Cify of Kent Public Works Depafiment 220 Fourth Avenue South Kent, WA 98032 Re: Dear Ms, Tan We are pleased ro submit tlris revised proposal to provide engineering sewices for support of FEMA accreditation of the right banl< Creen River levee between SR 5l6.and S 231 Way. Our proposed scope of worl< is based on our brief review of irrfolmation you provided, our ielephone conversation with you on December 20,2010, and our telephone conversation with you, Mr. Chad Bieren, Mr, Milce Mactutis and Mr. Alex Murillo on January 5,2011. PROJECT UNDERSTANDING The Cify of Kent (City) has initiated an engineering evaluation and certification process for the levee along the right bank of the Green River, with the overall objective of obtaining l"ederal Elrergency Management Agency (FEMA) accreditation of the levee in its Flood Insurance Rate Maps (FIRMs) for the area, The Ciry has divided the levee into six reaches. Certification packages have already been completed and submifted to FEMA for two of these reaches, the Horseshoe Bend and Hawley Road reaches. The City intends to award contracts to fottt' consulting firnrs to prepare levee evaluation and certification packages for the four remaining reaches. We upderstand that tlre City intends to subrnit certification packages to FEMA in nrid Jr-rne 201 L The levee reach to be evaluated by GEI Consultants extends frorn SR 5 I 6 to S 23 I Way, a length ol'approxinrately 2,8 miles. The levee has never been certified. The levee protects land uses ranging flom residential developrnonts to commercial and industrial properties, to suburban uses such as a golfcourse, Interior drainage for the area protectcd by the levee is conveyed to the river via three glaviry outfalls, allprotected with flap gate closure devices' The outlalls have not been inspected in the recent pasl' GH Consilltanls, lnc. 180 Grand Avenuc, suite 1410, Oakland' Calilbrnia 94612 510.350,2900 fax: 510 150.2901 Proposal for Engineering Services Greln River Levee FEMA Accreditation - SR 516 to S 231'r Way Bridge City of Kent, Washington \\,\\,\Y. g,e icolrsullants.conl Ms. Beth Tan, P.E. JanuarY 7'2011 We understand that a poftion of the levee along the Riverbend Golf Cornplex was constructed by the u.S. Army corps of Engineers (corps)in the early 1960s as part of the flood control project thal also lncluded consiruCtion of the Howard Hanson Dam in the Upper Green River watershed, The Ievee nonh (d'ownstream) of the golf course was constructed by unknown interests, and it appears that no design or construction information is available' Florvs in the Green River are controlled to a significant degree by ttpstream |egulation at the Corps'l-loward Hanson Dam, located at River Mile 64'5, i.e', approxilnately 42'5 nriles ,prtrru,]'r of the SR 516 bridge,'fhe Corps manages the darn oulto-ws to maintain a regulated condition target flow of t2,0b0 cubic feet per second (cfs) at USGS gage l2l 13000 near. Auburn folfloods with return periods greater than2 years, The Corps estimates that the dam has adequate capacity to regulate up t;the 500-year flood, The authorized operation calls for the target dischirge to be rn-aintained for a period of up to 9 days' The Corps' Water Control Manual also sets a stage rate of fall during flood recession not to exceed I foot pel hour. An important assumptionif the work ut t.op.d herein is that thc dam remains capable to legulate up to the 500-year flood and that the opeiational criteria described in its Water Control Manual have not changed. If the city knows oiuny potential changes, we request that they be disclosed lor evaluation. Since completion of the dam in 1962, the target flow at the Auburn gage has been slightly exceeded in at least three events: December iOlS 1tZ,l00 cfs), February 1996 (12,400 cfs), and November 2006 (12,200 cfs). A total of 39 flood peaks greater than 9,000 cfs have reportedly occurred between 1962 and2006. We understand that the effective (printed) Green Rivel Flood lnsurance Rate Maps (FIRMs) were based on 1970s channei Oatiana topoglaphic rnapping and the nrost recent hydraulic analyses used in preparing those tnaps were completed in the 1980s' In 2007 FEMA issued preliminary Digiial Flood Inrurunce Rate Map (DFIRM) for_King.County, FEMA's pr.eliminary DFf RM used Base Flood Elevation (BFE) data fi'om the effective nnaps together rvith updated topographic data collected for their study, However, the preliminary DFIRM simply extended tf,e in-channel BFEs across the floodplain to estimate the effects of levee failures, resulting in overly conservative mapping of the floodplain' King County Dcpartrnent of Natural Resources and Parks (KCDNRP) retained Northwest Hydraulic ionsultants (NHC) to cornplbte a.floodplain rnapping study for the l-ower Green River, River Mile 3.85 to 33.25 (State Highway l8). The study was subntitted to FEMA to upp.ut FEMA's prelirninary revision to the published F'IRMs and Flood Insut'ance Study (FIS) fo, Unincorporated l(ing Ctunty and the Cities of Auburn, Kent, Renton, and Tukwila in the State of Wa;hington in illarclr jOtO, W. understand that FEM{ has accepted the revised floodplain delineation as defined in the NI-IC study. As part of the March 20 I 0 NHC study, a steady-state HEC-RAS model was developed to simulate the hydraulic characteristics of the Green River under the condition that all levees renrain in place. This nrodel was calibrated to several recent flow events and has been approved bythecityandFEMA,Basedontheresultsofthemodel, thecalculated 100-yearfloodflowis uipro*i,rut.ly 12,800 cfs along the subject levee reach, The rnodel provides the water surface profile f,or use in the levee certification sludies' 2 Ms,BethTan,P,E.:JanualY1,z}ll .i Along the subjecf levee reach the river channel is bounded by the levee and is quite sinuous' The bottom oithe river channel is on the order of 35 feet below the levee crest. The land behind the levee is typically 5 to l0 feet lowel than the levee crest. The bank/levee slope has suffered localized damage during recent flood events, primarity consisting of sloughing of over-steepened slopes. in 2008 ih. Corpr repaired two reaches under their PL84-99 authority' SCOPE OF WORK Based on our understanding ofthe projectobjective, we propose that the scope ofwork be structuled in nine tasks as follows: I . Project Kickoff Meeting and Initial Site Visit 2. Review of Existing Docunrentation and Levee History 3. Subsurface ExPlorations 4. Survey Coordinatiort 5, Engineering Evaluations 6. Operations and Maintenance Manual 7. Conceptual Design to Address Deficiency 8. FEMA Accreditation RePort 9. Project Managcment and Coordination Our proposed scope is limited to evaluating the levee for compliance with the design criteria outlined in 44 CFR 65.10 and producing a tr,ttlnuty report. The detailed design of repairs for deficiencies identified through the courie of our work is not included in this scope of work' The proposed scope, deliverables, and rnajor assunrptions for each task are summarized below. Subsurlhce Explorations: we will perform a subsurface exploration program to characterize the levee and foundation rnaterials and aid in the engineering evalualion of the levee systenr' This tasl< will begin with the preparation of a Field Exploration work Plan which will outline exploration locatious, J.pittt, typ.t of samples, exploration methods l'or gcophysical survey and geotechnical test borings, closed-circuit television (CCTV) of select portions of the pipe outlalls, and laboratoly"lestinS olcollectcd soil saniples' A dra[1 worl< plan will be issued to 4 Ms. Beth Tan, P.E, JanuarY 7,2oll the City for review. Review comments willbe incorporated into a final work plan which will be submitted to the Corps' Seattle District for approval if so desired by the City' Geotechnical test borings will be completed both through the existing levee embankment.and along the landside toe olthe embankment. Test borings will be used to supplenrent existing histJ'ic soil data, verifo embankment and foundation material composition, establish stratigraphy along the ievee alignment, and establish more detailed data at representative cross- sections for geotechnical analyses. We assunre we will drill up to 30 borings at depths up to 60 feet each. Our cost estimate is basccJ on l0 conventional geotechnical borings and 20 cone penetrometer tests (CPTs)' We have assurned that drill rrttingr can be dispersed over the ground nextto the drill hole and rakecJ in with the surficialsoil. Oftsite disposalof cutting is not included' We willtransport selected soil samples to a laboratory for testing. We will tnrn over the remaining soil samples to the City of Ken1. The number, depths, and technique for the borings nray change after a rnole detailed review of histor.ic information, observations rnade during our site visit, and the observations nrade during the drilling program. Based on our conversation with the City, we have not included a geophysical survey as part of this scope of work, A geophysical survey along the levee crest rnay be beneficial to generalize the foundation stratigr.aphy behveen boring locations, identify potential anomalies (such as buried fonner river channels, abandoned rneanders, abandoned pipes), and identify locations where additional borings may be desirable to better assess levee foundation conditions' lf based on the progress of our exploration we conclude that a geophysical survey worrld be appropriate *. *ilt advise you and'would prepare a contract modification for your appLoval' We have rrot included test pit excavations along the levee alignment, Test pits might be necessary to supplemenl existing geotechnical information or evaluate the presence of buried itenrs suclr as pipes ol selected levee components such as toe drains and imperviorrs blarrlcets if any exist, If based on the progress of our exploration we conclude that a limited nunrber of test piis rvould be appropr.iate'we will advise you and worrld prepare a contract rnodification for your approval. We rvill perlorm geotechnical laboratory testing on soil samples collected during the subsurfaoe exploration progrant, Tlre labolatory testing will include primarily grain-size analyses and Atterberg lirnits testing to aid in soil classification and developnrent of engineering parameters for levee evaluation. We will also perform a lirnitcd nunrber ol consolidated undrained triaxial shear strength tests to aid in the development of strcngth parameters for stability analysis' Lastly, it is our understandirrg that the City will obtain closed-circuit television (CCTV) inrp".iionr of the three outfall pipes to help assess and document their cut'rent condition' Accordingly wc have excluded the CCTV inspection subcontract cost from our estimate, ln the preparatiorr olour scope, we have assunred that the Cify wilt lacilitate the work by 5 4 Ms. Beth Tan, P.E.January 7.2011 perfonning the following activities: . Arr additional one foot above the minimum is required within 100 feet in either side of stt.Llctures (such as bridges) riverward of the levee or wherever the flow is constlicted, . An additional one-half foot above the nrinimum at the upstream end of the levee is also required, tapering to not less than the minimum at the downstreanr end of the levee' We understand that IrEMA has granted a fi'eeboard reduction, liom 3 feet to 2 feet, for the Green River levee, LJsing NHC;s water surface profile for the l-percent-annual-chance flood, we will estimate Base Flood Elevatiorrs.at 500-foot intervals along tlre flood control system. At each interval, we will evaluate the Base Flood Elevation against the elevation of the levee eLest as deternrined by the proposed tevee crest survey to be conducted by the City (Task 4). We will prepare a Freeboard Evatuation Memorandutn. In this memorandutn we will explain our nrethodology, document the evaluations perfonned, and summarizelhe results in a table. Deliverablc: Freeboard Evaluation Metnorandum' Task 5.2 - 44 CFR 65.10 (b) (2) Closures FEMA rcgularion 44 CFR 65.10 (b) (2) requires that all openings be provided with closure devices that are strlrctural pa$s of the system dr.rring operation and designed according to sound en gineering practices. We understand the only closures on the system are flap gates associated with the three outfall condrrits that pass through the levee. We will evaluate the closures by visually reviewing their condition. We will nr.J to review documentation of recent CCTV inspections perforrned by the City to document the condition of the outfalls. We assunre that the closure devices at'e readilyaccessible and no unusual requirements, such as specialized safety equiplrent or confined space entry, are required to make observations of the devices' We rvill prepare a brief Closure Evaluation Menrorandurn that explains our evaluations. JanuarY 7,2011 demonstrates that no appreciable erosion of the levee embankment can be expected during the Base Flood arrd that anticipated erosion will not result in failure of the levee enrbankment or foundation directly or indirectly through leduction ofthe seepage path and subseqttenl instability. The current embankment protection willbe evaluated against potential erosion caused by the Base Flood, The factors to be addressed in such analysis include, but are not lirnited to: . Expected flow velocities (especially in constricted areas)- . Duration of flooding at various stages and velocities r Embanktnent and foundation nraterials . Levee alignnrent, bends, and tr,ansitions . Wind and wave action . Levee side slopes, and . Slope protection techniques We understand that NHC, under direct contract to the City, will provide informatiott on scour, velocities, and appropriate bank protection for the levee reach, similal to the infornralion provided for the Horseshoe Bend reach. NHC evaluation will include but not be lirnitcd to the following iterns; . Ceneral, local, and bend scour evaluafion - thalweg profiles and cross-sections over time irrcluding recent bathymetric data, stability of thalweg location and channel shape, calculation of estimated bend scour depths at approach and exit sections, and scottt' recommendations. . Bank velocities and slope protection recommendations. We will review the investigation of historic erosion tlends as documented in available PL 84- 99 Repair rep.orts andlor drawings prepared by the Corps, We will review the NHC Technical Memorandum, work with NHC to resolve any cornments, and include the NHC work ploduct in the FEMA Accreditation Report prepared under Task 8 to explain the rnethodology, docunrent the evaluations performed, and summarize the results. Active (if any) and potential erosion sites will be identified and located on a map of appropriate scale to clearly show the reaches olthe levee that rray require ergsion remediation, Deliverable: None - a NHC Technical Memorandurl will be included in the FEMA Accreditation Itepolt plcpared ttnder Task 8. The foundation soils are generally not considered highly compressible with the forriUf. exception of thick layers olsilt. The foundation materials are relatively pervious, and ihe nrajority of settlement from levee construction or levee modifications would likely have o"rrrrid during construction or shortly thereafter. Therefore, we do not consider settlement to be a significant-issue for FEMA Accriditation. The mapping will be to the same standard used for King county's appeal of the FEMA maPPing. We understand NHC will conduct an interior drainage analysis for each of the outfalls and associated sub-basins in the project reach. One of the outfalls drains the Lakes development and may require additional effort Oue to the existing complex flow control structures the developnrent uses to regulate lake levels. NHC willdevelop HSPF models of each sub-basin and generate long term runoff time series. These will be used to drive a HEC-RAS model of the sub-basin and Green River at each outfall location in order to conduct the joint probability analysis. Any person or organization that you agree in a "written contracl requiring insurance" to include as an additional insured on this Goverage Part, but: a. Only with respect to liability for "bodily injury", "property damage" or "personal injury"; and b. lf, and only to the extent that, the injury or damage is caused by acts or orhissions of you or your subcontractor in the performance of "your work" to which the "writteh'contrabt requiring insurance" applies. The person or organization does not qualify as an additional insured with respect to the independent acts or omissions of such person or organization, The insurance provided lo such additional insured is limited as follows: c. ln the event that the Limits of lnsurance of this Coverage Part shown in the DeclarationS exceed the limits of liability required Py tlt. This insurance does not apply to "podily in- jury" or "property damage" caused: by "your work" and included in the "producls- completed operations hazard" unless the "written contract requiring insurance" specifi- cally requires you to provide such coverage forthat additional insured, and lhen the insur- ance provided to the additional insured ap- pties only to such "bodily injury" or "property damage" that occurs before the end of the pe- riod of time for which the "Miften contrac't re' quiring insurance" requires you to provide such coverage or the end of the policy period, whichever is earlier. 2. The following is added to Paragraph 4.a. of SEC- TION IV - COMMERCIAL GENERAL LIABILITY CONDITIONS: The insurance provided to the additional insured is excess over any valid and collectible "other in- surance", whether primary, excess, contingent or on any other basis, that is available to the addi- tional insured for a loss we cover. However, if you specifically agree in the "written contract requiring insurance" that this insurance provided to the ad' ditional insured under this Coverage Part must apply on a primary basis or a primary and non- contributory basis, this insurance is primary to , "bther insurance" available to the additional in- sured which covers that person or organization as a named insured for such loss, and we will not share with that "other insurance". But this insur' ance provided to the additional insured still is ex' cess over any valid and collectibte "other insur- ance", whether primary, excess, contingent or on any other basis, that is available to the additional insured when that person or organization is an actditional insured under. any "other insurance". 3. The following is added to SECTION lV - COM- MERCIAL GENERAL LIABILITY CONDITIONS: Duties Of An Additional lnsured As a condition of coverage provided to the addi- tional insured: a. How, when and where the "occurrence" or offense took Place; ii, The names and addresses of any injured persons and witnesses; and iii. The nature and location of any injury or damage arising out of the "occurrence" or offense. : b. lf a claim is made or "suit" is brought against the additional insured, the additional insured must: i. lmmediately record the specifics of the claim or "suit" and the date received; and ii. Notify us as soon as practicable, The additional insured must see to it that we receive written notice of the claim or'Suit" as soon as practicable. c. The additional insured must immediately send us copies of all legal papers received in con- nection with the claim or "suit", cooperate with us in the investigation or settlement of the claim or defense against the "suit", and oth- erwise comply with all policy condilions. d. The additional insured must tender the de- fense and indemnity of any claim or "suit" lo any provider of other insurance which would cover the additional insured for a loss we cover. However, this condition does not affect whether this insurance provided to the addi' tional insured is primary to that other insur- ance available to the additional insured which covers that person or organization as a named insured. The following is added to the DEFINITIONS Sec- tion: 'Written contract requiring insurance" means that part of any written contract or agreement under which you are required to include a person or or- ganization as an additional insured on this Cover- age Part, provided that the "bodily injury" and "property damage" occurs and the "personal in- jury" is caused by an offense committed: a.
