AGREEMENT TO ASSIST WITH SMALT BUSINESS FLEX FUND PROGRAM
The City of Kent will utilize some of its American Rescue Plan Act funds to supplement
availaUlllty of low-cost loan funds via the Flex Fund for small businesses negatively
impacted by the Covid-19 pandemic.
The City of Kent has contracted with the National Development Council (NDC) to
runag6 the Flex Fund loan application intake, while evaluation and loan dispersal is
mina6ea by the NDC'5 lendirij paftners. To ensure Kent's small business community,
and tliose disproportionately impacted such as immlgrant, minority, and.women-
owned businesses, j." a*ai" or tne funding opportunity, the city will utilize outreach
and technical suppoft from Community Based Organizations (CBOs) as another way to
keep avaitable resources working in the Kent community'
The City of Kent will utilize support from CBOs to provide translation of the Flex Fund
,uif."iing materiati *h"r" needed and assist business owners to complete their loan
applications online in English as required by the NDC'

The City of Kent and CONTMCTOR agree as follows:
1. CONTMCTOR agrees to provide the City of Kent the following services:
o If needed, translate Flex Fund materials includlng brochure, FAQ, pre-
application, and other materiats agreed upon wlth City of Kent Economic
Development staff.
r Pafticipate in Flex Fund training call - 1.5 hours
. Outreach and marketing support via the CONTMCTOR's available
channels/methods to help ensure business owners are aware of the funding
oppoftunitY'
- For invoicing purposes, document the following: i.e., Posted Flex Fund
informauon on website, included in newsletters, social media posts
(please provlde screen shots and circulation numbers of audience
reached on invoice.)
. Assist business owners, utilizlng translated materials as needed, as a resource to
complete Flex Fund applicationi onllne in English at SmallBusinessFlexFund.org.
For invoicing purposes, please document the dates and names of the Kent
businesses you helped complete their applications online.

Kent businesses you communicated with about the Flex Fund.
2. The City of Kent agrees to compensate CONTMCTOR at the following hourly rate for
outreach and business owner assistance with loan applications: $125r This hourly rate includes all costs and applicable taxes, for which CONTMCTOR
shall be responsible.o Translation of materials as requested will not exceed $2,000.
Total compensation under this agreement shall not exceed $4,500.
3. payment wlll occur within fifteen (15) days of recelpt of CONTMCTOR'S invoice for
completion of said services by CONTMCTOR.
4. CONTMCTOR agrees it is not an employee of the city of Kent for any purpose'
5. CONTRACTOR agrees it shall complete the work services required under this
Agreement before September 30, 2022.
6. All intellectual property created under this agreement remains the sole properry of
the Clty of Kent.
7. This agreement encompasses the entlre agreement of the parties and there are no
other agreements, oral or written.
