A major weakness of the local food system is a deficiency in access to right-
size infrastructure – the commercial kitchens, cold storage and aggregation space, and
processing equipment – that allow small businesses to grow and connect with target
markets and organizations to expand their capacity and impact. This challenge is
particularly acute for entrepreneurs and organizations from BIPOC communities, who
often lack the startup capital to access existing facilities or develop this infrastructure
for themselves.
While the Kent Valley produces this in spades in its 125 million sf of warehouse in the
private market, these facilities are closed and cost prohibitive to new entrants. The
gaps exist in-between the small food company at incubation level operating in a small
restaurant sized commercial kitchen and the next phase of growth—especially for those
businesses or social enterprises with products and models aimed at food
manufacturing, processing, or distribution.
King County, the City of Kent and the Port of Seattle are seeking to develop a facility
site plan and business plan for a potential food hub in Kent, Washington. This process
would include identifying the constituent parts in detail of a viable facility concept that
meets the needs of local partners; and evaluating the food facility’s
financial sustainability and funding options if capital were provided. A consultant team
has been retained by King County to support this work.
FINANCIAL CONTRIBUTION AND TERM: The Parties agree that the cost of the
consultant work shall total $85,000.00 and shall be allocated amongst the Parties as
follows:
•King County shall pay $30,000;
•Port shall pay $30,000; and
•City of Kent shall pay $25,000.

Upon execution of this Agreement, the County will invoice the City of Kent for its
