for the position of Administrative Assistant II and that the following
processes and weights be used:
Written- 30% (70% passing score required)
Oral Board Interview- 70% (70% passing score required)
Computer Skills Test- Pass/Fail
Background- Pass/Fail
Polygraph- Pass/Fail
Up to the top 20 candidates from the written assessment will move
on to the oral board interview process.

- Work Performance Rating (WPR)- final weight of 50%
- The assessment center will consist of up to four exercises and

Commissioner Zaratkiewicz made a motion to approve the minutes
from the June 22, 2022 regularly scheduled Civil Service Commission
meeting. Motion was moved and seconded by Commissioner Thomas;

Commissioner Thomas made a motion to accept items A-P. Commissioner
Zaratkiewicz seconded the motion; motion passed 3-0.

There being no questions, Commissioner Zaratkiewcz made a motion to
approve items A-F. Commissioner Thomas seconded the motion; motion
passed 3-0.
7. Action Items
A. Memo and rule amendment to rule 7.07 with emergent adoption requested.
Chief Examiner explained that a request such as this was approved before
but that it had a sunset clause and that is why the request is coming
before the Commission again.
Assistant Chief Kasner explained that, without the amendment, there
would only be one person even eligible to test. By relaxing the time in rank
requirement, it opens up the ability for additional candidates to test and
compete.
Commissioner Thomas asked about the duration of the sunset clause and
A/C Kasner explained that he was just following the duration of a typical
contract. Chief Examiner Winecka noted that the duration of the sunset
clause could be changed if that was the desire of the Commission.
Without further discussion, and after deciding not to change the duration
of the sunset clause as requested, Commissioner Thomas made a motion to
approve with emergent adoption the request as stated. Commissioner
Zaratkiewicz seconded the motion; motion passed 3-0.
B. Memo dated July 20, 2022 from Chief Padilla requesting to test for the rank of
Assistant Chief. The promotional process will consist solely of an oral board
process at a final weight of 100%.
A/C Kasner explained that the process for this rank is streamlined (in
comparison to other ranks) and noted that the applicant pool is typically
small and that it is difficult to find assessors at the level of assistant chief
or higher for processes that are days long. Chief Examiner Winecka
discussed that this process has been used before for promotional
processes in the department.
There being no additional discussion, Commissioner Zaratkiewicz made the
following motion: "I make a motion to accept item 7B as written with a
weigh of 100%." Commissioner Thomas seconded the motion; motion
passed 3-0.

a. For the Good of the Order
Commissioner Zaratkiewicz made an announcement that, after serving for more
than 30 years on the Commission, that August would be his last meeting. His fellow
Commissioners as well as Chief Examiner Winecka thanked him for his years of
dedicated service. Chief Examiner Winecka noted that she would work with both the
City Clerk's Office as well as the Mayor's Office to schedule a formal recognition of
his service at a City Council meeting.
9. Adfournment
There being nothing further, Chair Piecewicz made a motion to adjourn.
Commissioner Thomas seconded the motion; motion passed 3-0. Meeting was
adjourned at 5:49 PM.

(up to $1,000, up to one week, in-state, and job related) to further your professional development.

The Kent Police Department requests authorization to test for the position of Administrative
Assistant II.
The hiring process will consist of a written exam, computer skills test (including Microsoft Office
Suite), background, and polygraph. The following weights would be applied:
Written: 30% (Score of 70% to pass)
Orel Board: 70% (Score of 70% to pass)
Computer Skills Test: Pass/Fail
Background: Pass/Fail
Polygraph: Pass/Fail
There is currently one vacant position.
If there is not a sufficient in-house applicant pool, the position will be open to the public and

RE: Civil Service Rule 9.01 (a), Request for promotional test - Commander
The Kent Police Department requests authorization to conduct a promotional test for Police
Commander through Public Safety Testing, as soon as the Chief Examiner's schedule allows.
Examination will consist of a WPR Peer Assessment and up to four (4) exercises to test the
applicant's competencies in the following dimensions: Oral Communication, Interpersonal
Insight, Judgement, Decisiveness, Delegation & Control.
The WPR Peer Assessment and the Assessment Center exercise will both be weighted at 50%.
In addition, the candidate will need to have scored no less than 65% over all in the Assessment
Center.
