HomeMy WebLinkAboutCity Council Meeting - Council Workshop - Minutes - 11/21/2017Kent City Council Workshop Minutes November 2L,2OL7 Kent, Washington Date: Time: Place: Attending: Absent: Approved L2/12/L7 November 2!,20L7 5 p.m. Council Chambers East/West Bill Boyce, Council President Jim Berrios, Councilmember Brenda FÍncher, Councilmember Dennis Higgins, Councilmember Dana Ralph, Councilmember Les Thomas, Councilmember Tina Budell, Councilmember Council President Boyce opened the meeting at 5:04 p.m Aoenda: 2018 MID-BIENNIUM BUDGET REVIEW Aaron BeMiller, Finance Director, provided information regarding the 2018 Mid- Biennium Budget and the three remaining issues that included: 1. Funding of the $2.25m gap. The Mayor's budget includes use of banked property tax to fill gap - What is the Council's preferred method? Councilmember Higgins provided comments on the use of $6.4m banked property tax in 2018. Councilmember Berrios sought clarification on impacts to property owners and provided comments on the use of $2.25m banked property tax in 2018. Councilmember Ralph provided comments on the use of $6.4m banked property tax in 2018. Councilmember Fincher provided comments on the use of $2.25m in banked property tax in 2018. Council President Boyce provided comments on the use of $6.4m in banked property tax in 2018. Councilmember Boyce directed the Finance Department to create documents for the December 5, 20t7, OperatÍons Committee using ç2.25 in banked property tax. 2. Does the Council want to include the $3m funding for the quiet zone in the 2018 budget? Aaron BeMiller, Finance Director, reviewed the anticipated costs, including the use of $1.4 in General Fund reserves over 18o/o, and Capital Resource Funding for excess contingency costs. Page I of 2 Kent City Council Workshop Minutes November 2t,2OL7 Kent, Washington Approved 12/t2/L7 Councilmember Berrios expressed concerns over the Federal Rail Administration potentially requiring additional, ongoing funding. Tim LaPorte, Public Works Director, provided details on any potential maintenance and operating costs, and the potential for increases in costs. Council President Boyce requested the Finance Department include $3m in the 2018 budget for the Quiet Zone. 3. Square Footage Tax Increase Aaron BeMiller, Finance Director, advised that there is a proposal on tonight's Council agenda for the doubling of the B&O square footage tax. The increase would represent an additional $3m in annual revenue. The additional revenue would go into the Capital Resource Fund to be used for capital projects and for Parks projects. Aaron indicated the increase would take effect January L,20t9, and is estimated to affect 680 businesses. The meeting concluded at 5:30 p.m. Kimberl ey A.
