BOARD MEMBERS PRESENT: Andy Sobczyk, Vice Chair; Mel Roberts, Aaron Dent, Julie
Dunn, Connie Stolpp, Erik Jacobs, Daren Osborn.
CITY STAFF MEMBERS PRESENT: Erik Preston & April Delchamps.
1. Call to Order
The meeting was called to order at 5:47 pm, with Andy Sobczyk presiding.
2. Roll Call
Absent: Wendy Graves (Excused-Travel), Maria Castro (Excused-Sick), Joe Cimaomo
(Excused), Stephanie Habu.
3. Changes to Agenda
No Changes
4. Approval of Minutes
Andy Sobczyk asked to approve the minutes as written. The minutes were approved by the
Board.
5. Transportation Master Plan Project Prioritization
April Delchamps presented on the project lists in each subarea of the Kent Transportation
Master Plan (TMP). She encouraged KBAB members to provide feedback on their top priority
projects in each subarea. After much productive discussion the following projects were
selected.
• Downtown Subarea
1. Meeker St, P-34 to P-37 (or P-31 to P-35?), Mel
2. James St, P-22 to P-24 or P-25(?), unsure on the number(s), Connie
• Midway Subarea
1. Meeker, P-28, Mel
2. P-38, P-71, and P-44, focus on connecting to Link Light Rail (Mel/Andy).
3. P-54 to get to West Fenwick Park
- April informed that ‘P’ projects are planned for construction to begin within six
years.
- Connie asked about ridership in the area. City doesn’t have data.
• Manufacturing and Industrial Center Subarea (MIC)
1. P-58, Mel
2. F-3, Mel – lower road and provide bike/ped connection in outer bay of bridge
supports.
• April informed that P-14 is funded.
• Erik J. would like to see a route extending 54 Ave S to the Puget Power Trail.
• North East Hill Subarea
1. P-7 and P-8 to connect to schools and commercial areas
• Andy/Mel asked questions about facility type. Staff confirmed that it would be
single-direction facilities on each side of the road.

• South East Hill Subarea
1. P-79, Daren and Erik J.
2. P-10 and P-11, Julie and Aaron
- Mel asked about the lanes and separation on 240th. Staff shared that the
outside traffic lane would be removed, and that separation would be created
to buffer the bike lanes.
- Andy asked about a new transit center in Covington and if we should think
about connecting to it. Staff was not aware of it and will investigate.
• Citywide Projects like Greenways, Safe Routes to School, and Safety Programs
o Daren suggested improving bike lane markings through intersections.
o Mel mentioned P-72 and asked not to take away bike lane/shoulder.
o Aaron asked to make shoulder walkways wide enough
o Mel suggested that Greenways we ranked #1
6. Resuming In-Person Meetings
Members discussed options such as pushing off the decision for another 6 months or waiting
until the numbers on the Delta variant go down. The most popular option was to continue
with online meetings and check in every month for a quick vote.
Motion - Erik J., 2nd – Mel, unanimously declined. The item will be discussed next month.
7. Monthly Rides and Promotion
Mel is working with Erik J. on the October ride and will add it to Trillo as requested by
Connie. Discussion on consistent layout which is difficult depending on map orientation.
Andy asked for volunteers for the next 6 months and received the following agreements:
- Andy – November
- Julie – December
- Daren - January
8. Bike Rodeo Discussion
Connie contacted new YMCA director Ron. He was excited about the idea and wanted to
help. Parking lot is owned by City, we should contact Parks to discuss and confirm use.
YMCA bulletin board can be used for promotion. Daren will ask about parking next door at
the United Methodist church. Mel suggested the James St Park and Ride, but Transit
ownership is a challenge. The event was tentatively scheduled for the weekend before
Memorial Day in May 2022 during Bike Everywhere month with a second event potentially in
August or September of 2022.
9. Boards and Commissions Updates
Erik Preston presented the highlights of the updates to the Boards and Commissions
statutes in Kent City Code, Chapter 2 and answered questions. Secretary will not be a City
staff person, board member terms will now be 3 years long, and limited to 2 terms. Staff
will clarify whether or not the current terms will remain 2 years long or be extended to 3
years.
10. Communications
Mel noted that the push-button has been installed at S 212 St and the Interurban Trail.
Connie shared that there is a tree down on the Puget Power Trail. She also requested that
the Puget Power Trail near Blue Origin be added to the Kent Works map to report issues.
Also, the huge mound of dirt on the trail was flattened.
