Kent City Council Workshop Minutes
May 5, 2015
The workshop meeting was called to order at 5:05 p.m. by Council President Ralph.
Councilmembers present: Ralph, Berrios, Boyce, Fincher, Higgins, and Thomas.
Street "Trees and Right of Way Landscaping — Tim LaPorte, Public Works Director
communicated that the Public Works, Parks and Community Development, and the
Planning Departments would be presenting this item. He highlighted the areas in the
City in need of sidewalks and sidewalk repairs and estimated that in the last decade
the City has spent over $10 million fixing damage done to sidewalks by trees. He also
pointed out those areas in the City that have new sidewalks installed and said the
focus for those sidewalks has been in the downtown core. LaPorte mentioned that
there are several needs on S. Central Avenue and that a $1.8 million grant has been
received by the City to address some of those needs.
Councilmember Berrios verified that the block along Gowe Street and Central Avenue
next to Pawn X-Change was done for $40,000 and funded by B&O tax revenues.
Councilmember Ranniger arrived at 5:22 p.m.
Garin Lee, Parks and Community Services discussed the trees along James Street.
Councilmember Boyce confirmed with Lee that there are several issues concerning
why it isn't favorable to put trees on James Street. He noted that one of them is that
there is only two feet of right-of-way space for a tree.
Bill Thomas, Public Works, Street Superintendent discussed enhancements have been
made thus far. He explained the replacements that have been done on Meeker Street.
LaPorte communicated the specifics that have been done to the trees and sidewalks
along Meeker Street.
Councilmember Berrios confirmed that the trees and sidewalks done on Meeker Street
costed approximately $50,000 and were paid for with B&O funds.
Thomas discussed the area by Russell Road and the sidewalk and tree issues there.
He pointed out the issues on Madison Street and noted that there is a five-foot area
for the replanting of trees there.
He stated that concrete has been removed and asphalt was put down on S. 272nd
Street. However, he stated that it is only a temporary fix because trees lift the
asphalt, too.
Bill noted that asphalt lasts two to three years, concrete lasts three to five years, and
if the tree is removed and concrete is utilized, it's a permanent fix.

LaPorte discussed some of the repairs that have been made in various locations in the
City. He noted that the repair and replacement of sidewalks and trees are on a case-
by-case basis and vary depending on soil and other conditions.
Council President Ralph communicated that the consultant couldn't make any
recommendation on what type of trees could be installed on James Street. She agreed
that there is a very narrow strip for the planting of trees there.
Matt Gilbert discussed planting the right trees in the right place. He discussed
walkability and explained that sidewalks reduce the demand on the streets. He noted
that larger cities are defined by their walkability. He noted that walkability is an
investment and 35 percent of our seniors are walking, 30 percent of immigrants are
walking, and 5,000 people in the City don't have a car at all. He discussed how street
trees increase property values and consumer attitudes in commercial and residential
neighborhoods. He urged the Council to consider walkability with both of these
projects.
Councilmember Fincher said the consultant noted that street trees should be slender.
She verified with Lee that there are several trees that would fit on James Street, but
the challenges are the growth and height of the tree. He noted that most trees grow
to 25 to 30 feet tall.
Gilbert discussed the skyrocket oak as a slender tree solution that could be utilized.
Councilmember Berrios confirmed with LaPorte that the purpose of this item was to
let the Council know that there are issues and that policy will come to the Council in
the future. However, the main issue is street maintenance costs, he said. He also
expressed concerns that some of the streets don't have trees and with spending B&O
dollars on this. He stated that the roads need to be addressed and stated that the
Council will need to figure out where these funds will come from outside of B&O
dollars. He stated that the City is going to have to make a commitment to sidewalks,
which needs to be separate from its commitment to roads.
Thomas noted that the consultant communicated that the City should use shrubs on
James Street.
Councilmember Thomas confirmed with Lee that there is a market for sweet gum
trees. Thomas added that when trees are removed the tree branches are chipped and
the wood chips are made available to the public.
Councilmember Berrios confirmed that the trees on James Street were chipped and
provided to the public at Hogan Park.
LaPorte discussed the James Street briefing and highlighted some of the results. He
stated that a recommendation on what the City would like to put back will be brought
to the Public Works Committee. He noted that 11 of the trees will be retained. He
stated that on Pacific Highway the policy is not to install trees on the islands. He
announced that there will be a public meeting on May 27 to discuss the S. Central

Avenue project. He stated that on S. Central Avenue, the trees will need to be put
behind the sidewalk and that the grant for S. Central is primarily for pavement and
curb, but there is some funding for the trees. He continued and noted that 132nd is
very bad to walk on and it is on the list to be addressed. LaPorte continued and
discussed West Meeker Street, noting that the trees and sidewalk on the golf course
side of the street will need to be addressed.
Council President Ralph communicated that a part of the goal for this presentation
was to bring everyone up to speed on some of the City projects that are going on and
their challenges. She added that last year there was discussion about removing the
trees along James Street and replacing them in the spring. However, now based on
everything the City has learned that may not be the best solution.
Councilmember Boyce confirmed that the $12 million presentation the Council
received a couple months ago concerning roads included $2 million a year for
sidewalks, but didn't include street trees. He stated that generally when the City
estimates a project, street trees are included. However, LaPorte noted that this isn't
the case along James Street due to the lack of space.
Valley Communications Center - Lora Leland, Executive Director, Valley
Communications Center reviewed what ValleyCom does. She communicated that
ValleyCom was created in 1976 by Auburn, Federal Way, Renton, Tukwila, and Kent.
Federal Way, she said, joined as an owner city in 2000 and noted that there are 23
public safety agencies that they provide 911 services for. She highlighted the
ValleyCom organization chart and the awards and certifications the agency has
received over the years. She communicated the mission statement and highlighted
the training dispatchers go through prior to being able to dispatch calls. The service
area, she said, encompasses 740,000 people. Leland communicated the number of
calls from 2003 to present and highlighted that the center averages 547,395 calls per
year. She stated that future enhancements include next generation 911 (NG911)
which includes texting, video, and pictures. Additional enhancements are in the area
of technology, to include connecting to services like OnStar and being able to deal
with agency changes, and population growth.
Councilmember Thomas confirmed that the "tower" at ValleyCom was revised 12
years ago. She replied about the relocating of the facility.
Councilmember Fincher confirmed that you cannot text 911 and Leland noted that
there are security issues surrounding it.
Councilmember Berrios asked about the low amount of calls in 2003 and 2011. He
inquired if there is a correlation with the volume of the calls and Leland replied that
she is unsure, but at those times there was an education push to only call 911 for
emergencies and non-emergency numbers were communicated.
Leland communicated that there will be an open house at the facility in September
and Councilmember Berrios confirmed that councilmembers can also call and set up
an appointment to view the facility one-on-one.
