Commissioner Zaratkiewicz called the meeting to order at 5:32 PM

Commissioner Thomas made a motion to approve the minutes from the
January 27, 2021 Civil Service Commission meeting. Motion was
seconded by Commissioner Zaratkiewicz; motion passed 2-0.

A. latter dated January 28, 2021 from Chief Padilla to Ofr. Derek Lind notifying him
that he successfully completed his probationary period and is appointed to
regular employment status effective January 28, 2021.
B. Letter from ❑fr. Jason Windham resigning from the department.
C. Memo dated February 4, 2021 from Chief Padilla accepting the resignation of
Jason Windham effective February 4, 2021.

A. Continuous Testing Eligibility List for Entry Level Police Officer that was
established on February 2, 2021.
B. Reinstatement list for the rank of Police Officer that was established on February
19, 2021.
There being no questions, Commissioner Zaratkiewicz made a motion to
approve items A and B. Commissioner Thomas seconded the motion; motion
passed 3-0.
7. Action Item
A. Letter from Sam Steiner requesting reinstatement to the rank of Police Officer,
B. Memo dated February 9, 2021 from Chief Padilla supporting the reinstatement
of Ofr. Sam Steiner.
Chief Examiner Winecka explained that Mr. Sam Steiner left the
department in good standing in October 2020 and has now requested to
return, which the department supports.
There being no additional questions, Commissioner Thomas made a motion
to approve the reinstatement. Commissioner Zaratkiewicz seconded the
motion; motion passed 7-0.
C. Memo dated February 9, 2021 from Chief Padilla requesting t❑ test for Parking
Enforcement Assistant and that the following process and weights be applied:
-Written Exam: 70% passing score required; weight of 30%
-Oral Board : 70% passing score required; weight of 70%
-Background: Pass/Fail
-Polygraph: Pass/Fail
Chief Examiner Winecka noted that this testing process and proposed
weights are the same as those used previously.
There being no additional questions, Commissioner Thomas made the
following motion: "I make a motion to approve testing using the weights
and process as described." Commissioner Zaratkiewicz seconded the
motion; motion passed 2-0.

D. Memo dated February 18, 2021 from Chief Padilla requesting to test for the
rank of Sergeant and that the following process and weights be applied:
-Written Exam: 7011/6 passing score required; weight of 2011/0
The top 12, including ties, would move on to the WPR
-Work Performance Rating (WPR): no passing score; weight of 509/c
-Assessment Center: minimum passing score of 60% required; weight of 30%.
Chief Examiner Winecka explained to the Commissioner that this is the
same process that has been used before but the weights have been
adjusted slightly to give more weight to the WPR process.
Commissioner Thomas then made the following motion. "I make a motion
to approve using the prescribed process and weights to test for the rank of
Sergeant," Commissioner zaratkiewicz seconded the motion; motion
passed 2-0.
S. For the Gaod of-the Order
Chief Examiner Winecka discussed the Boards and Commissions newsletter that the
City's Communications team is now distributing and the type of information that she
will be providing in support of that newsletter.
9. A journment
Comm ssioner Thomas made a motion to adjourn. Commissioner Zaratkiewicz
seconded the motion; motion passed 2-0. Meeting was adjourned at 5:40 PM.

Greetings:
You may have been wondering when I'm going to leave this wonderful place; that I have called
my second home forthe last 35 years? I'm very close. I still have a few things to achieve in the
next few months. As you noticed in the May-Sept Bid I left the weekend days off for someone
else because I will only work until May.
The good Lord have granted me the strength & good health to stay with this work for a long
time, but the time has come for me to move on. My last day will be May 16'. By May 161n 1 will
be fully vested in the SSI system, putting myself and the Mrs into the Medicare system and
lastly, I will have served the City of Kent Corrections Facility for 35 years ❑f my working life. It
has been a joy and there is sadness for me to say farewell. l have enjoyed working with you
and the many colleagues over the years. I hope that I have contributed to the success of your
administration. 1 am very appreciative and grateful for my time here at the Corrections Facility.
1 have n❑ complaints.
I Pray the good Lord to keep you safe and grant you good health to continue until you find the
right time yourself. I just want you to know before I let everyone knows. I'm looking forward
to my new career as a chauffer for my grandkids and attending their school and sport events.

LATERAL OFFICER HIRING INCENTIVE
ACKNOWLEDGEMENT OF CONDITIONS OF ACCEPTANCE
In an effort to assist In the recruitment and hiring of currently employed and experienced law enforcement
officers (i.e. laterals and reinstated officers), the City of Kent and Its Police Department (the"Clty') have created
a hiring incentive program. Included within the available hiring Incentives Is a monetary Incentive that may be
paid to any lateral law enforcement officer who meets the following qualifications: (1) at the time of the City's
job offer, the lateral recruit was employed as a law enforcement officer for another municipal agency; (2) the
lateral recruit met the minimum requirements for admission to the Equivalency Academy as provided for by the
Washington State Criminal Justice Training Commission; and (3) at the time of the City's job offer, the lateral
recruit had completed any probatlonary period and Field Training Officer / Police Training Officer program
required by the recruit's current municipal agency. For reinstated Kent Police Officers, they must have resigned
In good standing from their swom position with the City within the prior 24 months.
Having met the required qualifications, the City has offered Samuel Steiner.0 a
monetary hiring Incentive In the amount of$5,000, less applicable taxes and deductions, which will be payable
as follows:
1. The total incentive of$5,000 will be paid with the paycheck the officer receives for
the first pay period following the recruit's hiring. The first Installment Is paid to the
reinstated officer on the condition of repayment to the City in the event they
voluntarily separates employment with the City during the probationary period. If
the reinstated officer is terminated, repayment will not be required.
By signing below, the lateral recruit acknowledges and understands that the hiring incentive Is paid by the City
on the condition that the lateral recruit repay the Cltyth roes amount received ($5,000)If the recruit voluntarily
separates employment with the City during any probe nary period, and by signing below, the reinstated officer

RE: Amended Request for promotional test, Rule 9.01 (a) - Sergeant
I am requesting an amendment to the request to test for the rank of Sergeant that
was approved at the February 24, 2021 Civil Service Commission meeting.
The request that was approved at that meeting had the following processes and
weights:
- Written Exam: 70% passing score required; weight of 20%
The top 12, including ties, would move on to the WPR
- Work Performance Rating (WPR): no passing score; weight of 500/0
- Assessment Center: minimum passing score of 60% required; weight of
30%
Proposed changes:
- Written exam: 70 % passing score required; weight of 20%
The top 14, Including ties, would move on to the WPR
- Work Performance Rating (WPR): no passing score; weight of
50%
The top 12 from the WPR would move on to the Assessment
Center
- Assessment Center: minimum passing score of 60% required; weight of
30%
This modification is requested to allow more candidates from the written exam an
opportunity to continue in the process.

Reinstatement, Rule 10.02 (b)
I have accepted Sergeant Pall Pisia's request to retire on May 28, 2021.
Per the AFSCME Collective Bargaining Agreement, as well as the Civil Service Rules
& Regulations, I have also accepted Cmdr. Diane McCuistion's request for the
reinstatement of Chris Ward to the Position of Correction's Sergeant (email dated
March 11, 2021). Officer Ward was laid-off and demoted to Corrections Officer on
July 1, 2020 due to budget cuts and will be recalled to his prior position of Sergeant
with the vacancy created by Sgt. Pisia's retirement.
I request permission to recall Ofr. Ward to the rank of Corrections Sergeant
effective June 1.
