4. PUBLIC COMMUNICATIONS
A. Public Recognition
i. Employee of the Month
Mayor Ralph recognized Jenn Graff, Business Systems Analyst within the
Information Technology Department as the July Employee of the Month.
ii. Proclamation for Parks and Recreation Month
Mayor Ralph presented the Proclamation for Parks and Recreation Month to
Julie Parascondola, Parks, Recreation and Community Services Director.
Parascondola spoke to the proclamation and expressed appreciation of staff
in the Parks Department that help deliver services to residents and services
to the City.

iii. Proclamation for National Night Out
Mayor Ralph presented the Proclamation for National Night Out to Chief
Padilla. Chief Padilla expressed appreciation of the Proclamation and invited
everyone to participate on National Night Out on August 2, 2022.
iv. Recognition of Adaptive Recreation State Special Olympic Athletes
Lara Castillo, Adaptive Recreation Program Coordinator for the past 25 years,
provided information on adaptive recreation programs and also recognized
each of the participant/athletes that were present during the meeting.
B. Community Events
Council President Boyce announced upcoming events at the accesso ShoWare
Center.
Councilmember Fincher announced upcoming summer concert series events
on Wednesdays and Thursdays at Morrill Meadows Park and Kent Station.
Mayor Ralph expressed appreciation of the Parks staff and Police Department
for the Splash Event.
Mayor Ralph expressed appreciation of the Kent Lyons for hosting this years'
in person Kent Cornucopia Days.
C. Public Safety Report
Chief Padilla presented the Public Safety Report that included Mayor Ralph
swearing in Corrections Officer Skye Yaranon, Police Officers Anthony Munoz,
Matthew Litke, Kyle Stevenson and Lateral Officers spencer Meade and
Malcom Wilson.
Chief Padilla invited the public to sign up for the fall Police Academy that
will be held in person.
D. Economic and Community Development Report
Chief Economic Development Officer, Bill Ellis presented the Economic and
Community Development Update.
Ellis advised the pandemic is still affecting the economy - hospitality is still
slowly returning; broader consumer spending is still holding up and there is
consideration to whether rising interest rates will curb spending.
Pertinent to workforce development:
■ Job postings have been going up, but percentage employed is still
significantly down
■ Lower skilled level jobs are rising rapidly
• Employment rates are still down year over year
Rising of interest rates, a cooling for the top 10 housing markets.

Ellis advised that there is no easy "on" switch relating to labor pipelines:
• Lifeguard shortage is emblematic
2 years of interrupted training reduced flow
Employers face untold numbers of occupations with similar limitations
• College enrollments are still way down
• Millennial generation, in peak household formation years, will continue to
drive demand beyond supply chain capacity for years.
New builders are going to be discouraged going forward due to higher costs
to construct and hard to find labor.
Ellis advised of the new Renton Technical College president, Dr. Yoshiko
Harden. Harden is working on building programs important to our valley
manufacturing.
Ellis encouraged the Council to welcome and invite Dr. Harden to Kent.
S. REPORTS FROM COUNCIL AND STAFF
A. Mayor Ralph's Report
Mayor Ralph advised she recently testified at the Sound Transit meeting
where the Sound Transit board approved "Kent-Des Moines" as the station
name at the Kent-Des Moines Road.
Mayor Ralph serves as the Chair of the Flood Control Advisory Board that
recently reviewed the preliminary budget.
Mayor Ralph attended the Hwy 167 master plan meeting. Kent worked with
the City of Auburn to lobby for and receive funding from the state for the
Hwy 167 Master Plan. There was a presentation on alternatives to increase
capacity plus a transit option.
Mayor Ralph advised she attended the Executive Steering Committee for the
lower Green River. The Committee is looking at what a Master Plan would
look like for the lower Green River.
Mayor Ralph attended the Transportation Policy Board meeting at the Puget
Sound Regional Council where recommendations were provided regarding
distributing additional funding.
B. Chief Administrative Officer's Report
Interim Chief Administrative Officer, Pat Fitzpatrick advised his report is
included in today's agenda packet and there is no executive session tonight.
C. Councilmembers' Reports
Council President Boyce serves as the Chair of the Operations and Public

Safety Committee and provided a recap of the agenda items from today's
meeting.
Boyce serves as the Chair of the Council Workshop and provided a recap of
the agenda items from today's meeting.
Councilmember Michaud advised of two public engagement opportunities at
Mill Creek Park including design boards and future of parks designs. Boards
will be available at the Kent Library.
Michaud advised of the recent opportunity for the public to provide input on
the new East Hill park at the Huse property. Visit Engagekentparks.com to
provide feedback.
Michaud serves on Kent's Human Services Commission that will be meeting
to make recommendations for funding.
Councilmember Kaur serves on the Puget Sound Clean Air Advisory Council
that recently met and discussed electric vehicle charging stations and a
public/private partnership. The Council is doing equity work by hosting
events at fairs and cultural events. The Council is also working on Strategic
Planning.
Councilmember Troutner serves as the Chair of the Economic and
Community Development Committee and provided an overview of the
agenda items from the July 11t" meeting.
Councilmember Thomas serves on the Puget Sound Regional Fire Authority
Executive Board that will meet at 5:30 on July 20th at station 78.
Councilmember Fincher serves on the MIDD and provided an overview of the
Annual Report.
Fincher serves on the Kent Arts Commission and talked about purchasing art.
Fincher serves as the Chair of the Public Works Committee and provided a
recap of the agenda items from the July 18t" meeting.
6. PUBLIC HEARING

7. PUBLIC COMMENT
Tim Brown, a Kent resident, provided comments regarding Kent Cornucopia
days and expressed appreciation of the Kent Lyons for hosting the event and
City staff for providing support for the event.

Van Hurst, a Kent resident, provided comments regarding rebranding the
Thunderbirds as being the Kent Thunderbirds and also provided comment on
the operation of the accessoShoWare center.

MOTION: I move to approve the payment of bills received
through 6/15/22 and paid on 6/15/22 and approve the checks
issued for payroll of 6/1/22-6/15/22 and paid on 6/17/22, all
audited by the Operations and Public Safety Committee on
6/21/22.
C. Accept the Clark Springs Generator and Electrical Upgrades
Project as Complete - Authorize
MOTION: I move to authorize the Mayor to accept the Clark
Springs Generator and Electrical Upgrades Project as complete
and release retainage to Colvico, Inc. upon receipt of standard
releases from the State and the release of any liens.
D. Appointment to Public Facilities District Board - Appoint
MOTION: I move to appoint Dillon Stearns to Position 3 of the
Public Facilities District Board for an initial four-year term
starting on September 1, 2022 and ending August 31, 2026.
E. Cooperative Purchasing Agreement with Hewlett Packard
Enterprise - Authorize
MOTION: I move to authorize the IT Director to purchase
hardware and services through the cooperative purchasing
agreement the state Department of Enterprise Services has
with Hewlett Packard Enterprise if those purchases are within
the City's established budgets and made during the term of the
state contract.

F. Cooperative Purchasing Agreement with Dooley Enterprises,
Inc - Authorize
MOTION: I move to authorize the police department to
purchase ammunition through the cooperative purchasing
agreement the state Department of Enterprise Services has
with Dooley Enterprises, Inc., if those purchases are within the
City's established budgets and made during the term of the
state contract, and ratify the City's past purchases with this
vendor.
9. OTHER BUSINESS
A. Set August 16, 2022 Public Hearing for Alleyway Vacation in
Bridges Ave./Railroad Ave. Neighborhood - Resolution - Adopt
Public Works Director, Chad Bieren provided a recap of the Resolution setting
the date for a public hearing on the petition for the vacation of a portion of
right-of-way between Bridges Avenue South and Central Avenue South and
East Willis Street and East Russell Street.
MOTION: I move to adopt Resolution No. 2048, setting August
16, 2022 as the date for the public hearing on the petition for
the vacation of a portion of right-of-way between Bridges
Avenue South and Central Avenue South and East Willis Street
and East Russell Street.

B. Emergency Ordinance Amending Chapter 9.02 of the Kent City
Code - Adopt
Acting City Attorney, Tammy White provided an overview of the emergency
ordinance amending Chapter 9.02 entitled "criminal code."
White detailed why this ordinance is being adopted as an emergency
ordinance.
MOTION: I recommend Council declare an emergency and
adopt Ordinance No. 4436, amending Chapter 9.02 of the Kent
City Code, to incorporate new crimes adopted by the state
during the 2021 and 2022 legislative sessions.

10. BIDS
A. City Hall Annex Tenant Improvements Bid - Award
Parks Facilities Superintendent, Will Moore presented an overview of the IT
Annex remodel project and bid and recommended awarding the bid to CFC
Construction, LLC.
MOTION: I move to award the Kent City Hall Annex Tenant
Improvement Project bid to CFC Construction, LLC in an
amount not to exceed $217,998.00 and authorize the Mayor to
sign all necessary documents, subject to final terms and
conditions acceptable to the Parks Director and City Attorney.
