A. Approval of Minutes
The minutes of the May 2, 2022 Public Works Committee meeting were
approved without changes.

B. Consultant Services Agreement with Natural Systems Design, Inc. for
Wetland Mitigation Design - Authorize
Environmental Engineer, Melissa Dahl noted that the Mill Creek
Reestablishment Project (Project) includes removal of sediment from the
stream channel and improvements to habitat and wetland functions. The
Project is designed to reduce flood levels and flood duration during larger
storm events by improving in-channel conveyance.

mitigation and side channel relocation design packages for the city-owned
"Little Property" located north of James Street and east of Kent Memorial
Park. The design package is required as part of the application for federal,
state, and local environmental permits.
Currently, Mill Creek flows through the Little Property in a linear channel.
After the project is completed, it will include meanders, habitat elements,
and native plantings. This portion of the Project will also increase channel
capacity, thereby reducing flood impacts near James Street.
MOTION: I move to authorize the Mayor to sign the consultant
services agreement with Natural Systems Design, in the amount of
$126,569 for wetland mitigation design work on the "Little
Property," subject to final terms and conditions acceptable to the
City Attorney and Public Works Director.

C. INFO ONLY: Public Works Week
May 15-21, 2022, marks the 62nd year of national recognition for Public
Works Week. Public works staff brief Council on a multitude of improvement
projects, maintenance activities, and inclement weather responses performed
by staff. Public Works Week is an opportunity to recognize and celebrate the
amazing women and men that have chosen to make public works their
profession.
Public works professionals keep communities strong by providing services in
transportation, water, wastewater and stormwater, emergency management
and first response, solid waste, and right-of-way management. Their efforts,
working tirelessly around the clock (more often than not behind the scenes),
are what make our communities great places to live and work.
D. Concurrance of Grants - Info Only
City Transportation Planner, David Paine gave a brief presentation on the
following Grant Opportunities and asked for Committee feedback on moving
ahead with grant applications.
2022 WSDOT Pedestrian and Bicycle Grants which include the following:
1. Design and construction of a Pedestrian Hybrid Beacon on Pacific Highway
in the section between Fred Meyer and Lowes.
2. Construction of the 641h and Meeker Intersection

3. Construction of a Pedestrian Hybrid Beacon on Kent-Kangley Road at Lake
Meridian Park.
4. Planning for Downtown Bike Connections at the Interurban Trail to Kent
Station.
2022 WSDOT Safe Routes to Schools Grants which include the following:
1. Meet Me on Meeker (MMoM) along the Kent Elementary Frontage
2. Construction of a traffic signal on 64t" Avenue South at South 236t" Street.
