On 0 tl03/Lg, Commander Grove responded to Skyway Towing and met with
the manager, Bon Pauza. Commander Grove discussed a series of complaints
and contract violations and warned Pauza that Skyway's performance needed to
improve to remain in a contract with the Kent Police Department'
From that date forwarded, 13 contract violations/complaints were observed and
reported by the Kent Police Department, A summary of the violations are as
follows:
oL/25/ 19: Officers made a DUi Impound arrest case #79-1191 (time
sensitive blood draw), Skyway was dispatched at 1622 hours and still hadn't
arrived by 1710 houis. Skyway was canceled and Lynn's towing responded'
02/ZLl 19: Skyway dispatched at 1656 hours and still hadn't arrived at1752
hours. skyway was'cancelled ad Lynn's Towing responded (KPD case #L9-
2479).
03/OL/L9 Skyway declined to impound a 31 foot motorhome. Reported by
Traffic Sergeant BishoP.
06/LS/ 19: Skyway dispatched to an impound at L549 hours. skyway did not
arriu" until 1633 hours and the driver had a negative attitude with Ofc' Brennan
(KPD case #19-8571).
06/Lg/ 19: Skyway driver did not strap motorcycle down to "T bar"' Unsafe
conditions and was pulled over by Ofc. Bateman' Driver argued with Ofc'
Bateman about the motorcycle not being strapped down.
g16/20/ 19: Skyway dispatched at L334 hours and did not arrive until 1434
hours. St y*ay took until t514 hours to get trailer in the air (KPD case #L9-

07 /OL/ L9t Of1cers requested a tow at 27rh Pl. After 40 minutes, Officers
asked for an ETA from Skyway and the driver said he was more than 15
minutes out. Tow was cancelled.
07/Lgl19: Skyway was dispatched to officers 1309 hours but had not arrived
by 1340 hours. Skyway was cancelled. (KPD case #19-9953).
OS/LSl19: Skyway dispatched to officers at 0719 hours, At 0722 hours,
"Jessie" called and said no drivers available.
Og/tgl19: KpD's Parking Enforcement Officer reported that Skyway called
after a 20 minute wait to say they had no one available to respond to complete
an impound.
Og/ZZ/19: Skyway did not clean debris from the roadway following a collision,
Neighbors called 911 to complain. Skyway did not respond for more than B
hours.
Og/LO/19: Citizen Jennifer Garcia accused Skyway of theft and damaging her
vehicle, Renton PD responded and took a theft report,
og/25/19: Officers waited for 50 minutes for a Skyway impound (KPD case
# L9- 141 11).
Our Towing Protocols and Policies State:
SECTION II: SITSPENSION FROM TOWING ROSTER OR TERMINATION OF TOWING
CONTRACT
2,7 Termination hy Either Party without Cause
As expressly agreed to in the contract between tow company and the Kent Police
Depa'rtment, tE" contract between tow company and the Kent Police Department may
be terminated at wilt by either by the tow company or the Kent Police Department,
without cause, by providing the other party with thirty (30) days'advance written
natice.
This letter serves as 30 day advance written notice that the Kent Police
Department will be terminating its contract with Skyway Towing dated
12/03/2008. The contract will end on 11/30/19. At that time, skyway Towing
will be removed from the Kent Police impound rotation.
