New Kenworth T380 chassis were ordered and scheduled for production in November 2022. Brock noted that due to the expected cost of the service truck bodies, Fleet Services advertised a Request for Proposals in August 2022 to solicit bids from vendors and received a single response from TriVan Truck Body in Ferndale, Washington. TriVan Truck Body can meet our desired specifications and time frame for production. Total estimated cost for the construction and installation of the two truck bodies on our purchased Kenworth chassis' is quoted by TriVan at N $439,358.45. As new developments 6 are approved or existing parking issues are identified, staff present recommended changes to city council for consideration. The following a updates are related to requests from residents and public safety staff: Q Narrow Streets in Existing Neighborhoods r Four neighborhoods in the City have contacted staff regarding concerns with c parking on narrow streets. The neighborhoods are Ridge at Panther Lake, Plateau at Panther Lake, Vila Real, and Midori Meadows. These neighborhoods are located in the Panther Lake Annexation area. Several streets in these neighborhoods do not meet the minimum width for parking on one side or both sides of the street. Requests from the Kent Police Department and Puget Sound Regional Fire Department Requests for parking restrictions also come from the Kent Police Department (KPD) and the Puget Sound Regional Fire Authority (PSRFA). SUMMARY: On May 16, 2017, Council authorized a contract with Compulink Management Center, Inc. ("Compulink") as part of the City's effort to implement a new document imaging program citywide-Laserfiche. The original contract covered the City's acquisition of the Laserfiche program and the first two years of the software license renewal. The software license renewals for years three, four, and five were covered under the Mayor's change order authority. In order to renew the Laserfiche license renewal for year six, additional Council approval is required. The City's contract with Compulink for the Laserfiche system incorporates a master contract entered into by the Washington State Department of Enterprise Services ("DES"). The City has entered into an agreement with DES that allows the City to purchase through contracts the state publicly bids and enters into with various vendors. Utilizing the state's master contract, the City contracted with Compulink for Laserfiche. For reasons unknown to those currently involved in this project, at the time Council approval was originally sought, the City contracted with Compulink for only 3 years (through September 30, 2020), and not the full contract term available under DES's contract (through October 25, 2026). The IT Department has worked with the Law Department to create a contract amendment with Compulink that, if approved by Council, would: (i) provide that the term of the City's contract with Compulink will run concurrently with the term of DES's contract with Compulink, (ii) allow for additional purchases during that extended contract term so long as those purchases can be made within budgets previously established and approved by Council, and (iii) ratifies all actions consistent with the authority of the contract amendment and prior to its effective date. WSDOT evaluates projects submitted by agencies from across the state and selects projects they feel have the best safety benefit. The projects are selected from the City's 2022 Local Road Safety Plan. The City's project at the intersection of Canyon Dr (SR 516) and Weiland Street was selected for funding. This project will construct median curb to physically restrict left turns out of Weiland Street onto Canyon Drive, but still allow left-turns into Weiland Street from Canyon Drive. This is an existing restriction that is currently established through signing. The total project cost is estimated at $111,000. The amount awarded by the WSDOT is $111,000, with no City match required if all phases are obligated by April 30, 2026. BUDGET IMPACT: None if all phases are obligated by April 30, 2026. SUMMARY: Constructing the first two phases of the S 224th St project (841h Ave S to 941h Ave S) included wetland and wetland buffer impacts. A wetland mitigation site was found in Kent that could meet permitting requirements for filling wetlands. The site, owned by Hytek Finishes (Hytek), is located at the west end of S. 2161h Street, just west of East Valley Highway. During the acquisition process, contamination was discovered and slowed down the City's ability to purchase the property. The City alleged that cadmium used in Hytek's industrial processes had been released to the site through its stormwater system. After considering other options, most notably the King County In-Lieu Fee Mitigation Program, it was determined that remediation of the Hytek site, with wetland mitigation was the best course of action. The City purchased the site and advertised the S 224th St Projects - Wetland Mitigation and Remediation project in July 2021. While the major extents of contamination had been determined during property negotiations, exact depths and the precise perimeter were only determined with confirmation sampling during the excavation of contaminated material. The costs associated with removal of contaminated material and associated replacement materials required contract change orders that exceed the Mayor's authority. Therefore, staff request that Council ratify the necessary expenses to complete the work. The awarded contract was $573,800 and payment to date is $991,351.66. This is $417,551.66 over the original award. Staff anticipates that an additional $50,000 will be needed to close out the project. While it would have been better to have this additional work determined prior to bidding, the sampling and testing required would have been expensive and would Packet Pg. 18 4.E not have significantly changed the overall cost of the project. Once completed, the Hytek site will be free of contamination and providing compensatory wetland habitat and functions. BUDGET IMPACT: The additional amount will be paid out of existing project funds.
