V. Information Only - Lodging Tax Revenue Update
Shane Sorenson from Finance, presenting via Zoom, is able to provide a
preliminary figure for revenues received the last two month of 2021,
confirming that the projections for financial impacts came almost exactly
between the "high impact" and "medium impact" scenarios despite a few
strong months during the 2021 late Summer months of August and
September. 2021 Lodging Tax Revenue came in very close to $212,000.
Impact Assumptions were calculated as follows and the referenced
increase is as compared to 2020:
Low Impact: 47.3% increase in 2021 per STR and Tourism Economics
Group August 2021 Forecast
Medium Impact: 41.7% increase in 2021 per CBRE Hotels Research
September 2021 Forecast
High Impact: 29.8% increase in 2021 based on Q2 & Q3 2021 Activity.
The City will be evaluating revenue losses Citywide with an intent of
distributing ARPA dollars to mitigate those losses. From 2020 and through
2021, it is estimated that the Lodging Tax Fund has lost approximately
$300k.
VI. Business Items
A. Reappointment of Andrew Hutchison to the Lodging Tax Advisory
Committee
Andrew Hutchison's term on the Lodging Tax advisory committee has been
expired as of January 14, 2022, but he has ably served this committee since
2007. Despite efforts to recruit new qualified applicants to participate on the
committee, the small number of Kent hotels coupled with the strict
membership qualifications required by the State, have made staffing this
advisory committee particularly challenging.

The committee thanks Mr. Hutchison for that service, and Chair Boyce asks if
he if is willing continue as a member of the committee. Mr. Hutchison
indicates that he would like to stay on as a committee member, pending
council approval. The Economic & Community Development Committee will
vote on recommending to Council Mr. Hutchison's reappointment to the
Lodging Tax Advisory Committee at their March 14th regular meeting.
B. Jay Ray Proposal for 2022
After presenting to the committee an update and results report for activities
in 2021, Jay Ray presents to the committee a two tiered budget proposal for
2022 initiatives. The largest portion of their proposal is similar to the
program which was approved for 2021 - a keep the lights on for the existing
campaign with basic website updates and maintenance, a social media
approach geared to capturing local visitors and promotion of low risk, Covid-
safe destinations and events. In addition, Jay Ray are also proposing a test
run of an emerging trend in technology in marketing and promotion called
geo-fencing, where they use cel phone data captured in certain areas and
at certain events to target those same folks with promotions for like
locations and similar events. Demographic data can gleaned as well to
expand the circles and capture other similar people, who would be likely
to enjoy these happenings. After discussion and questions about exactly
how this works and why it isn't sinister (because cell phone users must
opt in to have their data captured), the committee agrees that it would be
interesting to find out just how powerful a tool it can be in generating
interest in Kent events and activities. The budget for these activities is
$90,000.
The 2nd tier of the proposal is to add back in a Media relations piece.
Whereby JayRay will create content, and approach media outlets which
publicize local or regional leisure destinations and activities. These efforts
would occur during what are known as the "shoulder seasons" when
travel and tourism activities tend to slow down, and the proposal requests
an additional $8,000 budget to accomplish these tasks. The Committee
agrees that this proposal is sound should proceed to council for approval.
The Economic & Community Development Committee will vote on
recommending to Council the full funding of this Grant to the City's Economic
Development team at their March 14th regular meeting.

SUBJECT: Evaluate and Score Lodging Tax Grant Applications
MOTION: Recommend to Council LTAC winners and funding levels for applications
submitted during the Spring 2022 grant application cycle.
SUMMARY: The March 2022 funding cycle is to support events occurring in 2022
and Early 2023. Lodging tax revenues returned to the City which generated them
are to be utilized to promote business and leisure travel. Special to Fiscal Year
2022, the Kent City Council approved the allocation of federal ARPA funds to restore
city revenues lost due to pandemic related impacts. This has provided funding
capacity comparable to pre-pandemic years with normal lodging tax revenue
receipts.
Successful applications and the funds awarded will be considered by the Economic
& Community Development Committee prior to final acceptance by the Kent City
Council in May or Early June. Awardees will receive 50% of the awarded funds up
front, with the remainder awarded at the project conclusion in either 2022 or 2023.

The Seattle Thunderbirds will play 68 games during the 2022-23 season. We will be traveling throughout
Washington, into Oregon and across Western Canada and Visit Kent will go with us. And our bus, when it
rolls down the street or into town, we draw attention... and you are right there with us.
In addition, we will incorporate Visit Kent in our Radio Broadcasts, on Television, on our Stream and more.
And by being incorporated into the broadcast, you are not just "noise" but part of the program.
14.How does your project/event promote a positive image for Kent as business or leisure destination?

Being tied to the team, you show that Kent is a fun, active destination location. Come to Kent to watch the
T-Birds but stay and see everything Kent has to offer.
15.What kind and degree of partnership does the project/event exhibit (volunteer involvement,
interjurisdictional, corporate, business and/or civic organization support)?

This is an advertising channel for Visit Kent on so many levels. Corporate business (teams send their scouts
to Kent to watch the games), players and parents stay for training camp, parents weekend, and visits to the
area... this is also a community investment as we traditionally bring over 180,000 fans to the community
that would otherwise not be coming to Kent.

This funding is to bring back the promotional and story telling elements that went away during the 2021-22
season. As a sign of our commitment to the city and the community, during the 2021-22 season, we
continued to keep your package in place at no cost to you. We fully understand the situation you were put
in due to the unprecedented pandemic, but also wanted to show our commitment to the community to do
our part to help where we could during these times. We are now getting back to "normal" and look forward
to renewing our relationship after a season off, and agreeing to taking a fraction of the originally agreed
upon contract for the 2020-21 season.

doing this we will increase travel to Kent, overnight stays, dining and highlight other events to do while here
in Kent.

20.Outcomes / Deliverables

As the premier event in Kent, we are planning on returning to the 180,000+ attendance levels that we had
before the pandemic. As the vaccine mandates have been lifted, we are already seeing a major shift back
toward traditionally normal levels. The pent up demand and excitement around hockey should really
catapult us forward as the game continues to grow in the region.

Women in Manufacturing WA is hosting our next educational program series that will be featuring the 9
organizations within a manufacturing company, tours of the facilities, speaker panels with subject matter
experts, educational on terminology. We are working with our National organization and our local
videographers on compiling these into a virtual learning series to be shared across many organizations to
help educate on what these organizations do. We will be partnering with New Mercury, Blue Origin's
women's group to host the engineering portion of that series in Kent. We will also be partnering with the
Seattle SME Chapter to further market to students in the engineering field. We will be promoting this series
of events through multiple organizations both local and nationally, through social media and through our
economic development & ecommerce partnerships. We will be working on expanding this event to
potentially a multi tour event and hosting students.

The Meeker Street Nerd Party is a one-day event that celebrates the "cool nerd" culture and businesses in
downtown Kent. The target audience is families, youth and adults who follow the sci-fi, cosplay and nerd
conferences (cons) and intended to appeal to residents and visitors of all ages through entertainment and
attractions.
Promotion and marketing focus will be in King, So. King and Pierce Counties. We will be using printed
promo materials, print and digital advertising, social media campaigns, signage, banners and A-boards,
NextDoor.com Meetup.com, Eventbrite, KDP e-blasts, press releases, online calendars, radio and media
contacts. Additionally, we can market to social media followers of our nerd businesses: Retro Emporium,
Page Turner Books, PTB Comics & Manga, Game Kastle and other businesses who are not nerd centric but
will participate in the event.

Downtown Kent has number of nerd businesses that embrace this unique culture and attract people from
around the region. In 2020, the nerd businesses (Retro emporium and Page Turner Books) produced a nerd
party event that attracted 150-200 people. In 2021, these businesses approached KDP to help amplify and
grow the event. We produced an event on Saturday, February 26, 2022, which attracted an estimated 750
people between 4:00 - 8:00 pm. This estimate was based on pre-registrations on Eventbrite, the nerd
business social media pages and visual estimates. The feedback was overwhelming positive from attendees
and considered highly successful. We know the event drew people from Seattle, Tacoma and event as far as
Bainbridge Island.
This event promotes Downtown Kent as a destination for Comic and SciFi cons (conventions) and
Cosplayers of all types. Downtown is also becoming known for the nerd niche and attracting people from
around the region. Additionally, ShoWare may also be producing Con events, which downtown Kent will
piggyback on to draw more people into downtown to dine, shop and stay over night.

In 2022, we had 7 businesses participating (Retro Emporium, Page Turner Books, PTB Comics & Manga,

presence by Sealug (Seattle Lego User Group), who brought elaborate exhibits which were displayed at Big
Wu Fitness. Local business Party Tents and Rents sponsored tables, chairs, stanchions and table dressings.
Sweet Themes Bakery created branded Nerd Party cupcakes and other nerdy treats; Pied Piper offered
nerd trivia and nerd drink specials. We are looking to expand the event to include more businesses
throughout downtown, as well as attracting gaming stores, artists and vendors.

With the success of the 2022 event, the participating small businesses were overwhelmed with number of
people that showed up, many who waited in long lines to get into the shops and see displays. It's important
the visitor experience is positive. For the next event, we will propose a street closure to accommodate
more people. Given the time of year (February), it will be challenging to produce this event and grow it
without sufficient funding (specifically outdoor equipment like tents, lights, toilets, etc). If we are granted
partial funding, we will produce the event, but will need to modify the scale.

The goal of this event is to promote and expose the cool nerd culture that continues to develop in
downtown Kent; attract visitors and potential entice more nerd businesses.
This event is the outcome of KDP conversations with local businesses and community who desire a new and
interesting attraction to our downtown. It's also a collaboration effort with our downtown businesses. We
plan to bring the festive, color and vibrancy of New Orleans to the Kent community. There are no other
family friendly festivals like it in our region; we'd like to be the first to grab this market and grow it moving
forward.
The event will feature live music performances, 2nd line parade, food booths, vendors, BBQ cookoff, a
beer/wine garden and "gaterville" (an interactive live alligator exhibit contracted through Monroe Reptile
Zoo who have a following of over 45K.

The Cajun Fest is a one-day cajun food and music festival at Railroad Ave and Burlington Green Park. The
event will include 3-5 live music performances, Cajun/soul food vendors, beer garden, a Second Line
Parade, vendors and kids activities.

family friendly and intended to appeal to residents and visitors of all ages through variation in music,

Burlington Green park offers a scenic environment with easy access making this park an extraordinary

featuring regional musicians with a focus on southern food, Zydeco/New Orleans style blues and Jazz.
Our objective is to promote inclusivity and build diverse audiences through music and food. The event is
proposed from 3:00 - 8:00 pm.

growing into an annual event, possibly a multi-day festival. We hope this may be the start of a future 'Cajun
Crawl" with installations throughout the downtown in which attendees roam to various locations, parks,

The Cajun Fest is a unique event which is different than others in our region which celebrates the unique
culture of Louisiana. Successful events that include Zydeco/Cajun music and attract thousands of people
include the Portland Waterfront Blues Fest and annual Portland Mardi Gras Ball and Fat Tuesday
celebration.
This event is the outcome of KDP conversations with local businesses and community who desire a new and
interesting attraction to our downtown. We will bring the festive, color and vibrancy of New Orleans to the
Kent community. We aren't aware of any annual events like this in the Seattle area; we'd want to continue

The primary goal for all KDP events is to promote our amenities and continue to build strong community by

The Kent Visitor Center (KVC) is housed in the Kent Chamber of Commerce (KCC) office, located 524 W.
Meeker St #1 in downtown for high visibility and convenience for visitors. The KVC is open 5 days a week
and promotes all areas of King County with a focus Kent and South King County. Promotional videos are
streamed 8.5 hours per day, 260 days a year, in the KCC office and on our social media outlets. Additionally,
the Chamber website and YouTube highlights the area and streams videos with an average of more than
21k visits per year. The mission of the KVC is to showcase the Kent community and bring visitors to Kent
and South King County. While housed and partnering with the KCC on many projects and initiatives, the KVC
aims to increase tourism in our community, particularly in the King County region.
We are requesting funds to maintain the Kent Visitor Center and increase our outreach with new projects
and expanded advertising.
Kent Visitor’s Guide:
Stay, Shop, and Play Local Campaign: will run year-round and be independent of our Kent Visitor’s Guide.

thriving business community in South King. Our 501c6 organization helped launch many great events such
as the Business Expo & the Taste of Kent. Our partnership with local hotels and restaurants allows us to
promote events and businesses to all who come through Kent.
The Kent Visitor Center is the only tourism visitor center in the Kent and is open to the public 5 days a
week. Centrally located in our downtown area we are poised to serve visitors from all over the region as
they explore all that South King County has to offer. We offer information from our partner Chambers of
Commerce in King County. We promote all events that will bring outside visitors to Kent and South King,
spending dollars at our local businesses and putting heads in Kent and King County beds. Our social media

Tax funding from Kent. All other revenue would be secured by way of sponsorships from local companies
and other nonprofit organizations, membership dues revenue from active chamber members. We are also

Kent Visitor Center. Funding from selling booths at the Business Expo that is open to all businesses not just
member businesses of the Kent Chamber of Commerce.

The Kent International Festival (KIF) is an annual celebration of the cultures represented in Kent and South
King County. People of all ages and cultures come to see cultural dances, music, and taste food from
around the world. When we learn about each other, we understand, appreciate and most importantly,
respect people who are our neighbors. Since 2009, KIF has focused on the human similarities of enjoying
entertainment, fun and tasty food. The KIF Committee has been able to succeed in making this event one of
the biggest in South King County that brings diverse communities together. The festival in the past has been
held on a Saturday after Memorial Day.
KIF’s committee dedicates group efforts toward social media promotion and public relations (PR). We have
executive board members who specialize in marketing and communications. Traditional signage advertising
the festival include roadside signs and the accesso ShoWare marquee. The festival has an established
presence on Facebook, Twitter, and Instagram. KIF uses free listings in local and King County community
calendars and publications, posts flyers and posters a month before the festival in schools and local
retailers, employs ample word-of-mouth networking and speaking at local clubs and associations. KIF has
had articles in local publications such as ilovekent.net. KIF’s website averages 2,000 to 4,000 views a month
leading up to the festival. In 2019, KIF had radio advertising on an area radio station, Mega Caliente, in 2019
in exchange for a booth presence on the day of the festival.

Dedicated to the theme of Learn from Each Other, the Kent International Festival highlights the local
community’s cultural talent through sharing its rich diverse traditions. Attendees can watch entertainment
on two stages throughout the day, visit cultural passport booths, enjoy local ethnic dishes from the
International Taste of Kent Food Court, and shop at booths featuring local clothing, jewelry, and products.
The Arena Stage has local dance companies and musical groups from our community and some
professional performers from King County throughout the day. The Plaza Stage outdoors features
community members giving presentations or demonstrations about many aspects of their culture as well as
performances during the day. Cultural Passport booths provide kids with activities and knowledge about
each culture represented. The food at the International Taste of Kent Food court in 2022 will feature food
trucks. The trucks will be serving international dishes and locally owned if possible.
Surveys collected at past festivals reflect attendees learning about other cultures and try new foods that
they had not tried before. Our surveys also show that our attendees come from all over King and North
Pierce counties. Many Cultural Passport booths tell us they felt more connected to and accepted by others
at the festival. Some cultural booths have been at our festival for 10 years. At past festivals, several
restaurants and businesses report increased revenue after having a booth at the festival. Our festival offers
a view into Kent’s wonderful diversity and as a positive inclusive city.

Kent International Festival attracts a variety of communities from Kent and the surrounding South King
County. Two City Council members are on our planning committee, Satwinder Kaur and Brenda Fincher. We
have the support of the current Mayor of Kent, multiple businesses, and associations in the city such as the
Kent Chamber. Nancy Skipton, Executive Director, has been on the committee since the first year and owns

an event planning business. Shelby Reynolds, Entertainment Coordinator, who owns a planning company,
has been with the festival for 5 years. The festival generates over 350 local community each year.
Several performers are from Kent, including private dance and musical groups as well as clubs from our
local K12 schools. Most of our cultural Passport booths are local Kent groups. We apply for a grant each
year to sponsor cultural booths if the group does not have the funds to pay our booth fee. This creates
access for groups who could not otherwise have a booth. We also had the new YMCA at the festival in 2019
as a sponsor. They reported getting memberships from the exposure at the festival. The YMCA will be a
sponsor again this year. Quite a few attendees are from recent refugee or immigrant groups along with the
long-standing populations who have lived here for decades.

Kent International Festival is a community driven and funded event that is free to attend. Each year it
partners with local businesses and community organizations to support the event as $500 sponsors. To
name a few, Republic Services, Kent Community Foundation, and Renewal by Anderson have supported the
event for many years. We have gained the support of local banks, Sound Transit, King Country Metro, and
medical insurance providers as sponsors. We anticipate 12 to 15 of these sponsors. We apply for multiple
grants every year with good success: 4Culture (awarded for 2022), CASP grant from City of Kent ($1000 for
2022), Revive and Thrive Festival grant (awarded $7070.00) and ArtsWA Grant ($6200 for 2022). We are
not applying for Lodging Tax Funds from another municipality. Kent Community Foundation has sponsored
an Art Exhibition featuring the artwork of Kent school district students for numerous years for our festival.
Local service organizations have booths at the festival to educate attendees of the services they offer. We
charge for booths at the festival ($100/booth – 55 booths estimated) and rely on individual donations
including in-kind work for professional services.
These revenue sources cover the cost of renting the accesso ShoWare Center, administrative costs,
professional sound services, artist fees for professional performers, insurance, lighting and stage rentals,
publicity/marketing, printing festival materials and advertising, general supplies, and other miscellaneous
fees.

Kent International Festival will happen with or without LTAC Grant because of its established network of
committed volunteers and community partners. LTAC support would enable the festival to grow in several
areas. We could expand our entertainment by paying professional artists thereby draw larger audiences.
There are many cultural performance groups in King County who could share their cultural dance and music
at our festival if KIF had additional funds to retain them. We would adjust the number of paid performers to
the amount of funds we receive.
The grant could fund the building of additional booth structures and the purchase of pop-up tents for our
Plaza booths. It could also fund the purchase of new Roadside signs for promotion. Our signs are reused for
multiple years and eventually need replacing. These purchases would adjust to the level of funding.
As an established festival of 14 years, we have the experience to adjust to varying funding levels. Each year
we gain new funding from new local businesses and new grant opportunities like this one. Although we

festival in 2020 and 2021. We began a livestreamed series called Cultural Stories, featuring interviews with
cultural community members.

This funding request is to expand an ongoing event. After holding the virtual event in June 2021, we had
planned to hold a scaled down, in-person festival on September 18, 2021, at Morrill Meadows Park.
However. the reemerging Covid-19 numbers and mask mandates in August 2021 brought the KIF executive
board to the unprecedented decision to cancel this event in the interest to protect our community health
and safety. We have, until 2020, held the festival annually without interruption. Attendance had grown
from 1,500 in 2009 to over 6,500 attendees in the last few years.
Funding by the Lodging Tax Advisory Committee (LTAC) Grant would support the following areas of growth
and expansion:
• Sponsoring registration costs for more Cultural Passport Booths, increasing cultural participation
especially for underserved and immigrant populations. This would include building more booth structures
to accommodate the larger number of Passport booths. (Potential expansion of six more booths - $100 per
booth fee; costs for materials $200.00 per booth.)
• Fees for additional professional performers, increasing the prestige, quality of performances and
attendance draw. ($800 to $1000 per performance artist – 3 to 4 groups)
• Funding for the rental stage and bandshell tent for the plaza entertainment.
• Increased roadside signage and publicity to attract a larger base of attendees from a broader region.

As you know during Covid we were referred to surrounding LTAC Boards to help with our event.
Unfortunately our event was rescheduled 3 times and cancelled 3 times due to the pandemic and
regulations. Kent LTAC is our main grant source but we of course get corporate support at a smaller level as
well.

Yes, but it would be very tough. Our event costs is mostly based upon venue cost. Showare does an
amazing job with "trimming the fat" to get our event in the door but the light bill still needs to be paid and
we understand that. Because of our relationship with Kent businesses and hospitality, we all work very hard
to make this event happen.

day period that brings in approx. 2500-3500 people during that week. This event will be in addition during
the summer (June 27-29th) and will expect to have 3500-5000 people come to town. We are very excited
to be able to have this event. Kent and Showare are a huge part of the success, popularity and recognition
for Gut Check!

The food processing industry is facing a highly volatile environment: labor shortages, inflation, high
transportation and shipping costs, more stringent government regulations, uncertainty about the
pandemic, and the Russia situation.
Food Northwest’s event, Food Processing Hot Topics Forum, will provide an opportunity for food
processors and suppliers to the industry to learn about the key challenges to the food processing industry
and to hear from experts how they can address and mitigate the impacts to their businesses. It will also
bring a food processing event to the Kent Industrial Valley and provide an opportunity to convene the local
food processing cluster.
This one-and-a-half-day event will consist of a keynote on the state of the economy and an overview of the
current challenges facing food processors, breakout sessions on four key challenges, a vendor trade show, a
networking reception, and on the second day, meetings of the Food Northwest standing committees. Food
processors who are not Food Northwest members will be invited and encouraged to attend these
committee meetings. (Draft Agenda will be provided.) The target audience will be food processors and
vendors in the Kent area as well as Food Northwest members and non-members in Oregon, Idaho, and
Washington. We will publicize the event to businesses through direct email to a targeted list of potential
attendees, on LinkedIn, on our website, in our publications and monthly newsletters, and flyers will be
created and distributed at Food Northwest events: annual conference and trade show, Leadership Summit,
committee meetings, golf tournament, etc.

PNAA’s 2022 Tech Innovation Conference and Expo is a two-day event that is designed to educate the
region on new technologies and capabilities within the aerospace manufacturing sector. Expected
attendees include C-Level aerospace executives, government and military leaders, strategic planners,

insurance for the duration of the contract naming the City as an additional insured.

executed. The remaining half will be reimbursed after the activity/event and a signed
reimbursement invoice, copies of receipts over $100 have been submitted to the City, as well
as a report documenting economic impact results in a format determined by the City.
