3. AGENDA APPROVAL
A. Move to approve the agenda as amended.
Chief Administrative Officer, Derek Matheson requested the addition of an
item 8.F "Excused Absence for Councilmember Thomas."

4. PUBLIC COMMUNICATIONS
A. Public Recognition
i. Charitable Contribution Committee Presentation
Human Resources Director, Teri Smith provided details on the Charitable
Contribution Committee's recent fundraising event that raised $1,650.77 to
help low-income seniors in Kent thru the Meals on Wheel - Sound
Generations program. Meals on Wheels is a much-needed service,
particularly during these isolating and challenging times.

overview of the work that the Sound Generations Organization does and
expressed his appreciation for the support and donation from the City
employees.
Mayor Ralph expressed her deep appreciation for the work that Hoover does
for the residents of Kent.
ii. Proclamation for Mental Health Awareness Month
Mayor Ralph presented the Proclamation for Mental Health Awareness month.
iii. Proclamation for Public Works - First Responders for Infrastructure
Week
Mayor Ralph presented the Proclamation for Public Works - First Responders
for Infrastructure Week.
B. Community Events
Council President Troutner advised of the June 261" West Fenwick Park grand
opening event and indicated more details will be available on social media
and the City's website.
C. Public Safety Report
Chief, Rafael Padilla presented the Public Safety Report including:
Presenting a Lifesaving Award to Detective Erin Bratlien for the action she
took to performed CPR and save the person's life.
Chief Padilla provided details on the recent officer involved shooting that took
place May 101" in the Panther Lake area. The Valley Independent
Investigative Team is conducting the investigation.
Chief advised of a recent homicide at a local Hookah lounge and indicated the
Mayor directed the Chief, City Attorney and other department directors to
research possible solutions to the ongoing violence at hookah lounges.
Chief Padilla provided an overview of the illegal street racer investigations
and credited Officer Bava for his work in educating jurisdictions on how to
effectively conduct successful investigations relating to street racing.
Chief Padilla highlighted the department's work on race and equity that
included a training from Dwayne Bryant. Bryant authored the book "The Stop
- Improving Police and Community Relations." Two workshops were held and
attended by councilmembers, Mayor Ralph, Race and Equity Advisory Board
members and members of the Police Department command staff. Chief
Padilla indicated he will be having Bryant return to conduct training for every
officer in the Kent Police Department.

Chief Padilla recapped the past two weeks honoring both National Correction
Officer's week and National Police Week. Padilla expressed appreciation for
many local residents, business owners, Kent School District students and
faith-based organizations for their support and contributions to the Police
Department.
5. REPORTS FROM COUNCIL AND STAFF
A. Mayor Ralph's Report
Mayor Ralph expressed appreciation for Catholic Community Services drive-
through appreciation event for the Kinship program.
Mayor Ralph thanked the Lake Meridian neighborhood for allowing her and
Chief Padilla to attend their annual meeting. Details on Lake Meridian boating
rules will be posted on social media in the upcoming weeks. Mayor Ralph
advised that it has been very challenging to find lifeguards to staff the Lake
Meridian swimming area and there is a real potential that the lifeguard
program may not be provided this summer. Councilmembers suggested
reaching out to the Kent School District, youth mentoring programs and
doing another social media campaign.
Mayor Ralph serves on the South County Area Transportation Board that
received an update today on all things transportation-related from the recent
legislative session.
Mayor Ralph serves as the Vice Chair of the Puget Sound Regional Council
Transportation Policy Board that received updates on the Regional
Transportation Plan and financial strategies for funding. Mayor Ralph chairs
the Project Selection Task Force that is currently developing the framework
for the grant funding received from the federal government and recently
discussed how to build equity in the grant making process.
Mayor Ralph advised that she serves on a King County work group that is
working on a regional approach to reducing gun violence with the goal of
making sure our kids get home safe and creating places where youth can
thrive, be happy, healthy and not be victims of violence.
Mayor Ralph and Chief Padilla signed the King County Public Health Regional
Community and Safety & Well-Being Pledge - a commitment to preventing
and reducing youth gun violence.
B. Chief Administrative Officer's Report
Chief Administrative Officer, Derek Matheson expressed his appreciation for
the Mayor and Executive Leadership Team members for their participation in
the May 7th Council retreat.

The City's American Rescue Plan Act committee will hold their third meeting
on May 19th to review the U.S. Treasury's guidelines, in addition to reviewing
revenue losses and categories for investment and will also discuss process
and next steps.
Because the Legislature recently adopted statewide legislation on month-to-
month tenancy, City staff will be bringing an ordinance forward to repeal the
City's month-to-month tenancy ordinance because it conflicts with state law.
Matheson advised his written report is included into today's agenda packet.
Matheson advised there is no executive session today.
C. Councilmembers' Reports
Council President Troutner provided a recap of tonight's workshop
presentations on the 2020 South King Housing Partners workplan and a
presentation on the budget and the 2020 year-end financial review.
Troutner serves as the Vice Chair of the Regional Transit Committee that
meets May 19th and will continue discussing policy updates and reviewing
draft guiding principles.
Councilmember Michaud is participating on the Kent Community Police
Program that recently included presentations from internal affairs
investigation department, the Valley Independent Investigation Team, the
gang unit and graffiti, training department, use of force, the firearms training
sergeant and also learned about tasers.
Councilmember Michaud serves on the Regional Water Quality Committee
that discussed an increase in sewer rates - 4% this year and 4% next year.
The Committee also debated how safe wastewater biosolids are.
Councilmember Kaur serves on the Domestic Violence Initiative Regional
Task Force that recently discussed recent legislation.
Councilmember Kaur is the Chair of the Puget Sound Clean Air Agency
Advisory Council that heard a presentation and discussed legislation that
passed, including bills on clean fuel standards, EV infrastructure and started
work on strategic planning.
Councilmember Kaur serves on the Association of Washington Cities
Statement of Policy Committee that is working on a Diversity, Equity and
Inclusion Statement.
Councilmember Fincher serves on the King Conservation District that is in the
process of conducting a search for an executive director.

Councilmember Fincher serves on the Arts commission and advised there will
be two new murals appearing in Kent. The traffic box wraps have recently
been tagged with graffiti and cleanup is in process.
Councilmember Fincher advised of the upcoming Summer Concert Series at
Lake Meridian.
6. PUBLIC HEARING

7. PUBLIC COMMENT
Lindsey Young, a Kent resident and grocery worker in Kent requested the
Council's support for hazard pay for grocery workers.

MOTION: Authorize all acts necessary to purchase tech
products and services through SYNNEX Corporation's master
agreement with National Cooperative Purchasing Alliance and
Region XIV Education Service Center, within established
budgets approved by Council, and throughout the July 31, 2022
term of the master agreement, and any contract extensions
that may be authorized by the cooperative purchasing alliance.
D. Transportation Impact Fees Adjustment Ordinance - Adopt
MOTION: Adopt Ordinance No. 4403, amending Section
12.14.050 of the Kent City Code, entitled "Transportation
Impact Fee Assessment" to correct the maximum
transportation impact fee rate.
E. Consolidating Budget Adjustment Ordinance for Adjustments
between January 1, 2021 and March 31, 2021 - Adopt
MOTION: Adopt Ordinance No. 4404, consolidating budget
adjustments made between January 1, 2021 and March 31,
2021, reflecting an overall budget increase of $5,509,571.
F. Excused Absence for Councilmember Thomas - Approve
MOTION: Approve an excused absence for Councilmember
Thomas for the meeting of May 18, 2021.

10. BIDS
A. 2021 Asphalt Overlays Bid - Award
Public Works Director, Chad Bieren reviewed the 2021 Asphalt overlays
project that will include pavement repair and restoration, ADA curb ramp
upgrades and traffic calming.
Bieren recommended awarding the bid to ICON Materials.
MOTION: Award the 2021 Asphalt Overlays Project to ICON
Materials in the amount of $5,064,977 and authorize the Mayor
to sign all necessary documents, subject to final terms and
conditions acceptable to the City Attorney and Public Works
Director.
