1. Payment of Bills - Authorize
MOTION: I move to authorize the payment of bills.

2. INFO ONLY: Update on City's Hiring Process
Human Resources Director, Teri Smith presented the Council with the hiring
update.
Smith provided a recap of what the City is currently doing to increase
diversity, including reviewing position descriptions and masking applications.
The City's Workday records system will have the ability in the future to mask
applications, including resumes and cover letters.
When a benefitted employee voluntarily separates from the City, they are
provided an opportunity to prepare and exit survey. The employee can
designate who should receive the results.
Smith provided the Council with a document detailing the current ethnicity of
city employees.
Boyce requested Smith return to the Committee in 2-3 month to provide an
update and include a breakdown of ethnicity by organization level.
Pat Fitzpatrick, City Attorney advised that in the State of Washington, it is
not legal for a government agency to consider race when making hiring
decisions. The City can focus on ways to attract people.
Smith advised that the City's Workday system defaults to "white" if an
employee elects not to answer the question regarding race.
Smith indicated the next step is to provide this data to directors and to
provide continuous training for hiring managers.
Deputy Human Resources Director, Natalie Winecka advised that the

department has partnered with the City's Race and Equity Manager to work
on DEI.
Winecka provided details on vacant positions throughout the City and talked
about challenges getting qualified applicants.
