HomeMy WebLinkAboutCity Council Committees - Bicycle Advisory Board - 03/28/2022Kent Bicycle Advisory Board March 28, 2022 Minutes Held In-Person with Remote Zoom Option Approved - April 25, 2022 BOARD MEMBERS PRESENT: Wendy Graves - Chair, Andy Sobczyk - Vice Chair, Mel Roberts, Connie Stolpp, Julie Dunn, Daren Osborn, Maria Castro, Erik Jacobs. BOARD MEMBERS ABSENT: Aaron Dent, Stephanie Habu. CITY STAFF MEMBERS PRESENT: Erik Preston, Rob Brown. Guests: Mack Middleton, Steve Bourke, and Brian Smith. 1. Call-to-Order The meeting was called to order at 5:48 pm with Wendy Graves presiding. 2. Roll Call Two members absent. 3. Changes to the Agenda Item 5 is not an action item. Swap the order of items 7 and 8. 4. February 2022 Meeting - Minutes Approval Erik J. moved to approve minutes, Connie seconded, 8 voted in favor, 0 opposed. Motion passes, draft minutes approved. 5. Election of Officers Erik Preston explained that the bylaws require the election of officers to occur in the April meeting. Item tabled to April meeting. 6. Approve Leave of Absence Request Julie will be gone for a few months to Europe and requests a leave of absence. Mel moved to approve; Erik J. seconded. 8 voted in favor, 0 opposed. Motion passes, leave of absence approved. 7. Bike Rodeo Discussion Connie reminded everyone that the rodeo is scheduled for May 14 at the YMCA on the east hill. The event will take place in the two southern aisles of the parking lot closest to SE 248 St. We have an easel and can have a food truck if we want. We can also d o chalk and cones. Connie talked to Parks and they have 200 goodie bags available to handout. Water bottles and kids stuff were discussed. Connie will store things at her house. They cannot block parking for the dog park. She tried to get Fred Meyer to don ate water, but KBAB would need to be a 501c. The event can use YMCA bathrooms. Erik J. said that Kent School District wants $500 to do outreach to elementary schools through Peach Jar, members may want to post flyers in schools themselves. Maria thinks we may be able to get exposure through the PTA. Erik Preston’s email is currently on the flyer, can KBAB make a new email, maybe using Gmail or a City email? Erik P. will see if a City email can be generated for the bike rodeo. Wendy is contacting bike shops to see if they can have a mechanic to do things like tire checks. Mel knows people there. Erik J. asked if the bike helmets are sized for elementary or middle school kids too? Need to find out. Erik J. said that four members have been having meetings on Mondays at 7pm, he will add everybody to the email list, every member is welcome to join. They will pickup kits from Cascade Bike three days before the event. Connie asked if they could get cones from the City, Erik P. will check with Sara in Police. It was suggested that vests were also needed to highlight volunteers. Mel says that his son has laid out a Bike Rodeo course before and will ask his son to lay one out. Someone asked if waivers were needed, Erik P. will ask Chris Hills the City Risk Manager. Someone thought the flyer needs to have disclaimer about waiver. Can the City host a waiver on the KBAB web site? There was discussion about online pre- registration, but this seemed unnecessary. It may be best to just ha ve waivers available to sign in person on-site. Maria has a pop-up tent that could be used for the event. 8. Monthly Rides and Promotion Andy brought up that Bike to Work Day is May 20 and that KBAB had been thinking about supporting a comfort station before COVID. Wendy suggested that they not do it this year because of the bike rodeo. Andy and Erik J. will develop the May ride of the month, Andy will create June’s ride. The City Communications department is working to post the monthly rides on the web page. Andy asked if the board wanted to promote a ride one Saturday. Wendy suggested they wait until after the bike rodeo before they start discussing a bike ride. 9. Cross-Sections and Planters Erik Preston gave a presentation about different potential cross-sections for bike lanes, particularly raised bike lanes, with discussion throughout. KBAB like separation between bikes and both cars and people walking. Having occasional vertical elements in the buffer between bike lane and sidewalk was particularly important to prevent dog walkers from letting their dogs wander into the bike lane. 10. Communications Erik Preston shared the names of the four new KBAB appointees that should be confirmed during the April 5 City Council meeting. Rob Brown shared that he has put in a budget request for $5,000 that Transportation staff can use to support KBAB. 11. Notice of Upcoming Meetings The next meeting is in-person on Monday, April 25, 2022 at 5:45 pm in the 1st floor conference room of the Centennial building, next to City Hall. May 23 is a Special Meeting due to Memorial Day. 12. Items for the Next Meeting Election of Officers, Update by-laws in a few months, SeeClickFix/CityWorks. 13.
