(Wood), is submitting this scopeof work and budget estimate to amend the contract to conduct remediation support, consisting ofconfirmatory sampling and chemical analyses under City of Kent's P.O. 155293. The work will beconducted during the remediation of contamination at the vacant parcels located at the west streetend of South 216th Street (the property), which are owned by the City of Kent (the City). This workwill be done in accordance with requirements under the Model Toxics Control Act, WashingtonAdministrative Code 173-340.BackgroundThe surface soil on the property is contaminated with cadmium that originated from the adjacentHytek facility. The property was primarily affected in the stormwater ditches and area around theoutfall that are downstream of the storm drain system under South 216th Street. Other contaminantswere found during the remedial investigation, including petroleum hydrocarbons, polycyclic aromatichydrocarbons, arsenic and lead; however, these other contaminants were subordinate and generallyco-located with the cadmium.PurposeThe contract that this document amends is the initial budget and scope for sampling and analysis forthe Primary Areas of the site that have expanded as more information is known about the extent ofcontamination.The project contractor, OMA, officially kicked off the project on September 1,2021. Prior to theofficial kickoff, OMA conducted some tree cutting and branch removal to assist Wood's access to soilsampling areas. Between September 8 and October 4, Wood has been onsite for 14 days. OMAprovided a schedule to the City of Kent on October 4 that projects another 15 days of work for theremediation.'Wood' is a trading name for John Wood Group PLC and its subsidiariesEXHIBIT A -Al r :-\Lil#lr"L #i#TIMr. Jason Bryant and Mr. Eric ConnorCity of KentOctober 5,2021Page 2 of 4The original scope assumed 20 days in the field for one representative from Wood, which will beamended to a total of 30 days. ln addition, the City of Kent requested that analyses for the key metals(cadmium, arsenic, and lead) be analyzed on a rush turnaround time, resulting in 100% surchargesfrom the laboratory.Scope of WorkThis scope covers the labor and expenses for:r Project management and meetings for the additional time,o Conducting confirmation sampling in the field and analyzing the samples on rush turnaroundtimes, and. Communicating the analytical information to the City via tables and figures.Wood will assist the City's construction manager by attending project status meetings, reviewing thecontractor's proposed change orders, and assisting the City's construction manager with coordinationbetween the contractor and Wood's sampling team. The City's construction manager may not be onsite at all times and may delegate Wood personnel to be the City's representative, without anyad mi nistrative authority (e.9., chan ge orders).Wood will collect soil samples based on the approach outlined by the Washington Department ofEcology in the Guidance for the Remediation of Petroleum Contaminated Sites (Pub. 10-09-057,2016). Soil samples will be analyzed by Friedman & Bruya, lnc. laboratory in Seattle, Washington.Laboratory testing will include the following contaminants of concern:. Total metals (arsenic, cadmium, chromium, and lead) by U.S. Environmental Protection Agency(EPA) Method 60208. Arsenic, cadmium and lead will be analyzed on all samples. Chromium willbe additionally analyzed only in areas where it was found in previous investigations;r Total petroleum hydrocarbons (TPH) as diesel and oil by Washington State Department ofEcology (Ecology) Method NWTPH-Dx on an estimated 20 additional samples, particularly aroundthe main 216th Street outfall where TPH was found in previous investigations and in the farthestsoutheast corner of the ProPertY;r Carcinogenic polycyclic aromatic hydrocarbons (cPAHs) by EPA Method 8270E on 10 samples,particularly around the 215th Street outfall.. Contingency reanalysis of TPH as diesel with silica gel cleanup (to remove natural organics) fortotalTPH as diesel samples over 200 milligrams per kilogram on up to 10 samples.Analyses will be run on rush turnaround times for the metals and on standard turnaround times forthe TpH and cPAHs. Wood will verify data quality upon delivery to assure that all information ispresenq that appropriate methods, proper containers, and field and laboratory quality controlprocedures were used; and that sample custody is intact. Wood will perform an EPA Stage 2Avalidation of the project data. Data qualifiers and reason codes will be added to the report tables.All solid investigation-derived waste (lDW) generated during sampling activities will be disposed ofalong with the contaminated soil at the selected landfill or profiled and disposed of separately,depending on landfill acceptance. For cost estimating purposes, Wood has assumed that the lDWwill be disposed ofalong with the contaminated soil.DeliverablesTabulated analytical results and figures of sample locations will be provided to the City and thecontractor on a timely basis to direct the field activities.Assumptionsr Remediation will be completed within the additional 10 business days.r One one-hour-long project status meeting call per week (or equivalent in multiple calls) for threeadditional weeks for two people (6 hours).r The contractor will be responsible for utility clearing.. Surveying will be provided by the City to define the quantities for excavation. A CAD file of theexcavated areas will be provided to Wood.. Wood personnel will comply with a Level D Health & Safety Program. lf other conditions aredetermined necessary by personnel, additional charges will apply.r Contractor will perform air sampling on perimeter of site.r Analytical testing will be on rush (one-day) turnaround time, except for TPH and cPAHs that willbe on standard turnaround times.r The City is managing all permitting and traffic planning/control for the work.o A Wood field scientist or engineer will be required for a total of 10 additional field days beyondthe initial budget, plus set-up and lab drop-off. A second person is budgeted for 2 days in theevent the contractor has multiple activities occurring or the City's construction manager is offsite. Wood will send draft field logs to the City for review at the end of each field week.Cost EstimateThe estimated cost for this budget amendment effort is $38,703 in addition to the $67,147 originalbudget as shown on the enclosed Table P-1 (amended). We propose to conduct the work on time-and-materials basis under the terms of a standard agreement with the City.
