August 2021 1. OVERVIEW OF AMENDMENT NO. 1 The proposed scope of services to be performed by Jacobs Engineering Group lnc. (Consuliant) for this Amendment No. 1 to this Washington Avenue South Stormwater Pump btation Replacement, Engineering Design and Bidding Services Contract, includes the following services: r Additional project management and administration associated with amendment work. o Additional mechanical design and hydraulic analysis associated with change from original design concept of a separate 6 CFS pump structure to three pumps installed within the wet well. o Additional mechanical design and hydraulic analysis associated with subsequent revision to two pumps installed within the wet well and elimination of the 6 CFS pump from the design. r Additional mechanical design and hydraulic analysis associated with development of the alternate discharge configuration concept, eliminating the flow meter vault and replacing it with a discharge vault to force transition to gravity flow. o Additional architectural and structuraldesign associated with change in electrical/ generator shelter footprint dimensions, to better fit with City's proposed site plan. o Additional architectural and structural design associated with reduction in pump shelter footprint dimensions, due to change in pump discharge configuration. o Additional electricaldesign associated with changes to the pump station configuration and reduction in necessary pump motor size. o Additional design and coordination associated with splitting the design and construction contract to an underground contract and separate pump station facility contract per the City's direction. o Additional design and coordination associated with subsequently recombining the project to a single construction contract package' o Extended design contract duration compared to original scope of work. ASSUMPTIONS This scope of services for Amendment No. 1 is based on the following revised or additional engineering design assumptions: Pump Station Structural Foundation and Shelters: . Pump shelter footprint is now assumed to be shorter than the GRNRA South Stormwater Pump Station design, after elimination of the 6 CFS pump from the design and reconfiguration of the pump discharges, resulting in elimination of the check valves and other aboveground equ iPment. r Electrical/generator shelter footprint will be modified from GRNM South Stormwater Pump Station design to be shorter and wider to accommodate modified equipment layout and to fit within the available space for the City's site plan. Pump Sizing, Mechanical Equipment, Valves, and Associated Fiftings: o The proposed 6 CFS pump and manhole will be removed from the pump station design. o The wet wellfootprint will be longer, to allow a reduction in depth. r The check valves and isolation valves will be eliminated with the updated pump station d ischarge configuration. o The magnetic flow meter vault and associated sump pump will be eliminated with the updated pump station configuration. e There will be an addition of a pump discharge vault with drop connections, to simplify pump station hydraulics by forcing transition to gravity discharge at vault. 3. PROPOSED SGOPE OF WORK FOR ENGINEERING DESIGN AND BIDDING SERVICES Below are the identified tasks for this amendment. Before the start of each task, Jacobs will obtain written or verbal notice to proceed from the City's Project Manager prior to initiating the additional work associated with this amendment. Task 100 - Project Management The purpose of this task is to provide oversight and management of the additional work associated with this amendment. Activities: Provide scope and budget contract amendment for additional design and coordination efforts described below. Deliverables: The following Deliverables are included in this Task: o Scope and budget for Amendment No. 1. o Additional monthly progress report and invoices. o Periodic communications documentation as requested August 2021 Page 2 of 6 Jacobs Engineering Gtoup Inc' Task 300 - 60% Pump Station Design The purpose of this Task is to provide additional 60% design services associated with this amendment. Additional Mechanical Desiqn The configuration was changed from the original scope of work, to include the 6 CFS pump within the wet well (three pumps total). With this change, the length of the pump shelter was no longer anticipated to increase, allowing for identical sized shelters to the GRNRA South Stormwater Pump Station, which would have somewhat reduced the building design efforts, to help offset the additional mechanicalwork. More recently, the City decided to eliminate the 6 CFS pump from the design, requiring additional mechanical work for including pump calculations and changes to pump and piping layouts and configurations. The City decided to separate the project into two separate contracts, with an underground construction contract to be issued in the summer of 2021, followed by a separate pump station facility contract. Jacobs prepared the mechanical drawings and associated specifications for the underground contract, focusing on the wet well, discharge piping and discharge vault. The wet well design was based on determining the necessary pump sizing and dimensions in conjunction with Hydraulic lnstitute Standards. This underground design package was advanced to 60% and 100% design submittals. The drawings identified numerous items to be installed by others in the future pump station facility contract and applicable specification items were separated for the underground contract. The City later determined that the project should be issued as one contract, so additional effort will be necessary to recombine the drawings and specifications to a single contract at the 60% design stage, including removing references to the separate contracts. Additional Hvdraulic Evaluation The pump station has a wide range of potential pumping conditions due to the Green River fluctuating from an elevation of approximately 18 feet at lower levels up to almost 50 feet during the 500-year flood event. The pump discharges will be the physical high point in the system, slightly higher than the maximum projected river stage during the 500-year flood event. At lower river levels, the system would almost entirely experience gravity flow conditions downstream from the pump discharges. At high river levels, the gravity and force main system would become entirely pressurized. These conditions would be challenging for the pumps to achieve and were further complicated by the following factors: 1) The original proposed 6 CFS pump has been removed from the design, taking away the 'duty' pumping ability of the station for smaller flow rates. 2) By matching pipe crowns at the upstream diversion manhole to the wet well and without fully knowing projected flow rate ranges or base flows in the gravity system, there is a high likelihood that runoff will discharge to the pump station even during relatively minor rainfall events, resulting in more frequent pump operation even when river levels are on August 2021 Page 3 of 6 Jacobs Engineering Group Inc. the lower end of the range. Additional system evaluation and hydraulic analysis is necessary to ensure pumps are capable of operating over this range of conditions. For example, if the pumps are designed to deliver the full25 CFS design flow rate at the 500-foot river stage, they may be outside of the pump operating cr*ei for lower river stages and lower flow rates, even will full turndown of the VFDs (which is anticipated to be the condition where the pumps would need to operate most frequently). The Consultant will evaluate potential changes to the pumping configuration, including the addition of open-topped standpipes at each pump discharge or an elevated discharge vault, to provide much more consistent total dynamic head (TDH) conditions for the pumps, without negative pressures associated with a vacuum condition and air exchange issues transitioning to and from gravity conditions and pressurized conditions, which would be further complicated by a sealed downstream discharge manhole. Based on further analysis relating to the concerns described above, an alternate concept of a raised discharge vault with drop connections, generally in accordance with Army Corps of Engineers standards, was evaluated by the Consultant and selected by the City. This concept will force transition to gravity flow conditions in the discharge, thereby simplifying the pump hydraulics, so that the pumps should always experience the same discharge conditions regardless of fluctuating levels in the Green River. The discharge vault configuration eliminates the need for check valves, isolation valves and air and vacuum release valves for the pump discharge piping. lt also eliminates the need for a flow meter vault because it will no longer be necessary to control the VFDs by metered discharge rates. The change in discharge configuration concept will result in mechanical design changes to the drawings, specifications, and OPCC. Additional Architectural and Structural Desiqn Due to limited available building space with the project site, the City determined that it would be necessary to modify the footprint of the electrical/generator shelter to be shorter and wider. This will be accomplished by rotating the MCC lineup and the generator 90 degrees versus an end- to-end configuration, resulting in the exterior CMU dimensions changing from 20 teetwide by 50 feet long to 32 feet wide by 38 feet long. The change in span length from 20 feet to 32 feet requireJ significant changes to the structural calculations and sizing and also to the architectural detailing. With the change in configuration to the pump discharge piping, the footprint of the equipment needing to be covered has been reduced, including elimination of the check valves and air and vacuum release valves. lt has been determined that the exterior CMU dimensions for the pump shelter should be reduced from 16 feet wide by 28 feet long to a 16-foot by 1 6-foot square structure. The reduction in pump shelter footprint will save construction costs; however, it will require additional structural and architectural design and detailing efforts. August 2021 Page 4 of 6 Jacobs Engineering Gtoup Inc The architectural design for both shelters will be changed from the GRNRA South Stormwater Pump Station design, to eliminate the higher profile roof with purlins located above the beams, change the design of the sound attenuation material for the roofing, and change the CMU block to be all 8 inches, rather than stepped. These architectural changes will be more compatible with the shorter, wider building footprints. Additional Electrical Desiqn Changes to the pump station discharge configuration will reduce the design TDH for the pumps, also allowing a reduction in the size of the pump motors. This change will allow for smaller equipment sizes, including downsizing the standby generator set. The design changes require additional electrical engineering efforts to modify the initial 60% design calculations, drawings and equipment selection. Additionally, reconfiguring the electrical/generator shelter layout requires changes to the in progress electricaldesign. Deliverables: . 60% design drawings incorporating amendment updates, electronic version (AutoCAD and PDF) version. o 610/otechnical specifications incorporating amendment updates, electronic version (Microsoft Word) version of updates to KSPs and PDFs of CSI specifications. . Electronic copies of Consultant-prepared portions of 60% quantities and cost estimates incorporating amendment updates for Consultant-developed plan sheets. Task 400 -90o/o Pump Station Design The purpose of this Task is to provide additional 90% design services associated with this amendment. 90 Percent Drawinos/Specifications/OPGC The amendment items identified in the 60% stage will be further progressed and refined to the 90% design level. Additionally, structural calculations reflecting the updated shelter sizes will be prepared and submitted, for use by the city obtaining building permits. At the 90% design stage, a structural calculation package will be provided, featuring the updated structural designs of the pump shelter and electrical/generator shelter, for building department review by the City. The calculations will need to be extensively revised as compared to the GRNRA South Stormwater Pump Station structural calculations, due to significant changes to the dimensions of both shelters. The calculations will therefore involve more effort than originally planned. The g0% specifications and OPCC will also need to be modified from the original concept to reflect the updates associated with this amendment.
