Item Description:
• Call to Order – Graves-5:45 PM
• Roll Call -- Cimaomo
• Changes to the Agenda -- Graves
• December 2020 Special Meeting -Minutes Approval Graves
o Motion Sobczyk, 2nd Shetye, Approved
• Bylaws Review-Graves No-Action
o Reviewed red line copy from the city attorney. We discussed the revisions sent back to
the city attorney. Will be reviewed and possibly voted on at the February meeting as a
repeal of the previous bylaws and replacement.
• City Council Requirements for Board and Commissions Preston
o Discussed the Council’s desire to attract citizens to boards and commissions and the city
would post all positions going forward.
• Discussion of the Idaho Stop Law in Washington Graves
o We discussed the concept of the law and discussed when to yield and when to stop
• Washington Law Requiring Traffic Signals to detect Bicycles
o This pertains to new signal-controlled intersections, allows bicycles to trip the signal like
a car can.
• Identify Cycling Maintenance Issues Roberts
o Discussed issues around the city where improvements need to be made to correct
hazards in roadway and bike trails. The bridge at Foster Park, Railroad crossing north of
James on the Interurban Trail, damaged asphalt by the city shops on James and the
degradation of the bike lane on 109th.
