CALL TO ORDER/FLAG SALUTE Mayor Ralph called the meeting to order. 2. AGENDA APPROVAL Interim Chief Administrative Officer, Pat Fitzpatrick added and executive session to discuss current or potential litigation, as per RCW 42.30.110(1)(I) and to receive and evaluate complaints or charges brought against a public officer or employee, as per RCW 42.30.110(1)(f) that is expected to last 25 minutes with no action following executive session. A. I move to approve the agenda as amended. Public Recognition 1. Employee of the Month Mayor Ralph recognized Dan McGlothlin as the City’s June 2022 Employee of the Month. Tyler Busik, Facilities Services Supervisor expressed words of appreciation for Dan and the work he does at the City. Appointment to King County Landmarks and Heritage Commission Kaelene Nobis, Senior Long Range Planner, provided the Council with information on Kent’s connection to the King County Landmarks and Heritage Commission. When Kent established the Landmarks code, it designated the Landmarks Commission to act of Kent's behalf. In order to ensure Kent' is well- represented, Kent has a representative. Mayor provided a brief background of Linda Martinez. 3. Proclamation for National Gun Violence Awareness Day Mayor Ralph presented the Proclamation for National Gun Violence Awareness Day a King County Representative during the recent local event. 4. Proclamation for Main Street Week Mayor Ralph presented the Proclamation for Main Street Week. 5. Proclamation for LGBTQ+ Pride Month Mayor Ralph presented the Proclamation for LGBTQ+ Pride Month to Taffy Johnson from UTOPIA. B. Community Events Mayor Ralph talked about the Juneteenth flag raising next week and indicated the Kent Black Action Commission will host their annual Juneteenth event at Morrill Meadows Park. Council President Boyce provided details of upcoming events at the accesso ShoWare Center. Fincher advised of the Kent Summer Art Exhibit at the Centennial Center on June 8th. 5. REPORTS FROM COUNCIL AND STAFF A. Mayor Ralph's Report Mayor Ralph talked about her attendance at the in person West Hill Cambridge Neighborhood Council meeting. Mayor Ralph talked about the ribbon-cutting event she attended at the new rain garden at Kent Meridian High School. Kent City Council City Council Regular Meeting Minutes June 7, 2022 Kent, Washington Page 3 of 6 Mayor talked about her and Council President Boyce’s meeting with the Lutsk Mayor to begin to explore the implementation of a sister city program between the two cities. Mayor Ralph advised she was recently reelected as the Vice Chair of the South King County Housing and Homelessness Partnership that recently approved capital funding guidelines and opened up for the first round of funding. Council will receive a presentation during an upcoming workshop. Mayor Ralph serves on the Puget Sound Regional Council that recently held their annual meeting and talked about the Regional Transportation Plan that recently passed. B. Chief Administrative Officer's Report Interim Chief Administrative Officer, Pat Fitzpatrick advised the job announcement for the Chief Administrative Officer went out on June 30th and will be open through the first week of July. It is anticipated it will take 3-4 months before the position is filled. Fitzpatrick talked about the City’s Emergency Coordination Center that opened today for a test run. Fitzpatrick advised his written report is in today’s agenda packet. C. Councilmembers' Reports Council President Boyce serves as the Chair of the Operations and Public Safety Committee and provided a recap of today’s agenda items. Council President Boyce serves as the Chair of the City Council Workshop and provided a recap of today’s presentations. Councilmember Michaud serves on the Regional Law, Safety and Justice Committee that recently discussed the Regional Peacekeeper’s Collective strategy - a public health approach to addressing gun violence. Councilmember Michaud serves as the chair of the Parks and Human Services Committee and provided a brief overview of the agenda items discussed. Councilmember Michaud serves on the Human Services Commission that is in the process of reviewing grant applications. Councilmember Troutner serves as the Vice Chair of the Regional Transit Committee that recently voted to approve Metro Connects and is discussing how metro will be funded in the future. Councilmember Thomas serves on the Puget Sound Regional Fire Authority Kent City Council City Council Regular Meeting Minutes June 7, 2022 Kent, Washington Page 4 of 6 Governance Board and advised of the June 15th 5:30 p.m. regular meeting in person at Station 74. Call 253-856-4300 for meeting details. Councilmember Fincher serves as the chair of the City’s Public Works Committee and provide a recap the recent agenda items discussed. 6. PUBLIC HEARING None. 7. PUBLIC COMMENT Parry Sobolik, a Kent resident, spoke in support of affordable housing alternatives and mental health services for the homeless. T.J. Petersen, a Kent resident, provided public comment regarding business development, evictions and homelessness. 8. Payment of Bills - Authorize MOTION: I move to authorize the payment of bills received through 5/15/22 and paid on 5/15/22, and approve the checks issued for payroll 5/1/22-5/15/22 and paid on 5/20/22, all audited by the Operations and Public Safety Committee on 5/17/22. C. Accept the 2021 Storm and Sewer Cured-in-Place Pipe Lining Project as Complete - Accept MOTION: I move to accept the 2021 Storm Sewer Cured-in- Place Pipe Lining Project as complete and direct staff to release retainage to Insituform Technologies, LLC, upon receipt of standard releases from the State and the release of any liens. D. Appointment to the King County Landmarks and Heritage Commission - Confirm Kent City Council City Council Regular Meeting Minutes June 7, 2022 Kent, Washington Page 5 of 6 MOTION: I move to confirm the Mayor’s appointment of Linda Martinez to the Kent Special Member Position of the King County Landmarks and Heritage Commission. E. Cancel Council's Regular Meeting Scheduled for July 5, 2022 - Direct MOTION: I move to direct the City Clerk to cancel Council’s regular meeting scheduled for July 5, 2022, and to give the required public notice of that cancellation. F. Medical, Dental and Vision Vendor Contracts - Authorize MOTION: I move to authorize the Mayor to approve renewal of the following contracts: • Medical plan with Kaiser Permanente for one year • Dental administrative services with Delta Dental for three years • Vision administrative services with Vision Service Plan Vision Care for four years, all contracts being subject to final terms and conditions acceptable to the Human Resources Director and the City Attorney. G. Amendment to LifeWise Assurance Company Contract for Stop Loss Insurance - Authorize MOTION: I move to authorize the Mayor to sign Amendment No. 13 to the stop loss insurance policy with LifeWise Assurance Company for one year, subject to approval of final terms and conditions acceptable to the Human Resources Director and the City Attorney. H. Consultant Services Agreement with Natural Systems Design, Inc. for Wetland Mitigation Design - Authorize MOTION: I move to authorize the Mayor to sign the consultant services agreement with Natural Systems Design, in the amount of $126,569 for wetland mitigation design work on the "Little Property," subject to final terms and conditions acceptable to the City Attorney and Public Works Director. 9. OTHER BUSINESS None. 10. BIDS A. Kherson Park Redevelopment Bid - Award Parks, Planning and Development Manager, Terry Jungman, provided an extensive overview of the Kherson Park Redevelopment Project and recommended awarding to Green Tech Excavation Inc. Kent City Council City Council Regular Meeting Minutes June 7, 2022 Kent, Washington Page 6 of 6 MOTION: I move to award the Kherson Park Redevelopment project to Green Tech Excavation Inc, in the amount of $1,627,278.00 (including Washington State Sales Tax), and authorize the Mayor to sign all necessary documents, subject to final terms and conditions acceptable to the City Attorney and Park Director. EXECUTIVE SESSION AND ACTION AFTER EXECUTIVE SESSION A. Potential litigation, as per RCW 42.30.110(1)(i) B. To receive and evaluate complaints or charges brought against a public officer or employee, as per RCW 42.30.110(1)(f) At 8:10 the Council went into executive session that is expected to last for 25 minutes. At 8:35 p.m., executive session was extended for an additional 30 minutes. At 9:05 p.m., executive session was extended for an additional 10 minutes. 12.
