HomeMy WebLinkAbout4419ORDINANCE NO. 44L9 AN ORDINANCE of the City Council of the City of Kent, Washington, relating to the mid- biennial review and modification of the 2O2I-2O22 biennial budget as required by RCW 35A.34.130 and Ordinance No. 4381; adopting certain modifications to the 2022 budget; and establishing an effective date. RECITALS A. The City Council adopted Ordinance No. 438I on November 17, 2020, adopting a fiscal biennium budget beginning in 202L, as authorized by Chapter 354.34 RCW, and providing for mid-biennial review and modification as required by RCW 35A.34.130, B. As required by Section 3 of Ordinance No, 4381, the Mayor has submitted to the City Council a proposed mid-biennial budget modification. C. Following proper notice to the public, public hearings for the proposed mid-biennial budget modification were held before the City Council on October 5, 2Q2I and October 19, 202L. D. The City Council has considered the proposed mid-biennial budget modifications and has considered all comments received from the public at the public hearings and all written comments with regard to the 2022 Mid Biennial Budget Modification Ordinance 1 proposed mid-biennial budget modification E. The City Council desires to adopt the 2022 mid-biennial budget modification. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON, DOES HEREBY ORDAIN AS FOLLOWS: ORDINANCE SECTION 7. - Mid-Biennial Budget Modification. The mid-biennial budget modification to the biennium budget of the City of Kent, Washington, for the year 2022, incorporated and attached is Exhibit A and is hereby adopted by this reference. 9ECTION 2, - Adiustments. The adjustments to the estimated appropriations for each separate fund, as set forth on Exhibit A, attached and incorporated by this reference. 9ECTION 3, - Emoloyee Job classifications' Pay and salary Ranges. The council, per RCW 35A.11.020, hereby defines and approves of the lawful functions, powers, duties and compensation ranges of its officers and employees as set forth or established in or pursuant to this budget as well as city code, city policies, labor agreements and job descriptions' During the remainder of this biennium, city administration, through its Human Resources Department, may authorize increases and decreases in the number of employees in each classification and may amend job descriptions for each classification, so long as these modifications do not exceed the budgetary amounts established for each authorized city fund; provided, no new classifications shall be created during this biennium without prior Council authorization. 2022 Mid Biennial Budget Modification Ordinance 2 SECTION 4. - Transmittal, The Finance Director shall transmit a complete copy of the final adopted budget to the Division of Municipal Corporations in the Office of the State Auditor and to the Association of Washington Cities, SECTION 5, - Corrections bv Citv Clerk or Code Reviser' Upon approval of the city attorney, the city clerk and the code reviser are authorized to make necessary corrections to this ordinance, including the correction of clerical errors; ordinance, section, or subsection numbering; or references to other local, state, or federal laws, codes, rules, or regulations. SECTION 6. - Severability. If any one or more section, subsection, or sentence of this ordinance is held to be unconstitutional or invalid, such decision shall not affect the validity of the remaining portion of this ordinance and the same shall remain in full force and effect' SECTION 7. - Effective Date. This ordinance shall take effect and be in force five days after the date of its publication as provided for by RCW 35A.11.090 and RCW 35A.12,130; however, the budget authorized through this ordinance shall be effective January t, 2022.
