Council President Boyce provided information on upcoming events at the accesso ShoWare Center. Kent City Council City Council Regular Meeting March 15, 2022 Minutes Kent, Washington Councilmember Fincher provided details on upcoming Spotlight Series events. C. Public Safety Report Chief Padilla began his Public Safety Report by introducing Officers Krishan Kumar, Keanu Hamilton and Oziel-Ivan Arjona. Mayor Ralph conducted the swearings-in. Chief Padilla awarded the Lifesaving Medal to Officer Taylor Burns. This is Officer Burns' 4th Lifesaving Medal. Officer Burns exemplifies the department's mission statement of protecting and caring for people in our community, our value of service, and our vision of improving the lives of our community members. Chief Padilla provided information on a recent stabbing incident at the Kent Station. Chief expressed appreciation for the Neighborhood Response Team and their partnership with Lowe's on recent graffiti cleanup projects throughout the City. Chief Padilla provided an update on hiring and indicated information can be found at kentpolicerecruiting.com. Sergeant Tung and Officer Cortinas are moving to Police Recruiting. Chief Padilla extended an invitation for the public to attend the upcoming "Hops and Cops" event on March 24t" from 6-8 p.m. at the Airways Tap Room located at 8611 South 212t" Street. S. REPORTS FROM COUNCIL AND STAFF A. Mayor Ralph's Report Mayor Ralph serves as the Chair of the Transportation Policy Board that is in the process of developing the Regional Transportation Plan. B. Chief Administrative Officer's Report Chief Administrative Officer, Derek Matheson advised his written report is into today's agenda packet and there is an executive session relating to litigation and is expected to last 10 minutes, with no action when the Council reconvenes into regular session. C. Councilmembers' Reports Council President Boyce chairs the Operations and Public Safety Committee meeting and provided a recap of today's agenda items. Page 2 of 10 Kent City Council City Council Regular Meeting March 15, 2022 Minutes Kent, Washington Councilmember Michaud serves as the Chair of the Parks and Human Services Committee and provided an overview of the agenda items. Councilmember Kaur serves on the Growth Management Planning Council where she was recently elected as the chair. Kaur indicated major work will be done on urban growth. Kaur serves on the Puget Sound Clean Air Advisory Committee that recently received an update on Strategic planning. Kaur serves on K4C. She recently attended a training and advised that there will be an elected official workshop during the spring. Councilmember Larimer serves on the King county Aging and Disability Advisory Council that recently received an update from the King County Prosecutor's Office and the Department of Social and Human Services relating to adult protective services and elder financial abuse. Call 877-734- 6277 to report elder abuse. Councilmember Troutner serves as the chair of the Economic and Community Development Committee and provided an update on the agenda items. Councilmember Fincher serves as the chair of the Public Works committee and provided an overview of the agenda items from the recent meeting. Councilmember Fincher serves as the chair of the King Conservation District, and recently gave a presentation to the board of supervisors on the work of the KCD. Councilmember Fincher serves on the Kent Arts Commission and provided an update on the recent Spotlight series events and art contest for submissions for traffic wraps. Mayor Ralph recognized Chief Administrative Officer, Derek Matheson for his eight years of service to the City. Matheson has accepted a position with the City of Fife. Council President Boyce expressed appreciation for Matheson and the work he has done for the City. Boyce indicated Matheson is a phenomenal leader and will be truly missed. Councilmembers Kaur, Michaud, Larimer, Troutner and Fincher expressed words of appreciation for Matheson. PUBLIC HEARING A. Public Hearing on the Potential Surplus and Reallocation of Land from Public Works Streets to the City's Drainage Utility in Order to Build the Washington Avenue South Stormwater Pump Station Project Mayor Ralph provided an overview of the public hearing process and opened the Public Hearing on the Potential Surplus and Reallocation of Land from Public Works Streets to the City's Drainage Utility in Order to Build the Washington Avenue South Stormwater Pump Station Project. Public Works Director, Chad Bieren gave the staff presentation. There were no public comments received. There was no one signed up to provide public comment. Council President BOYCE moved to close the public hearing, seconded by Councilmember Fincher. The motion passed unanimously with a vote of 6- 0. MOTION: I move to adopt Resolution No. 2034, declaring .28 acres of land within the Public Works Streets area surplus, authorizing the reallocation of that surplus land to the drainage utility, and authorizing the Mayor to take all actions necessary to remove any use restrictions from the surplus land, and to take all other actions necessary to fully implement the terms of this resolution relating to the Washington Avenue South Stormwater Pump Station Project. Property Dedication Ordinance - Adopt MOTION: I move to adopt Ordinance No. 4426, dedicating as right-of-way a portion of City-owned property located to the east of Washington Avenue and to the south of South 251s' Street. Negotiation of a Development Agreement and Purchase and Sale Agreement with Avenue 55 for the Sale of the Property Referred to as the Naden Assembly - Authorize Chief Economic Development Officer, Bill Ellis kicked off the presentation by providing an overview of economic development in the valley that included statistics on employment and rising rents. Ellis provided a recap of the work to position the Naden property as a manufacturing headquarters: • Surplus of Property - October 4t", 2016 • Naden to Willis St Access Approved - May 2017 • DCE Zoning Change for manufacturing uses took effect April 2019 • Request for Qualification Selection Panel on Nov. 1st, 2020 chose Avenue 55 to position City property to gain prime industry employment in central business district • MOU executed Feb 22, 2021: marketing and preliminary design solely with Avenue 55 for one year period; extended to March 22, 2021 by mutual agreement • Sought manufacturing build-to-suit and/or flex-tech business park to add employment; recognized any achievement of community maker space' will require public-private partnership and financial participation Avenue 55 representatives, Drew Zaborowski and Nick Yawman provided information on a proposal for a manufacturing/flextech campus development on the Naden property: • Since executing the MOU in February 2021: • Hired Newmark to aggressively pursue marketing efforts • Pre-Application meeting shed light on Interurban trail, WSDOT requirements, utility easements, New Naden Ave requirements, Meet Me on Meeker requirements, among others • Worked in conjunction with City regularly • Accepted multiple Letters of Interest from potential users and engaged in programming exercises Hired Mackenzie for massing studies & renderings based on tenant requirements and project vision Avenue 55 has been marketing the project to high tech manufacturing, non- profit/STEM groups, and other various business types.
