is included in today's agenda packet and there is no executive session.

MOTION: I move to approve the payment of bills received
through 6/30/22 and paid on 6/30/22; approve the checks
issued for payroll 6/16/22-6/30/22 and paid on 7/5/22;
approve the payment of bills received through 7/15/22 and
paid on 7/15/22; and approve the checks issued for payroll
7/1/22 - 7/15/22 and paid on 7/20/22, all audited by the
Operations and Public Safety Committee on 7/19/22.
C. Accept Downey Side Channel Restoration Phase 4 Excavation
Project as Complete - Authorize
MOTION: I move to authorize the Mayor to accept the Downey
Side Channel Restoration Phase 4 Excavation Project as
complete and release retainage to Scarsella Bros., Inc. upon
receipt of standard releases from the State and the release of
any liens.

D. Agreement with Prime Electric, LLC for City Hall Uninterruptible
Power Supply - Authorize
MOTION: I move to authorize the Mayor to sign an agreement
with Prime Electric, LLC for the purchase and installation of an
uninterruptible power supply at Kent City Hall, in an amount
not to exceed $170,000, subject to final contract terms and
conditions acceptable to the IT Director and City Attorney.
E. Purchase and Sale Agreement for Ruth Property at Clark Lake -
Authorize
MOTION: I move to authorize the Mayor to take all action
necessary and sign all documents to purchase the Ruth
property, located at 12410 SE 248th Street, Kent, Washington
98030, for $7,200,000, plus closing costs, and subject to final
purchase terms and conditions acceptable to the Parks Director
and City Attorney.
F. Resolution Regarding Vehicular Speed Limits - Adopt
MOTION: I move to repeal Resolution No. 1850 and adopt
Resolution No. 2049, updating the reasonable and safe
maximum speed limits on certain designated streets, as posted
by official traffic control devices, pursuant to Chapter 9.40 of
the Kent City Code.
G. Interlocal Agreement Amendment with the City of Covington -
Authorize
MOTION: I move to authorize the Mayor to sign a Third
Amendment to the Interlocal Agreement between the Cities of
Covington and Kent, subject to final terms and conditions
acceptable to the City Attorney and Public Works Director.
H. Re -adoption of Laws and Regulations Adopted by Reference -
Emergency Ordinance - Adopt
MOTION: I move to declare an emergency and adopt Ordinance
No. 4437, re -adopting, ratifying, and confirming all provisions
adopted by reference in Title 9 of the Kent City Code, including
the crime of cyber-harassment, and amending the code to
clarify the filing obligations for future adoptions by reference
under RCW 35A.12.140.

Public Works Director, Chad Bieren presented details on the 761" Avenue
South North Segment bid and recommended awarding to SCI Infrastructure,
LLC.
MOTION: I move to award the 761" Avenue South - North
Segment Project to SCI Infrastructure, LLC in the amount of
$4,165,504.10 and authorize the Mayor to sign all necessary
documents, subject to final terms and conditions acceptable to
the City Attorney and Public Works Director.
RESULT: MOTION PASSES [UNANIMOUS]
