept
A. Emails dated June 4, 2021 and June 30, 2021 from Cmdr. Jon Thompson
providing notice of his intent to retire effective July 16, 2021.
B. Memo from Chief Padilla dated June 30, 2021 accepting the retirement of Cmdr.
Jon Thompson effective July 16, 2021.
C. Email dated July 1, 2021 from Ofr. Andrew Reed tendering his resignation
effective July 15, 2021.
D. Memo dated July 1, 2021 from Chief Padilla accepting the resignation of Ofr.

There being no questions, Chair Piecewicz made a motion to accept consent
items A-3. Commissioner Thomas seconded the motion; motion passed 2-0.
6. Items to Approve
A. Continuous Testing Eligibility List for Entry Level Police Officer that was
established on June 24, 2021.
B. Continuous Testing Eligibility List for Experienced/Lateral Corrections Officer that
was established on June 24, 2021.
C. Continuous Testing Eligibility List for Experienced/Lateral Corrections Officer that
was established on July 6, 2021.
There being no questions, Chair Piecewicz made a motion to approve items
A-C. Commissioner Thomas seconded the motion; motion passed 2-0.
7. Action Items
A. Memo dated July 8, 2021 from Chief Padilla requesting to test for Parking
Enforcement Assistant and that the following process and weights be applied:
-Written Exam: 70% passing score required; weight of 30%
Up to the top 20 from the written exam will move on to the oral board process.
-Oral Board: 70% passing score required; weight of 70%
-Background: Pass/Fail
-Polygraph: Pass/Fail
Commissioner Thomas made the following motion: "I make a motion to

of Evidence Custodian and that the following process and weights be applied:

Up to the top 20 candidates from the written will move on to the oral board
process.
Oral Board- 70% (70% passing score required)
Background- Pass/Fail
Polygraph- Pass/Fail
Psychological Exam- Pass/Fail
Chair Piecewicz made the following motion: "I make a motion to approve
testing for the position of Evidence Custodian and accept the weighting as
printed." Commissioner Thomas seconded the motion; motion passed 2-0.
B. For the Good of the Order
Chief Examiner Winecka explained some of the new changes to the Boards and
Commissions ordinance that was recently adopted by Council and how the
implementation of term limits will impact current members of the Commission.

There being nothing further, Commissioner Thomas made a motion to adjourn.
Chair Piecewicz seconded the motion; motion passed 2-0. Meeting was adjourned
at 5:53 PM.

RE: Civil Service Rule 9.01 (a), Request for promotional test - Commander
The Kent Police Department requests authorization to conduct a promotional test for
Police Commander through Public Safety Testing, as soon as the Chief Examiner's
schedule allows.
Examination will consist of a WPR Peer Assessment and up to four (4) exercises to
test the applicant's competencies in the following dimensions: Oral Communication,
Interpersonal Insight, Judgement, Decisiveness, Delegation & Control.
The WPR Peer Assessment and the Assessment Center exercise will both be weighted
at 50%. In addition, the candidate will need to have scored no less than 65% over
all In the Assessment Center.
