B. Kent Surface Water Design Manual Update - Adopt
Conservation Analyst, Laura Haren gave an update on the process of
adopting the new 2021 King County Surface Water Design Manual. Haren
noted that the changes are mandated by state law through stormwater
discharge permits.
State laws requiring us to update our stormwater standards are driven by the
National Pollutant Discharge Elimination System (NPDES). The NPDES system
is part of the Federal Clean Water Act and its requirements to control the

discharge of pollutants into waters of the State. In Washington, the
Environmental Protection Agency (EPA) has delegated administration of the
NPDES program to the WA State Department of Ecology.
In 2021, King County updated its manual to achieve equivalency with
Ecology's manual. Proposed updates to the Kent Surface Water Design
Manual include continued adoption of the King County Manual along with
necessary, city-specific adjustments due to geographic and procedural
differences between Kent and King County.

Ordinance No. 4234 that had adopted the 2017 Kent Surface Water
Design Manual and adopting the 2022 Kent Surface Water Design

Civil Engineering Designer, Mani Vairapandi gave a brief presentation o
regarding a flood reduction grant that has been submitted for James Street. N
Vairapandi noted that James Street is an important thoroughfare that
connects residents living on the East Hill with businesses and regional transit
in the valley. James Street has a long history of flooding during major c
storms. The installation of the James Street Pump Station in 2017 reduced a
the duration of road closures by pumping water to the Green River; however,
some standing water still occurs during the rainy season.

The City applied for a King County Flood Control District Flood Reduction

grant to help fund improvements that would increase the volume of
stormwater sent to the existing pump station. The project will improve Q
drainage and will help reduce the duration of lane closures of James Street.

SUBJECT: Speed Limit Changes - Adopt
MOTION: I move to repeal Resolution No. 1850 and adopt a new Resolution
updating the reasonable and safe maximum speed limits on certain
designated streets, as posted by official traffic control devices, pursuant to
Chapter 9.40 of the Kent City Code.
SUMMARY: Speed limits are currently established in Resolution 1850. Updating
speed limits anywhere in the City requires Council approval by resolution. Maximum
safe speed limits are proposed to be updated in several locations due to recent
changes in roadway alignment and surrounding land-use. The proposal also updates
speed limits due to the construction and extension of new streets, and/or renaming
of streets. Finally, to better organize and standardize the list of speed limits, the list
of streets has been reordered alphanumerically.
BUDGET IMPACT: None. All changes to signage handled within existing budget.

speed limits on certain designated streets in the City. Now, as a result of a
subsequent engineering and traffic investigation, the City Council desires to
update and amend the list of speed limits set forth in Resolution No. 1850.

D. Accordingly, this resolution repeals Resolution No. 1850 and
makes the following updates. First, the maximum speed limits were updated
in several locations due to recent changes in roadway alignment and
surrounding land-use context. Then, the list of speed limits was amended
to reflect the construction of new streets, extension of existing streets,
renaming of streets, and annexation or de-annexation of existing streets.
Finally, to better organize and standardize the list of speed limits on

regulating the timing of traffic signals, as set forth in the Washington Model
Traffic Ordinance in Chapter 308-330 WAC, adopted by reference pursuant
to Sections 9.36.010 and 9.40.010 of the Kent City Code.

SECTION 4. - Severability. If any one or more section, subsection,
or sentence of this resolution is held to be unconstitutional or invalid, such

prior to the effective date of this resolution is hereby ratified and affirmed.

Reasonable and Safe Maximum Speed Limits on Certain Streets,
Highways or other Rights-of-Way within the City of Kent.
It is determined, on the basis of engineering and traffic investigations, that the
speed permitted by state law upon the following streets or portion thereof is less
than, or in some cases, more than, is reasonable and safe for the operation of vehicles
under the conditions found to exist on that street or portion thereof. It is hereby

SUBJECT: Interlocal Agreement Amendment with the City of Covington
— SE 272nd St (SR516), Jenkins Creek to 185th Place SE
MOTION: I move to authorize the Mayor to sign a Third Amendment to the
Interlocal Agreement between the Cities of Covington and Kent for Joint
Public Works Operations for CIP 1127 SE 272nd St (SR516) Improvements
between Jenkins Creek and 185t" Place SE, subject to final terms and
conditions acceptable to the City Attorney and Public Works Director.
SUMMARY: An Interlocal Agreement was executed in 2016 by the City of Kent and
the City of Covington related to Covington's SE 272nd Street (SR516) Improvements
Project between Jenkins Creek and 1851" Place SE ("Project"). The Kent Water
Utility owns three transmission mains located in SE 272nd Street within the City of
Covington. These transmission mains convey water from sources to customers
within Kent's service area and need to be relocated to reconstruct the Jenkins Creek
bridge.
Covington has executed a consultant contract with WSP USA, Inc. to manage
construction of the project. The proposed amendment would authorize
reimbursement to Covington for construction management costs associated with
the relocation of the Kent-owned water transmission main. These costs were
anticipated and can be finalized now that Covington has executed the contract with
its consultant.
The amendment also extends the timeline of the agreement due to delays in the
Project and updates designated representatives to reflect staffing changes within
the City of Kent.
BUDGET IMPACT: None, project was planned for using Water Utility Capital Fund.

This Third Amendment ("Third Amendment"), to the Interlocal Agreement,
dated August 26, 2016, is between the City of Kent ("Kent") and the City of Covington
("Covington") and amends the original Agreement and all prior Amendments. All
other provisions of the original Agreement or prior Amendments not inconsistent with
this Amendment shall remain in full force and effect.
