A. Public Recognition
i. Employee of the Month
Mayor Ralph recognized Victoria Robben as the November employee of the
Month. City Attorney, Pat Fitzpatrick provided an overview of Victoria’s work
and accomplishments.
ii. Proclamation for Marge Williams Day
Mayor Ralph presented the proclamation for Marge Williams Day.
Mayor Ralph and Councilmember Boyce expressed words of appreciation for
Marge Williams.

Harry Williams accepted the proclamation and expressed his appreciation of
the Mayor and Councilmembers.
B. Community Events
Troutner advised of upcoming events at the accesso ShoWare Center.
5. REPORTS FROM COUNCIL AND STAFF
A. Mayor Ralph's Report
Mayor Ralph serves on the South King County Housing and Homeless
Partnership committee that recently met to work through the evaluation
criteria for capital investments.
Mayor Ralph serves on the Puget Sound Regional Council Executive Advisory
Board that received the list of members of the Equity Advisory Committee,
received an update on the Regional Transportation Plan and the Regional
Housing Strategy coming out of the Growth Management Policy Board.
B. Chief Administrative Officer's Report
Matheson advised his written report is in today’s agenda packet and there is
no executive session tonight.
C. Councilmembers' Reports
No reports.
6. PUBLIC HEARING
None.
7. PUBLIC COMMENT
Quyen To provided public comment regarding sidewalks and the presence of
dead animals.

B. Payment of Bills - Approve
MOTION: I move to approve the payment of bills received
through 10/15/2021 and paid on 10/15/21 and authorize the
checks issued for payroll 10/1/21-10/15/21 and paid on
10/20/21, all audited by the Operations and Public Safety
Committee on October 19, 2021.
C. Accept the Reith Road Watermain Improvements Project as
Complete - Authorize
MOTION: I move to authorize the Mayor to accept the Reith
Road Watermain Improvements Project as complete and
release retainage to SCI Infrastructure, LLC upon receipt of
standard releases from the State and the release of any liens.
D. Write-offs of Uncollectable Accounts - Authorize
MOTION: I move to authorize the Mayor to write-off
uncollectable accounts owed to the City in the amount of
$110,682.69, subject to final approval of the Finance Director.
E. Commute Trip Reduction Grant - Authorize
MOTION: I move to authorize the Mayor to sign the
Transportation Demand Management Implementation
Agreement, WSDOT #PTD0443, for the term July 1, 2021
through June 30, 2023, subject to final terms and conditions
acceptable to the Public Works Director and City Attorney.
F. USGS Joint Funding Agreement for Fiscal Year 2022 - Authorize
MOTION: I move to authorize the Mayor to sign the Joint
Funding Agreement for Water Resource Investigations between
the City of Kent and the U.S. Geological Survey, in the amount
of $116,611, subject to final terms and conditions acceptable to
the Public Works Director and City Attorney.
G. Sound Transit Federal Way Link Extension Temporary
Construction Agreement - Authorize
MOTION: I move to authorize the Mayor to sign a 743 square ft
Temporary Construction Easement for Sound Transit on King
County Tax Parcel No. 282204-9017, subject to final terms and
conditions acceptable to the Public Works Director and City
Attorney.
9. OTHER BUSINESS
A. Amend Agreement with U.S. Small Business Administration for
Shuttered Venue Operators Grant for accesso ShoWare Center -
Authorize

Finance Director Paula Painter advised the U.S. Small Business
Administration has increased the City of Kent’s award amount by
$1,525,220.33 for a total of $4,575,660.98. Also, the contract deadline has
been extended to June 30, 2022.
MOTION: Authorize the Mayor to sign an amendment to the
agreement with the U.S. Small Business Administration for the
Shuttered Venue Operators Grant in the amount of
$1,525,220.33, for emergency assistance for eligible venues
affected by COVID-19 during the period of March 1, 2020
through December 31, 2021, and to execute any related
documents or further amendments necessary to accept
additional Small Business Administration Shuttered Venue
Operators Grant money.
