Add 15,250 SY to Bid Item 1110 Planing Bituminous Pavement and 2,050 TON to Bid Item 1100 HMAfor Full Width Overlay Class 1/2" PG 58V-22 for the addition of planing and overlay on L24th Ave SE. Omit Bid Items 3090 Chip Seal , 3092 Asphalt for Fog Seal, and 3094 Crack Sealing for the deletion of the chip sealing work scope on Russell Road. Method of Payment NEW PAY ITEMS I Notapplicable e ommittance of chip sealing activities and the addition of planing a location (124th Ave SE) and Sched III location (Russell Rd) are being made as a result of a value review performed by City of Kent staff in partnership with the contractor to provide a more ible lasting roadway. Field inspections of the existing roadway surface conditions resulted in the scovery of a large quantity of roadway repairs necessary prior to the prescribed chip seal application both locations. A comparison of the estimated chip seal and associated repair costs against the costs a grind and oveday/inlay revealed that the extended life cycle of an overlay/inlay was beneficial, espite the increased cost. Public Works Construction Engineering and Design Engineering, after concurrence from Public Works Operations, proposed this value engineering change to and it was agreed to proceed with thie change. Even if we stuck with the chip seal, there would be an extra -$118k of work needed ahead of time. The repairs do not appear to be necessary prior to a girnd/inlay; the damage looks to be top-down dela mination/cracking.
