BOARD MEMBERS PRESENT: Wendy Graves - Chair, Andy Sobczyk - Vice Chair, Mel
Roberts, Connie Stolpp, Julie Dunn, Daren Osborn, Maria Castro, Erik Jacobs, Aaron Dent,
Stephanie Habu.
BOARD MEMBERS ABSENT: None
CITY STAFF MEMBERS PRESENT: Erik Preston, Rob Brown.

1. Call-to-Order
The meeting was called to order at 5:46 pm with Wendy Graves presiding.
2. Roll Call
All members present.
3. Changes to the Agenda
No changes to the agenda. Julie Dunn asks
4. January 2022 Meeting - Minutes Approval
Change – Mell did not agree to talk to the Mayor, but suggested that Rodeo organizers
talk to the Mayor. Mel moved to accept minutes with this one change, Connie seconds,
all members voted in favor. Modified minutes approved.
5. Resuming In-Person Meetings
Erik Jacobs moves to resume in-person meetings, Connie seconds the motion. A
discussion follows. Erik P. shared information about a hybrid option. Vote is 8 Yay, 2 Nay
(Stephanie and Maria). Motion passes, March meeting will be in-person.
6. Local Road Safety Plan / HSIP
Erik Preston presented information on the new 2022 Local Road Safety Plan (LRSP) and
Highway Safety Improvement Program (HSIP) grant that would be applied for along with
it. Erik highlighted parts of the plan that were relevant to cycling in Kent and each
element involved in the process of developing the plan every two years. Erik
summarized various crash statistics, top crash types, common risk factors, potential
countermeasures, and prioritized projects. He also highlighted projects funded in the
past as a result of the LRSP, and projects proposed to be applied for in this round.
7. Monthly Rides and Promotion
Stephanie is creating the March ride of the month and discussed this Erik J. Wendy is
developing the ride for April.
8. Bike Rodeo Discussion
Rob Brown after Connie spoke to the Mayor and the Mayor has directed City staff to
attend and help with the event. The City will cover the insurance of the event. Connie
asked who’s going to run the event, she may not be able to continue on the board.
Questions came up about term limits and Erik P. addressed them. Connie asked who
wanted to help; Maria and Erik J. said they would help but not lead. Wendy found info
on Cascade Bike’s bike rodeo kit. Connie recommended that 2 or 3 folks co -chair the
event and develop a subgroup that can continue to work outside of the monthly
meeting.
9. Driver Safety Awareness
Transportation staff will work with the Mayor’s Communications office staff. The Board
would like to do a quarterly awareness campaign with one of them bicycle focused.
Current topics are bikes, roundabouts, flashing yellow arrows. Erik J. suggested the topic
of passing school busses on 3 and 4-lane streets. Mel suggested posting a running video
as part of the campaign.
10. Communications
Erik Preston shared that he is passing the ride of the month to PW Streets Division so
they can prioritize sweeping there. He also gave an update on interviews for open KBAB
positions and clarified whose terms are expiring and their ability to continue serving.
11. Notice of Upcoming Meetings
The next meeting is in-person on Monday, March 28, 2022 at 5:45 pm in the 1st floor
conference room of the Centennial building, next to City Hall.
12. Items for the Next Meeting
Rob Brown suggested they consider electing new officers for next year during the next
meeting. Erik P. will double check that this is allowable. Rob also suggested they revise
by-laws to match the new City Code.
13. Adjournment
Wendy Graves adjourned the meeting at 7:09 pm.
