Andy Grove, Eric Doherty, Natalie Winecka, Secretary/Chief Examiner Agenda: 1. Callao Order Acting Chair Zaratkiewicz called the meeting to order at 5:30 PM. 2. Roll Call All Commissioners were present. 3. Changes to the Aaenda There were no changes to the agenda. 4. Approval of the Minutes Commissioner Zaratkiewicz made a motion to approve the minutes from the April 27, 2022 Civil Service Commission regularly scheduled meeting. Motion was moved and seconded by Commissioner Thomas; motion passed 3-0. S. Consent Items to Accept A. Email from Ofr. Tom Burnside dated April 28, 2022 announcing his retirement effective May 15, 2022. B. Memo dated May 3, 2022 from Chief Padilla notifying the Commission of the Provisional appointment of Cmdr. Commissioner Thomas seconded the motion; motion passed 3- 0. 6. Items to Approve A. Memo dated May 19, 2022 from Chief Padilla requesting to extend the probationary period of Ofr. Kiril Van Orman one year to June 12, 2023. There being no questions, Commissioner Zaratkiewicz made a motion to approve item A. Commissioner Thomas seconded the motion; motion passed 3-0. 7. Action Items A. Memo dated May 20, 2022 from Cmdr. Andy Grove requesting permission to create a custom PST list for entry level Police Officer candidates. Commander Grove explained to the Commission the significant staffing crisis that the department is currently facing and noted that the department has adopted a robust recruiting campaign in hopes of filling vacancies. The proposed process would provide a parallel list of applicants that have undergone the same testing processes as other entry level Police Officer candidates but have been specifically recruited by Kent PD personnel to test for our agency. Commander Grove explained that the department also hopes that this process will allow them to access underrepresented groups. Commissioner Zaratkiewicz asked if affected unions were ok with this request and Commander Grove stated that KPOA was neutral on this issue. Commissioner Thomas asked if this was a pilot program and Cmdr. Grove confirmed that it was and that the department would be happy to come back in a year with metrics. Chair Piecewicz asked if the department would be giving testing coupons to those people it was 'head hunting' and Cmdr. Grove explained that the PD recruiters would be handing those out. Chair Piecewicz asked what numbers would constitute success and Cmdr. Grove said that their goal is to go from hiring "12 officers per year to 30 officers per year. Chair Piecewicz asked if the department was looking at salaries in relation to inflation and Chief Examiner Winecka explained that the salary is part of Page 2 of 3 Civil Service Commission June 1, 2022 Special Meeting Minutes Kent, Washington Approval Pending the negotiation process with the union that takes place every three years with cost-of-living adjustments factored in for subsequent years of the contract. There being no further questions, Chair Piecewicz made the following motion: "I make a motion to approve the request and grant permission to create a custom list." Motion was moved and seconded by Commissioner Thomas; motion passed 3-0. 8. For the Good of the Order Chief Examiner noted that the meetings will be in-person again starting with the June 22 meeting and that they'll be held in the Centennial building. 9.
