Public Recognition 1. Proclamation for Arbor Day Mayor Ralph presented the Proclamation for Arbor Day to Deputy Parks Director, Brian Levenhagen, who advised that this is the City of Kent's 19th consecutive Arbor Day and the 150th anniversary of Arbor Day. Levenhagen shared information on the benefits of trees and invited everyone to the Arbor Day event at Riverview Park on Sunday, April 30th, 2022. 2. Appointments to Kent's Human Services Commission Mayor Ralph recognized Gwen Allen -Carton, Brian Chandler and Erika Henry as her recommended appointments to the Human Services Commission and Kent City Council City Council Regular Meeting April 19, 2022 Minutes Kent, Washington requested the council confirm these appointments. Gwen Allen -Carton who is the Executive Director of Kent Black Action Commission, spoke about equity and her excitement about learning to help and serve better. Brian Chandler spoke about his passion to serve. He has been the Director of Outreach for Seattle Union Gospel for almost 14 years. Chandler looks forward to serving and making a difference for the most vulnerable. B. Community Events Council President Boyce provided details on upcoming events at the accesso ShoWare Center. Public Safety Report Assistant Chief Eric Hemmen provided the Public Safety Report and awarded Lifesaving Medals to Officer Vincent Alatorre, Officer Jason Nixon and Officer Geoff Lai. This is the 3rd Lifesaving Medal that Officer Nixon has received. These officers exemplify the department's mission statement of protecting and caring for people in our community, our value of service, and our vision of improving the lives of our community members. 5. REPORTS FROM COUNCIL AND STAFF A. Mayor Ralph's Report Mayor Ralph serves as the chair of the Transportation Policy Board that unanimously passed the Regional Transportation Plan that focuses on Climate, Equity & Safety. It is now moving onto the Executive Board of Puget Sound Regional Council for conversation and hopeful approval in May. Mayor Ralph attended the South County Transportation Board which had two presentations. The first on updates to the Orca System and the second on Rapid Ride I Line through Rapid Ride System with Metro. Mayor Ralph recently went to Birch Creek where Mother Africa hosted an event about drowning awareness and prevention. They partnered with King County Public Health and passed out 200 life jackets. Kent Police Department and Public Health fitted kids with the life jackets. Mayor Ralph advised the City is still looking for lifeguard applicants for Lake Meridian and that the program is in jeopardy of being canceled. B. Chief Administrative Officer's Report Interim Chief Administrative Officer, Pat Fitzpatrick, attended the Executive Leadership Team Retreat on April 7th, 2022. They discussed the 2023-2024 Budget Process and improving upon the City of Kent's Remote Work Policy. Councilmembers' Reports Council President Boyce serves as the Chair of the Operations and Public Safety Committee and provided a recap of today's agenda items. Council President Boyce serves as the Chair of the City Council Workshop and provided a recap of today's presentations on the Sound Transit Downtown Sounder Garage, Sound Transit Federal Way Link Extension, the Railroad Quiet Zone and the Advance Kent Performance Dashboard. Council President Boyce serves as the Chair of the Sound Cities Association Committee that met last week and discussed Climate Change. Councilmember Michaud serves as the Chair of Kent's Human Services Commission where they recently approved grant applications for property acquisitions and Springwood Park renovations, a contract with Berger Partnership for Springwood Park renovation design and construction and an agreement with Earth Corp for Mill Creek Canyon Trail Repair for this summer. Councilmember Kaur serves on K4C (King County Cities Climate Collaboration) that recently met and discussed the work session for Elected Officials on Thursday, April 21, 2022. Councilmember Larimer serves on the Sound Cities Association Affordable Housing Committee where they recently reviewed the draft of the accountability framework and will be making recommendations for inclusion. Councilmember Thomas serves on the Puget Sound Regional Fire Authority Governance Board which is currently working to set goals for the budget and accreditation process. They are also working on joint hiring, purchasing 5 new fire engines and preparing for wildland fire season. Councilmember Fincher serves as liaison on Kent's Arts Commission, which had Mayor Dana Ralph was a special guest at their last meeting. Fincher gave an overview of reports on the Spotlight Series and the kentcreates.com website. Councilmember Fincher serves as the Chair of Kent's Public Works Committee that heard reports on the Traffic Calming Program and on the Federal Way Link Extension projects. 6. PUBLIC HEARING Mayor Ralph provided an overview of the public hearing process and opened Page 3 of 8 Kent City Council City Council Regular Meeting April 19, 2022 Minutes Kent, Washington the public hearing. Mark Madfai, gave the staff presentation. The City is planning improvements along the South 224th Street corridor. The Project consists of widening the existing street and adding improvements, which include a new sidewalk and planter strip on South 218th Street, a portion of which will be installed a few feet beyond the right of way limits and on the Garrison Creek Park parcel. Because the Project is federally funded it requires that the Project will only have a "cle minimis" impact on the Park. Federal law also requires that the City hold a public hearing about the Project and its minimal impacts to the Park. According to Parks staff, adding the new sidewalk and planter strip will enhance the community connection to the Park and provide a safe environment for the community. The Project will not adversely affect any activities, feature, or attributes of the park. I move to admit the written comments submitted by Preeton Chokar into the record. Resolutions for Grant Applications to the Recreation and Conservation Office for the Mendel Property Acquisition, Springwood Park Renovation and the Ruth Property Acquisition - Adopt MOTION: I move adopt Resolution Nos 2039, 2040, 2041 and 2042, authorizing the submittal of grant applications #22- 1362, #22-1372, #22-1478 and #22-1479 to the Recreation and Conservation Office, to assist in funding the acquisition of the Mendel property at Upper Mill Creek Canyon, the renovation of Springwood Park and the acquisition of the Ruth property at Clark Lake. G. Agreement with Berger Partnership PS for Springwood Park Renovation Design and Construction Administration - Authorize MOTION: I move to authorize the Mayor to sign a consultant services agreement with Berger Partnership PS, in the amount of $320,830, for design and construction support services for Springwood Park Renovation, subject to final terms and conditions acceptable to the Parks Director and City Attorney. H. Agreement with EarthCorps for Mill Creek Canyon Trail Repair - Authorize MOTION: I move to authorize the Mayor to sign an agreement with EarthCorps in the amount of $192,036, for trail repair in Mill Creek Canyon, subject to final terms and conditions acceptable to the Parks Director and City Attorney. OTHER BUSINESS A. Resolution Expressing Intent to Explore De -annexation of the ""Bridges," in Order for the Property to be Annexed to the City of Auburn pursuant to RCW 35.10.217(2) - Adopt Interim Chief Administrative Officer, Pat Fitzpatrick, gave overview of Resolution 2038, regarding intent to explore the de -annexation of the "Bridges" neighborhood. The property is City of Kent jurisdiction, completely surrounded by Auburn urban growth area. It was obtained in 1987 and was intended to be a water reservoir. It became surplus when the City obtained water from another source, the property was then sold to a developer. The neighborhood is largely developed, a portion is still developable, and the developer intends to develop it. The City has been in talks with Auburn for a number of years regarding the de -annexation by Kent and the annexation of Page 7 of 8 Kent City Council City Council Regular Meeting Minutes April 19, 2022 Kent, Washington the property by Auburn. This Resolution is a statement of intent by the Council to research the issue more; including a formal conversation with the Home Owner's Association to ensure they are in support of this and for the cities to evaluate the impacts to the residents. MOTION: I move to adopt Resolution No. 2038, expressing the Council's intent to explore the de -annexation of the "Bridges" neighborhood in order for the property to be annexed to the City of Auburn pursuant to RCW 35.10.217(2).
