4. PUBLIC COMMUNICATIONS
A. Public Recognition
i. Appointment to the Human Services Commission
Mayor recommended Karina Oscoy Cezares, a Re-engagement Specialist with
the Kent School District, for appointment to the Human Services
Commission.
Oscoy Cezares expressed appreciation for the appointment and looks forward
to working on the Commission.
ii. Proclamation for Black History Month
Mayor Ralph presented Council President Boyce with the Proclamation for
Black History Month.

Boyce expressed appreciation for the Proclamation.
B. Community Events
Council President Boyce announced upcoming events at the accesso ShoWare
Center.
Councilmember Fincher announced upcoming Spotlight Series events.
Mayor Ralph extended an invitation to attend “Coffee and Conversation with
the Mayor” on February 16th at Half Lion at the Riverbend golf complex.
C. Public Safety Report
Chief Rafael Padilla provided the Public Safety Report that included an update
on homicides through 2021.
Details were provided on the 2021 Year End King County Firearm Violence
Report. Visit kingcounty.gov/gunviolencedata for the complete report.
Chief Padilla extended an invitation to attend the upcoming Community
Police Academy April 15 - June 14th. Visit the Police Department page on
Kentwa.gov for registration information.
5. REPORTS FROM COUNCIL AND STAFF
A. Mayor Ralph's Report
Mayor Ralph serves on the Transportation Policy Board that recently met and
discussed implementing strategies on the Regional Transportation Plan which
is currently open for public comment. The Board discussed the Work Plan and
implementation of Vision 2050.
Mayor Ralph serves on the South King Transportation Board that recently
received a report out on the Regional Transportation Plan and also received a
report from King County on the Micro-Mobility.
Mayor Ralph is a member of the Watershed Regional Inventory Association 9
(WRIA9) meeting and provided comment around the Downey Farmstead
Project.
Mayor Ralph expressed appreciation for Lowe's on Pacific Highway South for
donating paint and providing volunteers, the Police Department
Neighborhood Response Team and Community Education Unit for painting
over graffiti throughout the City.
B. Chief Administrative Officer's Report
Chief Administrative Officer, Derek Matheson expressed appreciation for
everyone that attended the City Council retreat that discussed the budget,

climate issues, State Legislation relating to police and housing.
The Executive Leadership Team will hold a retreat to put the Council's
direction into action.
The City is close to launching the publicly-facing performance dashboard that
will feature approximately 30 measures that track the City's progress
towards the City's five adopted goals. The Council will get a preview during
the April 19th meeting.
The City's Race and Equity team held its second meeting with the community
stakeholder group that is helping design action items for the Race and Equity
Strategic Plan. The interdepartmental core team met to also work on
communications. The next update to Council will be during the March 1st
Operations and Public Safety Committee.
Matheson advised his written report is included in today's agenda packet and
there is no executive session this evening.
C. Councilmembers' Reports
Council President Boyce provided a recap of the agenda items from today's
Operations and Public safety Committee and the two topics presented during
today's workshop.
Councilmember Michaud serves at the Chair of the City's Parks and Human
Services Committee and provided an overview of the agenda items from the
meeting on February 3rd.
Councilmember Kaur serves on K4C that recently discussed the
Transportation Package.
Councilmember Larimer serves on the Sound Cities Association Advisory
Council on Aging and Disability Services that recently received a presentation
from Endoflifewa.org.
Councilmember Larimer serves on the Sound Cities Association Affordable
Housing Committee that recently approved the Work Plan for 2022 that
includes a top priority of Countywide Planning Policies.
Councilmember Troutner serves at the Chair of the Economic and Community
Development committee and provided an overview of the agenda items from
the February 14th meeting.
Councilmember Troutner recently met with Meto's General Manager Teri
White to discuss what is happening in Kent, including Rapid Ride I, Pingo and
the status of Route 162.

Troutner serves on the Puget Sound Regional Fire Authority that has been
reviewing petitions and considering adjustments to the Fire Benefit Charge.
Councilmember Fincher serves as the Chair of the City's Public Works
Committee and provided a recap of the agenda items from the February 7th
meeting.
Councilmember Fincher serves on the Kent Arts Commission that recently
welcomed new commissioners. Fincher advised of current Arts Commission
events.
Fincher serves on the Sound Cities Association King Conservation District that
recently elected their new supervisor.

MOTION: I move to approve an excused absence for
Councilmember Thomas for the Council meeting of February 15,
2022.
C. Cooperative Purchase Agreement with Cisco Systems, Inc. -
Authorize

MOTION: I move to authorize the IT Department to purchase
data communications products and services through the
cooperative purchasing agreement the state Department of
Enterprise Services has with Cisco Systems, Inc., if those
purchases are within the City’s established budgets and made
during the term of the state contract, which is in effect through
September 30, 2024, but may be extended through September
30, 2026, or later.
D. East Hill Police Substation - Lease Extension – Authorize
MOTION: I move to authorize the Mayor to enter into a lease
extension agreement with Kent Hill, LLC, for an additional 5-
year term to maintain a police substation on the East Hill,
subject to final lease terms and conditions acceptable to the
Police Chief and City Attorney.
E. 2021 Third and Fourth Quarter Fee-In-Lieu Funds - Authorize
MOTION: I move to authorize the acceptance of $14,250 of fee-
in-lieu funds, amend the Community Parks Reinvestment
Program budget, and authorize the future expenditure of these
funds for capital improvements at Garrison Creek Park.
F. Fee-In-Lieu Fund Re-Allocations - Authorize
MOTION: I move to authorize the reallocation of $49,608 of
fee-in-lieu funds from the budgets from Canterbury, Service
Club Ballfields, and Clark Lake Parks; amend the Community
Parks Reinvestment Program budget; and authorize the future
expenditure of these same funds for capital improvements at
Chestnut Ridge Park.
G. Contract to Provide Playground Equipment, Park Amenities, and
Related Products and Services - Authorize
MOTION: I move to authorize the Parks Department to
purchase playground equipment and other park amenities
through the cooperative purchasing agreement established by
the City of Charlotte, North Carolina with Kompan, Inc., if those
purchases are within the City’s established budgets and made
during the term of the cooperative contract.
H. Storm and Surface Water Utility Ordinance - General Update of
KCC 7.05 and 7.07 - Adopt
MOTION: I move to authorize the Council adopt Ordinance No.
4425, repealing and replacing Chapter 7.05 of the Kent City
Code, entitled “Storm and Surface Water Utility,” and repealing
Chapter 7.07.

I. Mill Creek at 76th Avenue Flood Protection Improvements -
Drainage Easement, Utility Easement, and Temporary
Construction Easement - Authorize
MOTION: I move to authorize the Mayor to sign a settlement
agreement along with all documents necessary for the
acquisition of a Drainage Easement, Utility Easement, and a
Temporary Construction Easement on portions of property
owned by MIREF Mill Creek, LLC, located at 22114 76th Ave. S.
(APN 775980-0150) for an amount not to exceed $155,050.00,
subject to final terms and conditions acceptable to the City
Attorney and Public Works Director.
J. Frager Sewer Pump Station Supply Agreement - Authorize
MOTION: I move to authorize the Mayor to sign the contract
with JWC Environmental Inc., in the amount of $103,494, for
the Frager Sewer Pump Station Project, subject to final terms
and conditions acceptable to the Public Works Director and City
Attorney.
K. South 212th Street Preservation Interlocal Agreement -
Authorize
MOTION: I move to authorize the Mayor to sign an Interlocal
Agreement for reimbursement with King County for design and
construction of the South 212th Street (Green River Bridge to
Orillia Road/City Limits) Pavement Preservation Project within
King County’s right-of-way, subject to final terms and
conditions acceptable to the City Attorney and Public Works
Director.
L. Appointment to Human Services Commission- Confirm
MOTION: I move to confirm the Mayor’s appointment of Karina
Oscoy Cazares to a four-year term on the Human Services
Commission that will begin on February 15, 2022 and end on
February 14, 2026.
9. OTHER BUSINESS
A. Extension of Memorandum of Understanding between City of
Kent and Avenue 55 LLC for the Naden Ave Assemblage -
Authorize
Matheson provided the staff report for the Extension of Memorandum of
Understanding between City of Kent and Avenue 55 LLC for the Naden Ave
Assemblage.

MOTION: I move to authorize the Mayor to sign an extension
with Avenue 55 LLC, to March 22, 2022, to satisfy the terms of
the Memorandum of Understanding regarding the Naden
Avenue Assemblage that was signed by Avenue 55 and the City
on February 22, 2021.

10. BIDS
A. Chestnut Ridge Park Renovation Bid - Award
Parks Planning and Development Manager, Terry Jungman presented the
Chestnut Ridge Park Renovation Project bid and recommended awarding to
Key Peninsula, LLC.

MOTION: I move to Award the Chestnut Ridge Park project bid
to Key Peninsula Construction LLC, in the amount of
464,622.00 (including Washington State Sales Tax) and
authorize the Mayor to sign all necessary documents subject to
final terms and conditions acceptable to the City Attorney and
Parks Director.
