Flood Protection Improvements ORIGINAL AGREEMENT DATE: June 4, 2020 This Amendment is made between the City and the above-referenced Consultant or Vendor and amends the original Agreement and all prior Amendments. All other provisions of the original Agreement or prior Amendments not inconsistent with this Amendment shall remain in full force and effect. For valuable consideration and by mutual consent of the parties, Consultant or Vendor’s work is modified as follows: 1. Section I of the Agreement, entitled “Description of Work,” is hereby modified to add additional work or revise existing work as follows: In addition to work required under the original Agreement and any prior Amendments, the Consultant or Vendor shall: Provide final design services for the project. Additional time is included to cover the added coordination and incorporated into the tasks below. Assumptions: • Project management through February 2022 Task 1: Alternatives Analysis Additional alternatives analysis is provided to examine bridge alternatives to investigate options for lowering the roadway. Alternatives include steel girders, adjacent precast voided slabs at the driveway bridges, truss bridges and arch bridges, and analysis is based on structural costs, and consideration of vertical alignment, utility accommodation, and constructability. An allowance has been included to respond to requests to furnish data, respond to questions by permitting agencies, or attend meetings. Otak will prepare JARPA exhibits for the USACE permit submittals, whether combined with the dredging project, or separated. Several iterations may be required to respond to ongoing discussions with regulatory agencies. Task 4: 50-Percent Bridge and Retaining Wall Design Task 4.1 Bridges Otak will develop the bridge options accepted by the City from the result of Task 1 Alternatives Analysis in this scope of work. Task 4.2 Retaining Walls Two walls will be added adjacent to ponds and swales near the west end of both driveway bridges. It is assumed that walls will be Rock Walls, Gravity Block Walls, Structural Earth Walls or Reinforced Concrete Walls. Assum tions: Bridges will be based on the options chosen by the City from Task 1 Alternatives Analysis in this scope of work. Bridge layout will follow the geometry noted in this scope of work Utilities will not need to be supported on the driveway bridges. Retaining walls type will be rockery, reinforced concrete semi -gravity cantilever, gravity block or structural earth walls Deliverables: No change. Task 5: Technical Information Report and Other Reports 5.1 Technical Information Report No change. 5.2 Floodplain Compensatory Storage Analysis Analysis to verify whether compensatory storage constructed by the Blue Origin development covered the requirements of the roadway includes the following tasks. - Determine the existing and proposed 100-year water surface based on the datum used by FEMA • Calculate volumes of material added to and removed from the mapped floodplain • Compare results with volume dedicated by the Blue Origin development • Identify adjustments to grading as needed to remove any impacts generated by the roadway project Present results to City in an email 5.3 Zero -Rise Analysis and Report Zero -rise analysis tasks will include: • Request, receive and review the effective FEMA model. Compare the model from the City's Drainage Master Plan with the effective FEMA model. Coordinate with the City on any discrepancies. Set up HEC- RAS plans for Duplicate Effective Model, the Corrected Effective Model, and the Pre -Project Existing Conditions Model. k:Wrojectl330001330481contractl33048a final designlamendment IW21_1101 revisions —mill creek culvert replacement scope_amendment 1.docx Mill Creek at 761h Avenue S Flood Protection Improvements Project — Final Design — Amendment 1 Page 4 November 1, 2021 • Modify the Pre -Project Conditions Model with survey in the project area (300 ft upstream of the 76th Ave culvert to 300 feet downstream of the Driveway 16 culvert) to have an updated existing conditions model. • Modify the existing conditions model in 2 above to make a Proposed Conditions Model. • Compare the water surface elevations at cross sections between the Corrected Effective Model, the Pre - Project Conditions Model, and the Proposed Conditions Model to demonstrate zero -rise • Prepare a report for the zero -rise analysis and the compensatory storage analyses. The report will explain a methodology on how to compare the water surface elevations between cross sections because the horizontal alignment of the stream will be changed for proposed conditions. Assumptions: • There differences between the City's HECRAS model and FEMA's effective model are minor • The upstream and downstream dredging project will not be completed prior to construction of this project • Levees have not been accredited and seclusion boundaries cannot be removed • The Blue Origin Pond and its interaction with Mill Creek will not be modeled ■ No datum conversions will be required • The elevations used by Otak for the OHW, 10-year and 100-year match those from NHC's model, and the calculations will not need to be redone Task b: 1007 Stream Geometry Design Upon receipt of the City comments for the 50-percent design and the task notice to proceed, Otak will complete the stream geometry design, streambank restoration design, and off -site stormwater management design. The 100-percent design will include plans, special provisions, and construction cost estimate. Otak will support the City in the preparation of an estimated construction schedule to determine working days. The 100-percent design will also include completion of the storm drainage design for connections to the new channel from the private systems on the east side of 761h Avenue S. Assumptions: The City will provide current CADD files for City -designed items that may affect Otak's design. Deliverables: PDF files for each deliverable CADD files 100-percent plans Special provisions 100-percent cost estimate Task 7: 100% Bridge and Retaining Wall Design Otak will address City review comments on the 50% design deliverables and finalize the structural design. This work incorporates previous changes made including adding approach slabs to the two driveway bridges and additional design for a second bridge type. Assumptions: Utilities will not need to be supported on the driveway bridges. City review comments will be minor and significant changes to the design requiring an effort greater than the level of effort assumed in the attached fee estimate will not be needed. Significant changes to the design may require additional scope and fee to complete the design.
