Commissioner Thomas seconded the motion; motion passed 3-0. 7. Action Items A. Memo and rule amendment to rule 7.07 with emergent adoption requested. Chief Examiner explained that a request such as this was approved before but that it had a sunset clause and that is why the request is coming before the Commission again. Assistant Chief Kasner explained that, without the amendment, there would only be one person even eligible to test. By relaxing the time in rank requirement, it opens up the ability for additional candidates to test and compete. Commissioner Thomas asked about the duration of the sunset clause and A/C Kasner explained that he was just following the duration of a typical contract. Chief Examiner Winecka noted that the duration of the sunset clause could be changed if that was the desire of the Commission. Without further discussion, and after deciding not to change the duration of the sunset clause as requested, Commissioner Thomas made a motion to approve with emergent adoption the request as stated. Commissioner Zaratkiewicz seconded the motion; motion passed 3-0. B. Memo dated July 20, 2022 from Chief Padilla requesting to test for the rank of Assistant Chief. The promotional process will consist solely of an oral board process at a final weight of 100%. A/C Kasner explained that the process for this rank is streamlined (in comparison to other ranks) and noted that the applicant pool is typically small and that it is difficult to find assessors at the level of assistant chief or higher for processes that are days long. Chief Examiner Winecka discussed that this process has been used before for promotional processes in the department. There being no additional discussion, Commissioner Zaratkiewicz made the following motion: "I make a motion to accept item 7B as written with a weigh of 100%." For the Good of the Order Commissioner Zaratkiewicz made an announcement that, after serving for more than 30 years on the Commission, that August would be his last meeting. His fellow Commissioners as well as Chief Examiner Winecka thanked him for his years of dedicated service. Chief Examiner Winecka noted that she would work with both the City Clerk's Office as well as the Mayor's Office to schedule a formal recognition of his service at a City Council meeting. 9.
