Chief Rafael Padilla provide the Council with information on the Flock System
pilot program.
Chief Padilla talked about challenges relating to staffing, police reform laws
and the increase in crime. The department is focusing on tools and
technology to investigate crimes after the fact.
The cities of Des Moines and Tukwila are currently using the Flock system,
and Kent and Renton are looking to implement the Flock system that utilizes
the Automatic License Plate Reader technology to capture license plate
information.
The system is compliant with state law that prohibits capturing images of the
passenger compartment. Cameras can be deployed in an area of high crime.
Staff can query the system and obtain vehicle registered owner information

The Flock systems are tied nationally and are often used for locating stolen
vehicles, missing persons, serious violent felons, etc.
The cost is $2,500 per camera, per year and the Police Department is
